INWD at 15: Let’s start growing trees
By Leilanie G. Adriano
Staff reporter
LAOAG CITY—Ilocos Norte Water District General Manager John Teodoro called on its concessionaires in Ilocos Norte and some parts of Ilocos Sur and Cagayan to help conserve water and start growing trees now.
In time for its 15th year anniversary on August 16, 2017, Mr. Teodoro said there is no better way to help INWD sustain its mandate than to observe water conservation and to report any leaks in water system.
On its 15th anniversary, INWD management and staff conducted a replanting activity around the Paoay Lake, where the government-run water district and the Department of Environment and Natural Resources jointly developed a forest project in partnership with some private lot owners at the lake.
According to Mr. Teodoro, about 8,500 mahogany saplings were planted during the first phase of the project. To sustain it, the INWD closely monitors its growth.
“For every tree planting, we cannot avoid there are some mortality. So, from time to time, we are conducting replanting activities,” said Mr. Teodoro.
About 900 more mahogany saplings were planted again around Paoay Lake to preserve its forest cover.
In previous years, the DENR helped INWD in negotiating with private lot owners in Paoay for the water conservation management of the legendary lake. Part of it is to ensure the growing of trees around it.

San Nicolas (Ilocos Norte) town declares lanuti as municipal tree
San Nicolas, Ilocos Norte—As this municipality celebrates its quadricentennial anniversary as an independent town, the municipal government declared “lanuti” as its municipal tree.
Lanuti is a tree with pink and white flowers and good wood to make furniture.
San Nicolas councilor Norberto S. Dadiz Jr., main author of the ordinance, said it the municipal government’s policy to the preservation and promotion of the historical and cultural origin and resources of San Nicolas, and thereby constitute a “municipal treasure”.
Mr. Dadiz explained further the declaration is based on two stories regarding the origin of this town’s name.
He said the town’s first name was “Caluntian.”
He based this in an article written by historian Atty. Manuel F. Aurelio. In the said article, it mentioned that the Augustinian missionaries founded a
“Visita” or Spanish settlement at the site now known as San Nicolas.
The place was originally named as Visita Caluntian after a tree that grew abundantly at the place.
Mr. Dadiz also stated that under Presidential Proclamation No. 1832 series of 2009, which declared the year 2009 as the Centennial Year of the Reconstitution of the Town San Nicolas, Ilocos Norte.
Hence the declaration.
With the declaration, he said it will the mayor’s office through the municipal environment and natural resources officer and the municipal agriculturist which will be the lead offices in the propagation and promotion of lanuti tree within the municipality.
As the lead offices, they shall conduct inventory of the existing lanuti trees within the municipality and establish a database on their conditions and initiate activities for the propagation and promotion of said tree.
The ordinance also calls on the Dept. of Education and the municipality’s barangays to help in the information campaign.
The budget, he added will be sourced from available environment, agriculture and related programs. By next year, he said it will be included in the annual budget. (Dominic B. dela Cruz)

DepEd-Ilocos Norte advocates zero-waste organic gardening in schools
LAOAG CITY—Public schools in the province of Ilocos Norte with idle lots may now apply what they have learned on organic farming systems.
Aiming for a zero-waste garden in schools, the Department of Education Schools Division of Ilocos Norte wants its teachers and students to have their own organic garden in schools.
To do so, at least 30 participants from the Ilocos Norte Schools Division Office (INSDO) recently visited an organic farm in Victorias City, Negros Oriental where they plan to adopt its best practices of producing organic foods at minimum production costs.
Ilocos Norte Schools Division superintendent Vilma Eda said there are agricultural schools in the province which could facilitate the project.
One of these identified is the Ilocos Norte Agricultural College in Pasuquin town with about 28 hectares ready for organic farming development.
INAC’s main campus has a land area of 42 hectares. Majority of its land area can be planted with agricultural crops or raised animals. Its 52-hectare extension site located in Davila village is also being utilized for high value crops production and animal raising.
Ms. Eda said the INAC could serve as a pilot project for organic farming where its students learn by doing.
If successful, other public schools in the province may emulate it in the long run, M. Eda added. (Leilanie G. Adriano)

Laoag City recognizes 4 centenarians with cash incentives
By Dominic B. dela Cruz
Staff reporter
Laoag City—The city government here honored and recognized four centenarians at the City Hall during two flag-raising ceremonies.
They are:
Lucia Corpuz Colobong of Barangay 52-A (San Mateo) who turned 101 on August 16, 2017; has 11 children, 22 grandchildren and 2 great grandchildren. Mrs. Colobong said she lives a healthy life by eating vegetables and rarely of meat.
Narcisa Alonzo Corpuz of Barangay 43 (Cavit) was born on January 16, 1916. What is very interesting according to her is, she drinks soda and smokes tobacco which she believes makes her live longer. However, she emphasizes that despite of her vices, she eats lots of food for her to become stronger. Mrs. Corpuz said she enjoys her 101 years of existence with her 6 children, 14 grandchildren and 26 great grandchildren.
Pedro Tangonan of Barangay 39 (Sta. Rosa) also believes that age is just a number. He is engaged in farming but found his “love” in public service as former a barangay official. In his 101 years of existence, Mr. Tangonan is presently the president of Senior Citizens Association in his barangay this is the reason why his 5 children, 7 grandchildren and 7 great grandchildren are very proud of him. Through his farming background, Tangonan believes this developed his long life with his deep appreciation of eating organic vegetables combined with beef and fish but on a very occasion.
Demetria Domingo of Barangay 5 was born on January 10, 1915. Mrs. Domingo and her late husband were both farmers and blessed with 3 daughters and 7 grandchildren. In her prime years, she preferred to walk rather than riding. She is also a rectal cancer survivor. According to her, one of her long life secrets are eating malunggay [moringa] and banana.
Laoag mayor Chevylle V. Fariñas led the simple awarding program.
The Ilocos Times learned that the PHP100,000 check handed to them came from the national government through the DSWD.
This is aside from the P100,000 that the city government will also be giving each of them this coming October as the National Respect for Centenarians Day which the city of Laoag will also celebrate.

Suing a foreign country for extrajudicial killings
The United States of America’s State Department issued an official report on the country conditions in the Philippines in 2016 which states in part: “President Rodrigo Roa Duterte, elected in May, began the first year of his constitutionally limited six-year term on June 30…. Since July police and unknown vigilantes have killed more than 6,000 suspected drug dealers and users as the government pursued a policy aimed at eliminating illegal drug activity in the country by the end of the year. Extrajudicial killings have been the chief human rights concern in the country for many years and they increased sharply over the past year. https://www.state.gov/j/drl/rls/hrrpt/humanrightsreport/index.htm#wrapper
There is at least one mother in Hawaii whose son, who was suspected of being a drug user, was reportedly the victim of an extrajudicial killing in Ilocos Norte, Philippines after President Duterte came to power. Can the mother sue the Republic of the Philippines for the extrajudicial killing of her son and recover damages?
The following case, decided yesterday, August 14, 2017, by the U.S. Court of Appeals for the Second Circuit, will help her answer the question. Vera v. Republic of Cuba, No. 16-1227, 08/14/2017.http://www.ca2.uscourts.gov/decisions/isysquery/2f53f9cc-b029-462b-9193-71e3c202cc47/1/doc/16-1227_opn.pdf#xml=http://www.ca2.uscourts.gov/decisions/isysquery/2f53f9cc-b029-462b-9193-71e3c202cc47/1/hilite/
Aldo Vera, Jr. sued in a Florida state court the Republic of Cuba for the extrajudicial killing of his father, the former police chief in Havana, in San Juan, Puerto Rico, on October 25, 1976. Vera, Sr. had fled Cuba in the 1960s and engaged in counterrevolutionary activities in Puerto Rico and Florida. Mr. Vera Jr. alleged that agents acting on orders of the Cuban government executed Vera’s father.
Mr. Vera Jr. obtained a default judgment for US$95 million against Cuba which did not appear in the action. Although foreign states are generally immune from the jurisdiction of the United States under the Foreign Sovereign Immunities Act of 1976 (FSIA), 28 USC §§ 1602 et seq., the Florida court held that Cuba was subject to suit under a statutory exception to immunity in 28 USC § 1605(a)(7), known as the “terrorism exception”. The exception authorizes suits against foreign states that sponsor certain acts of terrorism, such as extrajudicial killings and torture. 28 USC § 1605A(a)(1).
The Florida court found that Cuba ordered the extrajudicial killing of Vera’s father in retaliation for his participation in the anti-communist movement and that Cuba was designated to be a state sponsor of terrorism in 1982 and remains so designated.
Mr. Vera then filed a complaint against Cuba in the United States District Court for the Southern District of New York seeking recognition and entry of the Florida judgment pursuant to the Full Faith and Credit Act, 28 USC § 1738. Cuba failed to appear in the federal action and the District Court entered a default judgment against it for approximately US$45 million.
Mr. Vera served information subpoenas on the New York branches of certain foreign banks, including BBVA. The bank refused to comply with the subpoenas’ request for information regarding Cuban assets and moved to quash the subpoena. It argued that Vera’s default judgment against Cuba was void for lack of subject matter jurisdiction under the FSIA and that the District Court lacked personal jurisdiction over BBVA. The District Court rejected BBVA’s challenge and ordered it to provide full and complete answers to Mr. Vera’s request for information on Cuban assets located in BBVA’s branches in and outside the United States. The court held BBVA in contempt when it refused to comply. BBVA appealed.
28 USC § 1604 bars state and federal courts from exercising jurisdiction when a foreign state is entitled to immunity. 28 USC § 1330 confers jurisdiction on federal district courts only if one of the exceptions to immunity applies.
28 U.S.C. § 1605A eliminates sovereign immunity and permits suits directly against a foreign state in any case in which money damages are sought against [the] foreign state for personal injury or death that was caused by an act of torture, extrajudicial killing, aircraft sabotage, hostage taking, or the provision of material support or resources for such an act if . . . engaged in by an official, employee, or agent of such foreign state while acting within the scope of his or her office, employment, or agency.”
Even if a foreign state has engaged in one of the terrorist acts described above, however, it is not subject to suit in the United States unless the foreign state was “designated as a state sponsor of terrorism at the time the act . . . occurred” or was later “so designated as a result of such act.” Id. § 1605A(a)(2)(A)(i)(I).
The Court of Appeals held that the District Court lacked subject matter jurisdiction over Mr. Vera’s action against Cuba because Cuba was not designated a state sponsor of terrorism at the time Vera’s father was killed in 1976, and Mr. Vera failed to establish that Cuba was later designated in 1982 as a state sponsor of terrorism as a result of his father’s death. Accordingly, the FSIA’s terrorism exception to sovereign immunity – the only potential basis for subject matter jurisdiction in this case – does not apply. Therefore, Cuba was immune from Vera’s federal action and the District Court had no jurisdiction to enter judgment against Cuba and to enforce the subpoenas.

Laoag City gov't finds 2 possible landfill sites
Laoag City's controlled dumpsite |
By Dominic B. dela Cruz
Staff reporter
Laoag City—The city government here found Brgys. Salet-Bulangon and Balatong as possible sites for a sanitary landfill.
This came after the planned partnership with the Government of Laoag Employees Development Cooperative (GLEDCO) to build and operate a sanitary landfill at Brgy. Lagui-Sail here was cancelled.
City assessor Engr. Ruben Domingo said soil-testing was already conducted on the Brgy. Salet-Bulangon site. The Mines and Geosciences Bureau (MGB), however, has not issued the test result yet.
Mr. Domingo added that during the MGB testing in the said barangay, they pointed out that the 3.3-hectare land area is small for a landfill. They also noticed that some residential houses are also near the site.
The assessor disclosed further, that he, along with the MGB personnel, visited the ongoing construction of a sanitary landfill in San Nicolas, Ilocos Norte. They then recommended that the Laoag landfill be built near the San Nicolas landfill since they already conducted soil-testing in the area. The San Nicolas landfill is located at Brgy. San Marcos in San Nicolas, Ilocos Norte.
After the MGB testing, the Laoag government searched for another location which later became Brgy. Balatong. The said Laoag barangay is adjacent to Brgy. San Marcos of San Nicolas, Ilocos Norte.
Mr. Domingo added that they identified a possible 6 hectares of lot at Brgy. Balatong. He said he already visited the lot and has talked with some of the landowners.
“Iti pagpintasan na ket bassit la iti kasarsarita ta diay tallo a parcela ket maymaysa akin bagi ken dagitay daduman ket willing da metten,” Mr. Domingo said.
He stated that they may again asked the MGB to test the soil in the alternate area. He, however, stressed that Laoag mayor Chevylle V. Fariñas still needs to approve the new site.
He added that the city government will also need to consult the barangays residents. He also mentioned that there were no residential houses near the planned site.
Meanwhile, assistant city engineer Manuel Aurelio said the project would cost at least PHP161 million. He said the estimate came from sanitary landfill experts.
To contain the city’s waste, Mr. Aurelio said they are digging a temporary containing area for residual wastes within the vicinity of the controlled dumpsite. This will still need the Dept. of Environment and Natural Resources’ approval.

INWD, Prime Water Corp. joint venture looms
LAOAG CITY—The government-owned Ilocos Norte Water District (INWD) is considering a possible joint venture with Prime Water Corporation (PWC).
Prime Water Corporation is water distribution system company based in Metro Manila.
INWD general manager John Teodoro confirmed this as a proposed public and private partnership agreement which is expected to improve water supply in the province.
With the on-going infrastructure developments in the province, Mr. Teodoro said it is high time to consider this joint venture with a private company.
As of this posting, Mr. Teodoro reported about 90 percent of the 132 permanent and job order employees may probably consider to transfer with Prime Water once the agreement will be finalized.
This is because the private party offers better compensation and benefit packages to its employees.
As part of the government-owned and controlled corporations (GOCC) of the Philippines, INWD will still regulate the activities of the private group.
Since 2013, PWC has started dialogues with the INWD management on the proposed project.
Over the years, Ilocos Norte residents enjoy low water rates due to INWD’s excellent water delivery service and management.
With limited government resources, however, the INWD management said it is now ready to embark on latest innovations on water developments to keep up with the change of time. (Leilanie G, Adriano)

Ilocos Norte takes best booth runner up honors in PH Travel Mart
By Ma. Christian A. Ramos
PGIN-CMO
The Ilocos Norte Tourism Office (INTO), partnering with 12 private business stakeholders, won first runner-up honors for "Best Booth" at the 28th Philippine Travel Mart held September 1-3, 2017.
The travel expo held at the SMX Convention Center in Metro Manila gathers local government units (LGUs) along with hospitality and business establishments to showcase their best packages, promotional deals, and other tourism-related services.
According to Ilocos Norte provincial tourism officer Aian Raquel, Ilocos Norte's participants were "very satisfied with the result of their sales—that’s the best indicator of the success of our presentation because this is a trade show. It is important that we were able to promote our province through the sales of our private counterparts."
The Paoay Convent Ruins, one of the more recently opened tourist attractions in Paoay, Ilocos Norte, inspired the booth’s design. The actual ruins are situated to the left of the San Agustin Church, a UNESCO World Heritage Site.
Ohm David, a renowned set director and designer of local and international theatre acts designed the booth. He also designed the Taoid Museum of the Ilocano Cordilleras, which opened in Laoag City in 2015.
At the three-day event, Ilocano small and medium enterprise (SME) also presented their products the INTO presentation. Dubbed "PinakBest," local food items like Ilocano empanada and longganisa, chichacorn, garlic, sukang Iloko (vinegar), and dragonfruit, which were all sold at lower prices.
Other establishments also advertised their services and packages: Aboex Travel and Tours, A&A Express Travel, Hannah's Beach Resort, Ilocos Heritage Tours, Ilocos Norte Convention and Visitors Bureau, Java Hotel, Pangil Beach Resort, Rio Grande Resort, Rivermount Hotel, Travel Ilocandia, Vybe Hotel, and Ziur Inn.
Mr. Raquel shared his hope that more that this year’s event will encourage Ilocano businesses to participate in next year's Travel Mart.
This year's show also highlighted the Visit ASEAN @ 50 Golden Anniversary through cultural events such as a national costume competition, dance competition, and tourism quiz bee.

IN business group, workers oppose 4-day work week
By Leilanie G. Adriano
Staff reporter
LAOAG CITY—Local business groups and workers here have opposed a measure in Congress to allow four-day workweek by increasing the normal daily work hours.
If House Bill (HB) 6152 becomes a law, companies will reduce the number of workdays by increasing the usual eight-hour workday to a 10- or 12-hour workday.
Ricardo Tolentino, president of the Philippine Chamber of Commerce and Industry (PCCI)-Ilocos Norte chapter expressed concerns that this may have a negative impact on the productivity of small businesses and local work force as well.
While acknowledging that the compressed four-day work week could help solve heavy traffic in Metro Manila, Ricardo pointed out it is just a “band-aid solution” to the problem.
“What we need is a long-term solution to traffic. Reducing the number of days to work is just a band-aid solution. It is not good for business and the marginalized earners who need to work daily to make ends meet,” he explained.
Under the Labor Code, a normal work week comprises of 40 to 48 hours and five-six days.
The House of Representatives has approved on third and final reading the measure seeking to institutionalize a “compressed work week scheme”. The scheme calls for packing the 48-hour work week into four days. The measure garnered 266 votes with no dissent or abstention.
Mr. Tolentino said will meet with the local business sector in the province to tackle the issue.

NHCP installs marker for FM in Batac
Batac City—The National Historical Commission of the Philippines (NHCP) officially turned over the biographical marker of Former President Ferdinand E. Marcos (FEM) on September 10, at the recently-relocated "Daytoy ti Bannawag" monument in this city.
Originally inaugurated in 1977, the monument, sculpted by Italian Giuseppe Marinucci, was for Mr. Marcos’ 60th birthday and was originally beside the current Marcos Museum.
Mr. Marcos, born on September 11, 1917, died in Honolulu, Hawaii, in 1989. His interment at the Libingan ng Mga Bayani (LNMB) in Taguig City was on November 18, 2016.
Ilocos Norte tourism office Aian B. Raquel shared, "It's a very significant event that will serve as a real commemoration for the centenary of Ferdinand Marcos as a president because it's the first standard-issue government marker that says he's a former soldier, a former president."
He also explained that "the Batac plaza is undergoing thorough redesign that integrates the buildings around the plaza." The new site of the 40-year-old monument and of the NHCP marker faces the Immaculate Concepcion Parish, and is across the Imelda Cultural Center.
"Aside from being a recognition of the historical significance of [Mr. Marcos], it will serve as one of the attractions again in Batac, with… a more tourist-friendly location," said Mr. Raquel.
Batac City's tourism industry became a concern for locals after Mr. Marcos’ remains was interred last year. His frozen remains displayed at the Marcos Mausoleum, behind the Batac "minipark," was the city's primary attraction for many years.
"We were made to understand that it's their mandate to really commemorate historical milestones, and they see a centennial anniversary of the birth of [Mr. Marcos] as a historical milestone," added Mr. Raquel.
The ceremonies and unveiling of the marker immediately followed the two-day "Marcos 100 Forum: The North Remembers," a major highlight of the former president's centenary celebration. A literary and arts festival was also part of the activities.
A simultaneous flag-raising and wreath-laying ceremonies throughout Ilocos Norte, with a corresponding commemoration at his grave in the LNMB marked Mr. Marcos’ actual 100th birth anniversary on September 11, 2017. (Marcos Presidential Center)

P170-M farm to market road for Ilocos Norte benefits Batac residents
By Leilanie G. Adriano
Staff reporter
Batac CITY—At least eight barangays here composed of more than 5,000 households will benefit from the on-going rehabilitation of a farm to market road at Brgy. Rayuray village, this city.
Worth PHP170.3 million funded by World Bank in cooperation with the Department of Agriculture and Ilocos Norte government under the Philippine Rural Development Project (PRDP), the Billoca-San Juan farm to market road is the second largest infrastructure project here in Region 1.
Also included in the package are eight bridges. These are the entry and exit points of commuters from the interior Barangays of Nagbacalan, Baoa West and Camandingan in Batac City. Farmers and traders also pass this route particularly in Barangay San Juan that connects Batac to Sarrat town.
Residents like Noli Lacambra of Camandingan said he is grateful for the project as the project composed of five packages would certainly improve their way of life.
“We harvest mangoes and vegetables in our farms. But due to the poor road condition which decreases the quality of our harvest during transport, we only get low market price for our products,” Mr. Lacambra said citing even their school children have trouble in going to school during rainy season because of the sad state of their bridges submerged in water during heavy rains.
On September 8, 2017, the project finally break ground.
The project includes a 12.24-kilometer farm to market road and the upgrading and expansion for Sta. Cruz de Noto bridge, Bulilising, Caoayan, Rayuray, Camandingan, San Pedro and Pandan.
Its winning bidder, the Taylan Construction and Development will complete the project next year.
Once completed, they expect the transportation cost reduction by 20%, travel time by 60%, increase traffic by 60% and reduce transport losses of fresh products by at least 10%.

“On the basis of the examination findings as of 31 October 2015, as reported by the Integrated Supervision Department (ISD) II, in its memorandum dated 12 October 2016, which report showed that Community Rural Bank of Dingras (Ilocos Norte), Inc. (Community RB Dingras) (a) has insufficient realizable assets to meet its liabilities; and (b) cannot continue in business without involving probable losses to its depositors and creditors, and that the losses are likely to continue and, based on existing circumstances and conditions evaluated by ISD II, It is unlikely that the chronic losses will be reversed; considering the failure of the Board of Directors/ Management of Community RB Dingras to cause the infusion of adequate capital and restore the Bank’s financial health and viability, and address it financial and operational problems despite considerable time given; and that the Bank had been accorded due process, the Board, in accordance with Section 30 of Republic Act (R.A.) The certified true copy of the Master Liquidation Plan for the Conduct of Liquidaiton of Closed Banks is attached hereto as ANNEX “D”.
9. Insofar as relevant to this petition, the Supreme Court held in Pacific Banking Corporation Employees Organization vs. Court of Appeals, et.al. (242 SCRA 492);
“A liquidation proceeding as a single proceeding which consists of a number of cases properly classified as claims. It is basically a two-phased proceeding. The first phase is concerned with the approval and disapproval of claims. Upon the approval of the petition seeking the assistance of the court in the liquidation of a closed entity, all money claims against the bank are required to be filed with the liquidation court. This phase may end with the declaration by the court that the claim is not proper or without basis. x xx
The second phase involves the approval of the court of the distribution plan prepared by the duly appointed liquidator. x xx The order finally disposes of the issue of how much property is available for disposal. Moreover, ushers in the final phase of the liquidation proceeding, payment of all allowed claims in accordance with the order of legal priority and the approved distribution plan.”

All systems go for LC science high school
By Dominic B. dela Cruz
Staff reporter
Laoag City—With the Dept. of Science and Technology finally giving its approval, the dream of having a science high school in this city became a reality.
Laoag mayor Chevylle V. Fariñas personally made the announcement after DOST officials visited the city to firm up plans for the school.
Mrs. Fariñas added that the Department of the Environment and Natural Resources (DENR) through the Mines and Geosciences Bureau (MGB) already issued a certification approving the proposed school site.
The MGB is the primary government agency under the Department of Environment and Natural Resources (DENR) responsible for the conservation, management, development and proper use of the country’s mineral resources including those in reservations and lands of public domains.
Mrs. Fariñas stressed further that she sought the help and support funding of Rep. Rodolfo “Rudy” C. Fariñas (Ilocos Norte, 1st district) for the project. She added that they plan to put up “21st century classrooms”, or state-of-the-art rooms.
The mayor disclosed that estimated construction and school equipment funding is PHP110 million. The city government provided the lot as counterpart.
Current plans situate the planned school at Brgy. Vira in this city. The lot provided has an area of at least 3 hectares and specifically located near the by-pass road. The school design will follow the Philippine Science High School (PSHS) model.
The mayor added that PSHS will train prospective teachers.
Should all plans materialize, the Laoag science high school will be the second in the region. The first—and so far, only—science high school in the Ilocos region is in San Ildefonso, Ilocos Sur.
Mrs. Fariñas divulged further that majority of PSHS enrollees are Ilocanos, thus the plan to construct a science school in the city.
“Daytoy iti pammaneknek nga adu iti nasaririt nga annak tayo ngem gapu iti nagkaadu a concerns a saan a maibaon dagiti annak tayo, isu nga iyasideg tayon”, the mayor said.
Reacting to this, Laoag City schools’ division superintendent Dr. Joel Lopez said that “this will not only be a school but will also become an attraction in the field of education wherein it will be included on the itineraries for Lakbay Aral visits to Laoag”.
Republic Act (RA) 3661, also known as the PSHS Charter established the Philippine Science High School (PSHS). Pres. Diosdado Macapagal signed this into a law in 1964. The charter mandates the PSHS to a secondary course with emphasis on subjects pertaining to service offered on a free scholarship basis with the end in view of preparing its students for a science career.
