LMP-IN offers P100,00 reward for info on Marcos mayor’s slaying

Dingras, Ilocos Norte—In a bid to hasten its resolution, the League of Municipalities of the Philippines-Ilocos Norte (LMP-IN) chapter is offering PHP100,000 as reward for any information that may solve Marcos mayor Arsenio Agustin’s killing.
To implement this, the group passed five resolutions.
In an emergency meeting held in this town, Dingras mayor Erdio Valenzuela chaired the meeting as he presented the resolutions.
One resolution condemned Mr. Agustin’s killing as “dastardly and barbaric”; the second resolution extended the league’s “deepest sympathy” to Mr. Agustin’s family; two resolutions requested Ilocos Norte police director P/Sr. Supt. Jose Melecio Nartates Jr. to from a special task force for the case and to beef up security for mayors in the province.
The last resolution called for the PHP100,000 cash reward for “vital information” that could help solve the case.
Mr. Valenzuela disclosed that PHP50,000 of the reward would come from the LMP chapter here. However, he clarified that this is dependent on whether the Commission on Audit (COA) will allow this. If disallowed, the Dingras mayor said the league’s members will contribute to come up with the amount.
The other PHP50,000, Mr. Valenzuela added, will come from LMP national president Maria Fe Villar Brondial. Ms. Brondial is the mayor of Socorro, Oriental Mindoro.
“Daytoy ket iti pinangipakita mi iti liga ti inkam pannakipagrikna iti ipupusay iti maysa met a nasayaat a miyembro,” Mr. Valenzuela said.

Most LMP-IN members attended the meeting. Absent were the Nueva Era, Currimao, Dumalneg and Vintar mayors.

P34M evacuation center rises in Paoay

PAOAY, Ilocos Norte—Residents in the flood-prone villages of this town may no longer need to seek refuge in public schools in times of typhoons and other calamities following the start of construction for a 2-storey evacuation center at Brgy. Callaguip here.

With the project pegged at Php3.4 million, the center sits on a 3,000-square meter public lot can house about 1,000 evacuees. The Department of Public Works and Highways (DPWH) funds the project while the local government here owns the lot.

In response to President Rodrigo R. Duterte’s order to avoid using public schools as evacuation centers during natural calamities so as not to disrupt classes, DPWH regional firector Ronnel Tan during his recent visit to Paoay on said the President tasked them to construct more evacuation facilities around the country.

The planned evacuation center will feature modern house amenities, including kitchen, restrooms, bedrooms, dining rooms and a social hall and a functional Civil Defense office.

Paoay mayor Jessie Galano said they are thankful to the national government and the DPWH for the project.

Mr. Galano said this is a unique project that will benefit most of the flood-prone barangays of San Roque, Nangalisan, Salbang, Cabangaran, and San Blas among others.

LC Comelec expects, brgy, SK polls to push through

Laoag City—Theelections officerin this city expects the barangay and Sangguniang Kabataan (SK) elections to push through this year.

Atty. Julius Balbas made the statement in view of rumors that a postponement of the said elections will happen again.

“As far as Comelec is concerned, matuloy ti election gapu taaddan appo iti calendar of activities a sursurotentayo ken awan met pay inbaba iti Kongreso or from the Office of the President a saan a matuloy ti election,” Mr. Balbas said.

He stressed that the Commission on Elections (Comelec) is continuing with the preparations for the October 23, 2017 elections.

He said the Comelec calendar of activities, through Comelec Resolution No. 10177, has already came up with prohibition periods leading up to the elections.

In this city, Mr. Balbas said they have conducted applications for registration from November 7, 2016 to April 29, 2017.

He disclosed that their office registered at least 2,000 new registrants for both the barangay and SK elections.

Following the Comelec calendar, July 25, 2017 will mark the last posting day of computerized lists for barangay and SK voters. August 23-30, 2017 marks the constituting period for board of election tellers (BETs) and barangay board of canvassers (BBOC).

The calendar lists prohibitions from September 23-October 30, 2017: carrying of firearms and other deadly weapons; use of security personnel or bodyguards by candidates; coercing, threatening, intimidating or terrorizing any election official or employee in the performance of his election functions or duties; transfer of detail of officers and employees in the civil service including public school teachers; organizing or maintaining reaction forces, strike forces or similar forces; and suspension of any elective provincial, city, municipal or barangay officer.

Candidates may file their certificates of candidacies from September 23-30, 2017. September 30, 2017 also marks the last day for the issuance of notice of inspection and verification of the completeness of voters’ registration records (VRRS).

The campaign period for the coming elections is from October 13-21, 2017. During the said period, Comelec prohibits removing, destroying obliterating, defacing, tampering, or preventing distribution of lawful election propaganda.

Other prohibited acts also include: any donation or gift in cash or in kind; appointing or using special police officers, special confidential agents, or the like; using armored land, water, or air crafts; and police officers and provincial guards acting as bodyguards or public officials or candidates.

The same period will also become the schedule for barangay assemblies and candidates’ fora.

Comelec also bans the construction or maintenance of barangay-funded roads and bridges; appointment or hiring of new employees; creation of new position/s; promotion, giving salary increases, remuneration or privileges to concerned officials and employees. This ban begins on October 13 until October 22, 2017.

Comelec also restricts political campaigns on October 22, 2017—the day before the elections. On the same day, the liquor ban also takes effect.

The voting period on October 23, 2017 will be from 7 am to 3 pm.


The last day for filing the statements of contributions and expenditures (SOCE) is on November 22, 2017.

DSWD eyes ‘home for the aged’ in Region I

LAOAG CITY—A home care facility for the aged will soon rise in San Juan, La Union courtesy of the Department of Social Welfare and Development Office.

The facility’s initial construction phase budget of PHP12 million and will be located Sta. Rosa de Lima St. Ili Norte. It will cater to the needs of abandoned, ailing senior citizens and those neglected by relatives due to financial difficulties.

DSWD asst. regional director for administration Nora D. Dela Paz said the proposed home for the elderly in Region 1 is “a long-awaited dream now being turned into a reality with the help of the national government”.

After its completion, the regional office said they will prioritize abandoned, neglected, unattached, homeless and abused senior citizens.

Meanwhile, DSWSD Region I operations and programs division chief Benjamin Baldo disclosed that the lot was located and identified more than 20 years ago but it is only this year that the national government approved its funding.

In a statement, the San Juan local government unit represented by executive assistant Oscar Ganaden Jr. welcomed this development.

“We are very lucky in San Juan to have this project. We hope that we will be able to give the necessary care and respect to our grandfathers and grandmothers as they reach their twilight years,” he said.

“Filipino families are known to have close ties but due to changing culture, some families are becoming more nuclear”, said Ranilo Ipac, La Union provincial social welfare and development officer.

In a DSWD survey conducted three years ago, Mr. Ipac noted that found at least 700 senior citizens living by themselves in La Union alone. He said the same situation is also prevalent in parts of the Ilocos provinces and Pangasinan.

Under a memorandum of agreement, the La Union provincial social welfare and development office under DSWD Region 1’s technical supervision will manage the two-storey residential care facility for the aged.


For his part, DSWD Regional Director Marcelo Nicomedes Castillo is hopeful other provinces in the region will also host their own facility soon. (Leilanie G. Adriano)

Cops matches mayor-slay suspect’s DNA profile in gathered items

LAOAG CITY—A Special Investigation Task Group investigating the June 3 killing of Marcos mayor Arsenio Agustin is a step closer to identifying the suspect.

The Ilocos Norte police crime laboratory released its DNA examination result which showed that DNA samples extracted from a toothbrush matched those collected from cigarette butts, drinking water and energy drink bottles found at the crime scene.

The police stressed that whoever owned the toothbrush “probably had a hand in the killing”. The police, however, requested not to divulge the suspect’s identity.


A report from the police community relations office led by P/Chief Insp. Dexter Diovic Corpuz also states that at least 14 witnesses who saw the assassination had already filed their sworn statements. (Leilanie G. Adriano)

DSWD implements ‘Yakap Bayan’ program

With the implementation of the “Yakap Bayan” program, the Dept. of Social Welfare and Development (DSWD) can now fully assist drug personalities who surrendered to the government.

DSWD Sec. Judy M. Taguiwalo explained during the recently held forum for those surrendered dubbed "Rehabinasyon" that Yakap Bayan is a rehabilitation and reintegration program for drug users and pushers who surrendered to the government which it will implement within the framework of the Department’s mandate as the head of the disaster response cluster of the National Disaster Risk Reduction and Management Council (NDRRMC).

With DSWD as the lead, it implements Yakap Bayan in partnership with different government agencies. The program consisting of graduated interventions, primarily aim to create community leaders out of the former drug dependents.

Under the program, the persons concerned will undergo rehabilitation, empowerment and reintegration within the communities. The program will also train them to help assist their communities during disasters.

“Gagawing daluyan ng programa ang mga dating lulong sa droga, upang sila ay makatulong sa pagpapalakas ng response ng mga komunidad sa disaster at bigyan sila ng sense of responsibility and belonging,” Ms. Taguiwalo said.

Yakap Bayan will also help in assisting them “turn their lives around and become productive members of society.”

“Ito din ay paraan para mabura ang stigma dulot ng pagkalulong nila sa droga,” thesecretary added.

The program’s first stage features rehabilitation for the first six months.

Ms. Taguiwalo further explained: “Bibigyan sila ng medical at social services kabilang angdetoxification at counseling. Unti-unti na din silang gagawa ng community service.”

After six months, interventions for the reintegration phase will begin which will take around 18 months, with the former drug dependents undergoing skills training for livelihood as well as capacity building especially on disaster response.

As a whole, the Yakap Bayan program intends to help create a safe society for the new generation.

“Tandaan natin na ang mga drug surrenderers ay mga ama, ina, anak, at kapatid din na miyembro ng pamilya at bahagi ng ating komunidad.  Sila ay mayroon ding kontribusyon sa pagpapaunlad ng ating bayan,” she added.

The Secretary also appealed for support to the Yakap Bayan program


“Sana suportahan natin ang Yakap Bayan at patuloy pa itong i-kampanya para matulungan natin ang mga drug surrenderees na mabago at makapag-ambag sa lipunan.  Ito ang tema ng Duterte Administration—change is possible.  The war against drugs is not just a war to eliminate illegal drugs but also to assist the drug dependents change and turn a new leaf in their lives.” (DSWD)

Cinematheque Ilocos Norte loom

LAOAG CITY—To further promote Ilocos Norte’s cinematic landscape as a film destination, the Philippine Film Export Services Office (PFESO), under the Film Development Council of the Philippines (FDCP), is eyeing the establishment of a cinematheque, a media hub to bring in local films to residents here. 

According to Rogerio Bismonte Jr. of the Ilocos Norte government’s media incentives desk, PFESO representatives are on exploratory visit in the provinces’ various tourism sites here while looking for a possible site to establish a local film center.

There are at least five cinematheques in the Philippines, and the nearest to Laoag is in Baguio City.

Once established in the province, the PFESO said the cinematheque would make it easier for them to promote Ilocos Norte as a film tourism destination here and abroad. 

To do that, the PFESO has recommended the passing of an ordinance in the municipal, city or provincial level for the creation of a film commission to implement this purpose.

Mr. Bismonte said the proposed film commission may also to promote the preservation of the Ilocano culture through the film industry.

Over the years, Philippines cinematheque has played a vital role in the national cinema program of the FDCC. 

Designed as an alternative and accessible venue for classic and contemporary Filipino film, both mainstream and independent, cinematheque also serves as a venue for workshops and symposiums on directing, scriptwriting, editing, cinematography and all other aspects of filmmaking and to carry out film cultural exchange program with other countries.

Mandated by Executive Order (EO) No. 674 (series of 2007), PFESO’s creation under FDCP aims to promote the country as a viable location site and post-production service provider for international filmmakers. 

The office is being run by representatives from its partner agencies such as the Department of Tourism, Department of Trade and Industry, Department of Interior and Local Government, Department of National Defense, Bureau of Customs, Bureau of Internal Revenue and Bureau of Investments. IN steps-up ‘21st century schools’ implementation

LAOAG CITY—Public schools here are slowly adopting to change. Out with manila papers, old dilapidated books and in with computers, power point projectors and other state-of-the-art learning materials.

Newly-installed Ilocos Norte schools division superintendent Vilma Eda is embarking on massive reforms and transformation in the teaching-learning process, urging all schools to think global and pursue 21st century skills development for all school learners. 

As an initial step, Ms. Eda initiated the improvement of the physical make up of offices and benchmarking activities for Information and Communication Technology (ICT) and the continuing conduct of whole brain literacy self-mastery capability building for personnel of the Department of Education (DepEd).

The new DepEd Ilocos Norte head, who is an awardee of the “very innovative person” (VIP) said it is high time that old-time school innovate itself to the rapid changing technology in response to the needs of millennial learners.

To date, the local DepEd offers various trainings on ICT to teachers; while students have ready access to downloadable applications or learning materials courtesy of various government agencies such as the Department of Science of Technology including the Technical Education Skills and Development Authority to aid in model classroom instruction. Mango growers now need license to buy potassium nitrate

LAOAG CITY—Owing to occurrence of bombing incidents and terrorist threats around the country, the government now requires licenses to purchase potassium nitrate.

This development affects mango growers as the said chemical is important to induce more flowers for mango trees.

Potassium nitrate, however, is an active ingredient in manufacturing improvised explosive devices (IEDs); thus, the license requirement to ensure that the chemical will not land in terrorists’ hands.

Previously, anyone can buy potassium nitrate or even calcium nitrate in farm supply stores. This, however, is no longer the case as the Philippine National Police started regulating the sale of the said chemicals.

Even the chemicals’ sellers need to secure their own permits to sell them.

Appropriate charges and penalties await violators of this regulation, the police said. They added that the legal charges will be “non-bailable.

In view of this, Ricardo Tolentino, president of the mango growers’ association in this northern part of Luzon said they made an appeal to local authorities here if they could secure a license as an association to avoid adding more burden to individual farmers.

Mr. Tolentino said mango growers here have become dependent on using potassium nitrate in their mango plantations as it is more convenient for them to use instead of the traditional “smoking” technique which take about 25 days to induce the flowers of mango trees.

“In Ilocos Norte, I am the only one yet who have secured a license from [Camp] Crame [PNP national headquarters]. Only the members of our association can avail of it subject to monthly audit and monitoring from the PNP,” said Mr. Tolentino.


The Ilocos region covering Ilocos Norte, Ilocos Sur, La Union and Pangasinan is one of the country’s major exporters of quality mangoes to Hongkong, Japan and other neighboring Southeast Asian nations. Hence, regulating the use of potassium nitrate may affect the mango industry, he said citing mango growers here are still recovering from previous losses due to typhoon and infestation of fruit flies.

Batac asks PNP chief for a type ‘A’ police station

Batac City—The Sangguniang Panlungsod here passed another resolution asking Philippine National Police (PNP) chief Director-General Ronald “Bato” M. dela Rosa to allocate funds for the construction of a type “A” police station here.

In 2015, Batac’s 3rdSangguniang Panlungsod passed a similar resolution. At that time, then Batac mayor Jeffrey Jubal Nalupta initiated the conveyance of a city government-owned property along Brgy. Billoca here to the PNP. Conveyed through a deed of donation, the lot has an area of “more or less 1,000 sq. meters; it was intended for the construction of the said police building.

Mr. Nalupta officially executed the deed of donation on February 18, 2016, for the city government; then PNP Region I director P/Chief Supt. Ericson T. Velasquez acted as “donee” for the PNP.

Currently, the Batac police station is one-storey building. Officials here said the building is “deteriorating” and “with very limited space, hence, the need for an immediate replacement.”

Batac councilors Macarthur Aguinaldo, Avelard Ibarra Crisostomo, and Batac Liga ng mga Barangay president and ex-officio councilor Johann Nalupta sponsored the measure. They said the proposed type “A” PNP station “would usher better comfort and convenience to the police personnel and their clients as well as promote more efficient and effective delivery of service”.

Meanwhile, Batac mayor Albert D. Nalupta welcomed the council’s move.

He disclosed that the funding for the project is ready. He said the amount allocated is PHP14 million.

However, he added that they now need to turn over the legal title of the donated land to the PNP. The titling process though is still underway.

Like other national government agency projects, the local government unit provides the lot for the building; the government agency, on the other hand provides the funding. This is the case for this project.


Mr. Chua expressed hopes that the PNP would consider starting the bidding process for the project while awaiting the titling process’ completion.

NCCA calls for proposals for 2018 grants

LAOAG CITY—Representatives from the National Commission for Culture and the Arts (NCCA) visited the province recently to call for proposals for arts and culture projects for next year.

For 2018, Ferdinand Isleta of the NCCA Arts Section said there are at least eight priority projects which qualified groups and individuals could pursue for funding. These are categorized per sub-commission which include: arts, heritage, cultural dissemination, cultural communities and traditional arts.

While in Ilocos Norte, the NCCA enjoined all civil society organizations (CSOs), peoples’ organizations (POs), indigenous peoples’ organizations (IPOs), individuals, local government units (LGUs), government agencies (GAs), state universities/colleges and public schools to submit their project proposals not later than August 31, 2017.

“We encourage empowered artists and cultural workers in Ilocos Norte to share their bright ideas and knowledge in promoting our rich culture as well as preserve our identities through arts,” Mr. Isleta said citing a number of proposals particularly about festivals and heritage sites preservation had been approved for funding in previous years.

Proponents interested in implementing projects in each category shall submit letters of intent and proposals to the Planning, Policy Formulation and Programming Division led by its division chief, Bernan Corpuz, at Room 5-B, fifth floor, NCCA Building, 633 General Luna Street, Intramuros, Manila.

Project Proposals may also be submitted via the following emails: arts@ncca.gov.ph, heritage@ncca.gov.ph, dissemination@ncca.gov.ph and traditional_arts@ncca.gov.ph.

Cops bust drug personality, partner

Laoag City—The Laoag police arrested a known drug personality who earlier surrendered in the ongoing “war on drugs”; and her partner in a buy-bust operation.

Identified as Arnel Reyes, 40 years old, married, cellphone technician, and a resident of Brgy. 50 (Buttong) this city, the police nabbed the suspect at Brgy. 2 (San Andres) in Bacarra, Ilocos Norte.

The police also arrested Mr. Reyes’ live-in partner, identified as Norma Michelle Llacuna, 39 years old, single, self-employed, and resident of Brgy. 15 in Bacarra, Ilocos Norte, who was also at the operation’s site.

Mr. Reyes is under the Laoag police watch list as a “street-level target” (STL). He is already facing illegal drugs case in court.

Ms. Llacuna, on the other hand is under the drug watch list of the Bacarra Municipal Police.

The police said the suspected shabu confiscated weighs 61.1 grams, including its plastic packaging. It has an estimated P611,000 street value.

7th MMSU prexy takes oath

Batac CITY—Dr. Shirley C. Agrupis became the seventh president of the Mariano Marcos State University (MMSU) when she took her oath on July 31.

The Board of Regents at the Commission on Higher Education (CHED) unanimously voted for the 52-year-old Professor III of MMSU’s College of Arts and Sciences on the same day.

Dr. Agrupis also became the first MMSU graduate to hold the university’s highest post.

Shortlisted among six applicants for the position vacated in 2015, Dr. Agrupis will serve as MMSU president until July 31, 2021.

Leading student rallies to leading the university
More than 30 years ago, this fearless campus leader led rallies against Dr. Consuelo S. Blanco, MMSU’s first president for alleged suppression of student organizations and student publications.

On August 2, 2017 she entered the president’s office no longer armed with protest placards and leaflets, but with an “agenda for change and a clear vision for the 39-year-old state university”.

“God is so good. I am overwhelmed by what is happening to me right now,” the teary-eyed new MMSU president told her well-wishers as she approached the entrance of the administration building lobby. She remarked that she stepped into the building “not to wield power but to become a university president for all.”


Dr. Agrupis arrived at the administration building at 8:00 am. Just after she alighted from her vehicle, she embraced and hugged the small crowd of about 50 employees who gave her bouquets of flowers and smiles. The group was composed of faculty members, administrative and non-teaching personnel, security guards, researchers, and laborers.

The new president said the first thing she must do as she begins a herculean task of leading a big university is to meet all the vice presidents and heads of offices to discuss her plans for the first 100 days. Marching forward to attain her vision for MMSU, she requested all employees to support her in bringing in positive change to the university.

Hitting the ground running
At the president’s office, Dr. Prima Fe Franco, MMSU’s officer-in-charge and VP for academic affairs, gave the office’s key and the university mace to Dr. Agrupis as a gesture of turning over to her the leadership which she held for two years.

The two other vice presidents, Dr. Nathaniel Alibuyog, research and extension, and Atty. Ramon Leaño, administration and business, were also present to welcome the new president. Both Messrs. Leaño and Alibuyog also ran for the presidency.

After that, Dr. Agrupis proceeded to the Teatro Ilocandia to deliver her first keynote speech before the guests and participants in the 4th Regional Agriculture and Fisheries Extension Network (RAFEN) symposium.

At noon, she had working lunch with the heads of offices in the administration building. “Let’s improve our services by thinking out of the box,” the new president urged the university personnel. It was followed by a brief press conference with the members of the local media.

At day’s end, she had her meeting with the representatives of various stakeholders for the MMSU bio-ethanol project.

The president hopes that this pet project, which is now in full swing, will start to maneuver for the successful implementation of the country’s bio-ethanol program.

“I have so many things to do in my first day of office, but I will see to it that I will do a short retreat for my mother in Aparri, Cagayan who just passed away last July 31,” she said adding that despite this tragedy, she, too, is very much excited because “I know that God will guide me all the way until beyond the end of my four-year term.”  

Prexy’s history
Before her appointment as the 7th MMSU president, Dr. Agrupis was a professor from CAS. She is a researcher, teacher, and scholar with 30 years of diversified work experiences in research, teaching, and administration. She is the project leader of the MMSU Bioethanol project which has reaped various national awards, and for which MMSU has tied up with industry partners.

Before joining MMSU in 2000, she was science research specialist at the National Tobacco Administration (NTA) where she pioneered alternative uses of tobacco as particleboard, pulp, and paper material. At MMSU, she rose through the ranks to become full professor in 2012.
She finished BS Biology from MMSU in 1985, MS Botany from UPLB in 1992, and PhD in Agricultural Sciences from the Shizuoka University, Japan, in 2000. Her vision for MMSU is to become one of the country’s top 10 universities, recognized for its innovative approaches to teaching, research, community outreach, and income generation.

Part of her vision as the new president is to make MMSU as one of the country’s top 10 universities, recognized for its innovative approaches to teaching, research, community outreach, and income generation.

Execs declares Pasuquin under ‘state of calamity’

Pasuquin, Ilocos Norte—Residents in the coastal barangay of Davila, Pasuquin were caught off guard late last month as a storm surge hit more than a hundred fishing boats worth more than Php50,000 each. It also damaged about 17 houses made of lightweight materials.

As this developed, town councilors immediately convened an emergency session, declaring Pasuquin under a state of calamity. 

Pasuquin mayor Ferdinand Aguinaldo said in a radio interview that about six percent of the town's coastal villages were affected by the storm surge brought about by the howling winds of tropical storm “Huaning” while typhoon “Gorio” exited with the Philippine area of responsibility.

As of this posting, some of the affected families are now back to their homes while the others are still trying to figure how they could recover from losses.

At the height of strong winds with light to moderate rainfall, Randy Baay, 32 of Cavintaran, Brgy. Davila in Pasuquin town went out of the house to rescue his cow but he was electrocuted, said in a report of the Provincial Disaster Risk Reduction Management and Resiliency Council.

In Laoag City, four year-old Anthony Barcena Jr. of Sitio Dungtal, Brgy. 23, this city was drowned on Sunday as tropical storm “Huaning” entered the Philippine area of responsibility and typhoon “Gorio” exited on the same day.

Anthony’s father relayed in a radio interview that he was not aware his son went to the irrigation canal near their house and found him drowning at about 9:00 am, Sunday. The victim was rushed to the hospital but he was pronounced dead on arrival.

Meanwhile, the Provincial Disaster Risk Reduction Management and Resiliency Council had immediately dispatch relief goods to the victims.

Former Laoag City police chief gunned down in Sarrat

Sarrat, Ilocos Norte—An unknown assailant gunned the former Laoag City police chief at Brgy. San Manuel in this municipality on the evening of August 8, 2017.

Retired P/Sr. Supt. Jeffrey Gorospe, 55 years old, married and a resident of Brgy. San Antonio here, was with four other companions when the unknown assailant shot him.

Mr. Gorospe sustained gunshot wounds in his lower back and left thigh. He was rushed to the nearby Black Nazarene hospital in San Nicolas, Ilocos Norte but was pronounced “dead on arrival” by attending physician, Dr. Marjorie Fariñas.

At about 10:35 pm on August 8, 2017, witnesses said they were having a drinking spree in a nipa hut near the residence of Engr. Rodennis Sanchez when they heard successive gun shots. The victim, who was just about 10 meters away from them shouted that he was hit. He then requested them to turn off the light and they heard a motorcycle fleeing away.

Police recovered 11 empty shells of M16 armalite rifle.

Police Chief Insp. Roldan Suitos, Sarrat police chief said in a radio interview that the former Laoag chief was a well-accomplished police officer.

“We are conducting a deep investigation to establish all possible motives of the crime,” said Mr. Suitos as he enjoined all those who have any information to help resolve the killing.

To family, friends and co-workers, Mr. Gorospe was known as a devoted family man and outstanding police officer.


During his stint as police chief of Laoag, the Laoag Philippine National Police was adjudged as best performing city police station, most presentable police station and best Barangay Peace Keeping Action Team City Police Station.

LC gov’t shows respect for LGTBs

Laoag City—The city government here has issued a memorandum calling for the proper treatment of members of the LGBT (Lesbians, Gay, Bisexual and Transgender and) community.

City government administrator John Michael V. Fariñas issued a memorandum on July 11, 2017 to all head of offices and employees to “firmly show respect by properly addressing persons who belong to the LGBTQ community”. 

Congress’ first transgender member Rep. Geraldine Roman (Bataan, 1st district) introduced House Bill 267, the LGTB anti-discriminatory bill.

The said memorandum explained that it is not a “result of any experience encountered as well as any complaints faced but purposely to promote professionalism in the office”. 

“Not really. No experience. I didn’t hear anything bad. No complaints. I just want and wanted to have a healthier environment to where I’m working. I’m working in the City Government of Laoag in the City Hall, so might as well be professional being employees of the government,” Mr. Fariñas said. 

Mr. Fariñas added that city hall employees should strictly practice and put it into their heart a simple way of showing respect by not using the term “bakla, tomboy or transgender” to address or describe persons of the LGBT community. 

He stated further that a person’s gender preference shall be addressed accordingly when called or dealt with emphasizing that it is not necessarily for the employees and head offices to immediately recognize a person’s gender preference. 

“It doesn’t mean that if the person who was born a male and then he wants to be treated as a woman, it doesn’t follow that you call him immediately ma’am,” Mr. Fariñas explained adding that it won’t hurt a person to ask as to what he or she wants to be called. There are some members of the LGBT community that still prefers to be called a he or a she.

Any employee who will violate the said directive, Mr. Fariñas said will be recommended to face the disciplinary board first for further exploration on how the employee used derogatory terms against the other party. 

A violation, however, can only be made known by the offended party, who then is expected to report it to concerned authorities.

Mr. Fariñas expounded that should there be a report, the two parties will be called to face each other and to explain why the derogatory remark was used and how the offended party took it,

“It’s not an immediate sanction. It doesn’t follow if you call the person an immediately say bakla or tomboy. I’m just trying at least show or be an example to be professional to each and every one,” Mr. Fariñas pointed out. 

Mr. Fariñas stressed that the memorandum will only covers employees of Laoag City Hall.

Ilocos Norte schools strengthen child protection policy

LAOAG CITY—Owing to the increasing number of bullying cases in public schools here, the Ilocos Norte Schools Division Office (INSDO) through its Legal Division Office has mandated the creation of child protection committees in all elementary and secondary schools here.

For the school year 2015-2016, Atty. Marshall Ellis Diego, INSDO legal counselor reported that they have received about 50 reports of bullying in school compared to 20 similar cases in the previous year. 

Mr. Diego explained violence takes many forms. It could be peer-to-peer bullying, gender-based discrimination, physical assault, psychological punishment, public ridicule, and sexual harassment as the most common types of violence in schools.

In view of this, a forum on child protection policy and anti-bullying is being conducted in the different schools here to instill public awareness and promote safer environment for children.

Republic Act 10627 or the Anti-Bullying Act of 2013 mandates the creation of Child Protection Committees in schools. The committee shall be composed of school officials, teachers, parents, students, and community representatives. 

In Ilocos Norte, public schools here are just starting to boost its child protection policy by training school personnel on how to properly handle child abuse and bullying cases.

Meanwhile, the DepEd has reiterated that under Special Protection of Children against Abuse, Exploitation and Discrimination Act (RA 7610), teachers who humiliate students will face administrative sanctions. 

The public is also enjoined to participate actively in reporting cases of bullying against students in public schools for appropriate action.
