Piddig introduces consolidated farming

Piddig, Ilocos Norte—The Piddig municipal government in cooperation with the Ilocos Norte provincial agriculture office introduced consolidated farming at Brgy. Estancia, this town in a forum.

Piddig overall consultant and former Piddig mayor Eduardo “Eddie” G. Guillen along with provincial agriculture officer Norma B. Lagmay discussed several ways to maintain the economic growth from farm to table.

One of the main agenda of the said program is to engage the members of different zanjeras of the town to enable them to decide on farm plans from sowing to harvest season. Herein, they will also agree as one on the price of their crops.

Mr. Guillen said that, “This is the solution of the farmers’ difficulties on agricultural strategies and to insure their daily needs.”


Piddig town currently has 273% rice sufficiency that expresses “value chain” for economic development and total change in agri-business in the province of Ilocos Norte and the entire archipelago. (Bernard Ver)

Japanese car manufacturer hires young Ilocanos

LAOAG CITY—A Japanese car manufacturer prefers hiring Ilocano graduates of automotive technology servicing.

Amelito J. Cardenas, Marcos Agro-Industrial School administrator this as the manufacturer based in Sta. Rosa, Laguna had been accommodating on-the-job trainees from Ilocos Norte for over two years now.

For this year, Mr. Cardenas said they sent about 10 trainees to Laguna to render their services for a period of five months.  Each trainee, according to Mr. Cardenas also enjoy the opportunity to earn by at least 75 percent of a regular worker’s salary during the training period plus an employment opportunity after graduation.

“Since 2015, we have already dispatched three batches and they keep on coming back to us for more. The Ilocano workers distinct characteristics are very diligent and industrious. Perhaps, it is the reason why they are highly preferred by employers,” Mr. Cardenas opined.

Aside from this manufacturer, a South Korean conglomerate also hires highly skilled graduates of Technical Education and Skills Development Authority (TESDA) courses.

With the Association of Southeast Asian Nation (ASEAN) integration program, TESDA-Ilocos Norte director Charito Santos said more job opportunities await Filipino workers through the so-called Philippine Qualifications Framework (PQF) to align with the other ASEAN countries.

Ms. Santos reiterated that the PQF is a tool for the development of qualifications of Filipino skilled workers and professionals to ensure alignment of educational outcomes to job requirements.


Aside from adopting national standards and levels of outcomes of education, it aims to support the development of pathways and equivalences, and to align with international qualifications frameworks to support the mobility of learners and workers. (Leilanie G. Adriano)

Piddig eyes new water system, dam

Piddig, Ilocos Norte—Town mayor Georgina Salazar-Guillen announced that a new portable water system will soon be operational.

The project is part of the Sagana at Ligtas na Tubig sa Lahat (Salintubig) program.

Mrs. Guillen said her husband, former Piddig mayor Eduardo “Eddie” G. Guillen launched the program during his term. The current Piddig administration has continued the progress. Mr. Guillen now serves as “consultant” for the Piddig government.

The mayor added that the project is a “fulfillment of Piddigeños’ desire to have a water system”.

“These projects aim not just to drip-off households in town, but, a continuous process to fight global warming, too in the near future,” Mrs. Guillen added.

As per a report, Engr. Cris Jacinto told the mayor’s office that the on-going potable water system (PWS) project at Brgy. Tonoton in this town is 47% completed.


The water dam that will serve Brgys. Maruaya, Tangaoan, Dupitac and Estancia, on the hand is about 15% complete (Bernard Ver)

OWWA Region 1 offers tech-voc scholarship to OFWs, dependents

The Overseas Workers Welfare Administration (OWWA) encourages its member-overseas Filipino workers (OFWs) or their qualified dependents in Ilocos Region to take advantage of its scholarship program on technical-vocational skills development.

The OWWA Skills for Employment Scholarship Program (SESP) aims to provide training assistance to OFWs or their qualified dependents who desire to enroll in any tech-voc courses in any training institute accredited by the TESDA.

The SESP provides Php14,500 educational assistance to scholars as they complete their TESDA-accredited tech-voc courses leading to their acquisition of a National Certificate (NC) II or NC III related to their skill.

Qualified to apply are OFWs who are active OWWA members, or their qualified dependents namely spouse or child below 24 years of age for married OFWs; or sibling below 24 years of age for single OFWs. The scholarship applicant must have at least finished high school.

In Region 1, among the most common tech-voc courses for the SESP include Welding, Caregiving, Cookery, Visual Graphic Design, Bartending, among many others.

PNP, PDEA conduct simultaneous ‘Oplan Galugad’ in IN jails

LAOAG CITY—Personnel of the Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA)here conducted a simultaneous operation called “Oplan Galugad” to all prison cells in the province.

Based on a memo from the Ilocos Norte Police Provincial Office led by provincial police director Jose Melencio Nartatez, the surprise search operation aims to search for guns, drugs or any other prohibited items inside the jail.

Authorities deployed law enforcers along with K-9 dogs at the Ilocos Norte and Laoag City Bureau of Jail and Management Penology to search for these items.

But before the actual search operation, they subjected inmates individual body searches.

At the BJMP-Laoag, P/Chief Insp. Rommel Ramos of the Laoag City police said they searched 226 male and 28 female inmates; the police later then sent out of their prison cells to accommodate the entry of the operation team.

Aside from a pointed object like a scissor and a cigarette butt, the search operation yielded negative result.


The police however will subject the cigarette butt however to laboratory examination. The police did not give the reason for this. (Leilanie G. Adriano)

FDCP opens scholarship grants to IN schools

LAOAG CITY—The Film Development Council of the Philippines (FDCP) is offering scholarship grants to budding Ilocano film makers in Region 1.

As part of their program to promote the local film making industry, Wilma Isleta, FDCP education and cultural engagement officer, said the scholarship is open to all schools in the region which had earlier participated in the basic workshop on film making held at the Teatro Ilocandia, Batac City on October 7-8, 2017.

With a theme: Planting Seeds: The Future of Philippine Cinema, over 200 students and teachers from the different schools of Ilocos Norte and its neighboring provinces in Region 1 attended the two-day activity.

Backed by the Ilocos Norte government and the Mariano Marcos State University, the FDCP is reaching out to the young Ilocanos to promote film education and to help local students develop their knowledge and skills on film making industry.

Due to limited slots, Ms. Isleta said the FDCP may accept at least two scholars per school. The scheduled workshop with acclaimed lecturers and directors is for five weekends at the Teatro Ilocandia in Batac.

Meanwhile, the FDCP is also eyeing the establishment of a cinematheque, a media hub to bring in local films to residents here.

Batac earmarks P508-M budget for 2018

Batac City—The city government here came up with a PHP508 million proposed budget for 2018.

The 2018 budget proposal is at least PHP34 million more than this year’s PHP474 million annual budget.

Batac mayor Albert D. Chua personally made the announcement after they collated all budget proposals from all the city government’s concerned offices.

Mr. Chua explained that the proposed budget is based on the estimated income for next year. He added that the budgetary increase is due mainly to the city’s increased revenues as well as its internal revenue allotment (IRA) share.

The mayor also disclosed that he and his staff worked closely with the local finance committee to study the budget proposals.

In their deliberation, Mr. Chua said all department heads presented and then justified their respective budget proposals.

Mr. Chua, however, revealed that the budget proposal total did not include the city’s RA 7171 share, or the tobacco excise tax share. He stressed that they will use a supplemental budget for the said tax share after its release.

The prescribed deadline for the budget submission to the Sangguniang Panlungsod is October 16.

Major projects
Meanwhile, Mr. Chua identified major projects for next year. He clarified that these projects are aside from the city’s 20 percent development fund.

Mr. Chua said that priorities are farm-to-market roads, upgrading of information technology at the city hall and barangays, improvement of health stations and barangay centers, CCTV installation, improvement of the public market and improvement of the city agriculture nursery. 

He said that the city government also allocated amounts for the garbage site, recovery center, slaughterhouse, government center, city hall annex and multi-purpose halls.

The list also includes the re-engineering and beautification of the city plaza and economic tourist destinations.


In addition to this, the city government will continue to provide scholarship to deserving students.

Paoay loom weavers learn new designs

PAOAY, Ilocos Norte—The next time you buy your “Abel Iloko” (handwoven cloth) product, chances are these may have become more intricate and stylish that goes with modern style.

Leading the way in reinventing the modern fashionista style of unique abel products in Paoay town are some 10 highly-skilled women from the Nagbacalan Loomweavers Mutlipurpose Cooperative (NLMC) who learned the new designs courtesy of the state-run Mariano Marcos State University.

In partnership with the United States Agency for International Development (USAID) and its implementer, the Research Triangle Institute, MMSU professor Ciriaco Ragual said they produced the new patterns and designs transferred to the Paoay loom-weavers by employing mathematical procedures.

They showcased the new designs and patterns at the University Guest House in Batac City on August 10, 2017.

Under a memorandum of agreement between MMSU representatives and the NLMC, both parties agreed to come up with modern loomweaving designs meant to improve the textile heritage of Ilocos Norte and make it more competitive in the global market.

For her part, Dr. Prima Fe Franco, MMSU officer-in-charge said, “This is a big step towards improving the quality of local products that are already part of the Ilocano tradition and identity.”

To date, the College of Industrial Technology based in Paoay campus is equip with several weaving looms where interested groups may conduct research to further improve the designs.

According to Ms. Franco, the university facilitates the procurement of other equipment, supplies and materials including the maintenance cost needed by loomweaving facilities.


The NLMPC also assists the university in recruiting trainees who will fine tune their skills to produce quality abel products aside from serving as resource persons in future loom-weavers training programs to transfer said technology to others.

Laoag City eyes 18 more sister city ties

Laoag City—The city government expects more sister cities from Regions I, II, III and the National Capital Region (NCR).

Laoag vice mayor Michael V, Fariñas made this announcement following the approval of several unnumbered resolutions that express the city government’s intent to forge sister city ties with at least 18 more cities.

Laoag Liga ng mga Barangay president and ex-officio councilor Mary Michelle Louise “Mikee” V. Fariñas, daughter of the vice mayor, sponsored the measures.

The measure authorizes Laoag mayor Chevylle V. Fariñas to represent the city in seeking the sisterhood agreements.

Ms. Fariñas identified the cities as Tabuk in Kalinga; Tuguegarao in Cagayan; Iligan, Cauayan, and Santiago in Isabela; San Jose and Cabanatuan in Nueva Ecija; Balanga in Bataan; Olongapo City in Zambales; Mabalacat in Pampanga; Malolos, San Jose Del Monte, and Meycauayan in Bulacan; Tarlac in Tarlac Province; Urdaneta and Dagupan in Pangasinan; Baguio of Benguet and Vigan in Ilocos Sur.   

Mr. Fariñas said he earlier visited the said cities on September 10 to 22, 2017. In the said visit, he said he communicated the intent to the said cities.

He added that they will send the approved resolutions to 18 cities for their information and for possible schedule in approving the sisterhood relations agreement.

The vice mayor, a former three-term Laoag mayor, also mentioned that he will also visit other cities in the south for more possible sister city agreements.

He stressed that the sisterhood agreement aims to cement stronger ties between the cities involved. It is also one way of promoting the city to the other cities, he added.


He also disclosed that Laoag officials are willing to visit the cities to establish the agreement. He added that he also believes that the cities concern will also reciprocate.

Does marrying U.S. citizen while alien is in removal proceedings automatically save the alien?

Many aliens (including a number of immigration lawyers) believe that marrying a U.S. citizen while they are under removal proceedings will automatically save them from removal. In immigration, there is no such thing as “automatic”.

A Filipina in Hawaii was advised by the lawyer (not Filipino) of a Filipino under removal proceedings to marry the Filipino in order to save him from removal. She did. The Filipino was deported anyway. The Filipina was crying and blaming the lawyer for misleading them.

If you wish to try and save an alien from being deported using the marriage route, here is the strategy:

1. Determine the ground for removal. If it is for an aggravated felony as defined in INA § 101(a)(43) (such as, murder, sexual abuse of a minor, illicit trafficking in a controlled substance, or a crime of violence for which the term of imprisonment is at least one year), stop here. Committing an aggravated felony is a mandatory ground for removal.  Marrying the alien will not save such alien.

2. If the ground for removal is not for an aggravated felony, the U.S. citizen can marry the alien in removal proceedings provided the marriage is bona fide. Consider, however, that if the alien is in jail, it is well-nigh impossible to obtain permission from jail authorities for the inmate to be married. If the U.S. citizen and the alien met after the alien was placed in removal proceedings, it is more difficult to establish bona fides than if they had met before the alien was placed in removal proceedings.

3. The U.S. citizen should then file a Form I-130 petition for the alien relative. There is a general prohibition against the approval of a visa petition filed on behalf of an alien if the marriage creating the relationship occurred while the alien was in removal proceedings. 8 CFR § 204.2(a)(iii). However, the petitioner should make a written request for exemption stating the reason for the exemption and eligibility for the exemption. The request should be submitted with the Form I-130. 8 CFR § 204.2(a)(iii)(A).

The petitioner should also submit documents to establish that the marriage was entered into in good faith and not entered into for the purpose of procuring the alien’s entry as an immigrant. Such documents may include, but is not limited to: (a) documents showing  joint ownership of property, (b) lease showing joint tenancy of a common residence, (c) documentation showing commingling of financial resources, (d) birth certificates of children born to petitioner and the alien, if any, (e) affidavits of third parties with knowledge of the bona fides of the marital relationship, (6) any other documentation which is relevant to establish that the marriage was not entered into in order to evade the immigration laws of the United States.

The test of a bona fide marriage “is that the two parties have undertaken to establish a life together and assume certain duties and obligations." Lutwak v. United States, 344 U.S. 604, 611, 73 S. Ct. 481, 486, 97 L. Ed. 593 (1953); United States v. Diogo, 320 F.2d 898 (2d Cir. 1963).

USCIS will schedule an interview for the petitioner and the alien. The interview will focus on the bona fides of the marriage. The parties may be subjected to a “Stokes interview”. 4. The I-130 petition is approvable if the petitioner establishes eligibility for the exemption by clear and convincing evidence.

5. If the I-130 petition is approved, the alien may file a Form I-485, Application for Adjustment of Status with the Immigration Judge. There is no guaranty that the Judge will approve it.  The alien must establish that he is eligible for adjustment of status as a matter of discretion. The alien could cite the factors in determining eligibility for cancellation of removal (Matter of C-V-T, 22 I&N Dec. 7 (BIA 1998) to establish eligibility for adjustment of status.

6. If the I-130 petition is denied, the petitioner may appeal to the Board of Immigration Appeals. 8 C.F.R.  § 204.2(a)(1)(iii)(E).

7. If the BIA dismisses the appeal, the petitioner should consider filing a petition for declaratory judgment to determine the validity of the marriage with the proper U.S. District Court. See Stokes v US, INS 393 F. Supp. 24 (SDNY 1975).

Laoag City—For the second year in a row, the Ilocos Norte Tourism Office (INTO) won first runner-honors up for Best Tourism-Oriented LGU (local government unit) at the 18th Association of Tourism Officers in the Philippines and Department of Tourism (ATOP-DOT) Pearl Awards held in Iloilo City on October 4-7, 2017.

The Pearl Awards was part of the ATOP National Convention, an event that celebrates the best of Philippine tourism through bringing together tourism officers and showcasing premier tourism practices, products, and service from all over the country.

Ilocos Norte tied with the Province of Samar for first runner-up, while Davao del Norte took first place.

"We dedicate this award to all the hardworking private and public stakeholders, our PGIN family, and everyone in Ilocos Norte who have been supporting the tourism programs of Governor Imee R. Marcos," Ilocos Norte tourism officer Aian Raquel wrote in his Facebook account.

"We are committed to continuously working for all Ilocanos and to win bigger Pearl Award next year," he added.

"From the very start, during the screening, [everyone was telling us] that it was a very difficult competition, hence they decided to award two first runners-up," explained Xavier Ruiz, INTO tourism operations officer II.

Mr. Raquel said INTO is "truly honored to be with the best tourism provinces in the country!"

Mr. Ruiz added that a strong factor in the awarding process is "how [the local tourism industry] benefits people from across the province regardless of their levels of society, regardless of their gender, even, and whether they're directly or indirectly involved in tourism, so it's a good sign."

Also among the criteria were legislation, such as a tourism code, investment code, cultural code, and environmental code, which are all in place in Ilocos Norte for years.

For example, the province's cultural policy under Provincial Ordinance No. 041-2015 implements nine strategies for the protection and conservation of cultural properties, including the establishment of new art venues; training of for artists and a cultural workforce; and promotion of the province's cultural sites, products, and events.

Mr. Ruiz also cited the Media Incentives Desk (MID) under the Office of the Governor, which pioneered film tourism in the province through an exchange of benefits and promotion coordinated among local government units (LGUs), private establishments, and production companies looking to film within Ilocos Norte.

Other criteria were infrastructure, demonstrated with the province's master plan created by Palafox Associates in 2010, and public-private partnership, which are a staple in provincial events as INTO partners with private establishments and organizations like the Ilocos Norte Travel Agencies Association (INTAA), Bakers and Restaurants Association of Ilocos Norte (BRAIN), and Hostels and Restaurants Association of Laoag and Ilocos Norte (HARALIN) for nearly all activities, according to Ruiz.

Final screening of finalists was on September 22, involving a short presentation from potential awardees and a panel interview. INTO, headed by Mr. Raquel; senior provincial board member Matthew M. Manotoc; and local stakeholders from travel agencies, the academe, program beneficiaries like tour guides, and the youth sector coming from the Ilocos Norte Youth Development Office (INYDO) represented Ilocos Norte.

INTO urges city, municipal tourism offices to participate in Pearl Awards
During the awards program, representatives from the Batac City, Dingras, Vintar, Sarrat, and Pinili were present, pointing to growing participation from local tourism officers of Ilocos Norte.

"We've encouraged them already to try to submit proposals and bids for other awards next year," Mr. Ruiz said, saying that INTO already sees potential for certain towns especially for best community-based tourism, best tourism association, and best sports event awards.

He added that the award is a "very good sign that we're actually doing something right in the Provincial Government in terms of tourism, and it would be good to see that even the efforts of our LGUs acknowledged as well.

"This is the largest and only nationwide tourism award as of the moment," he pointed out, thus "these are validations that our work in terms of tourism, related industries, and hospitality is recognized by the experts of tourism in the country," he stressed.

Ilocos Norte's tourism industry has experienced exponential growth since the start of term of Ilocos Norte Governor Ma. Imelda Josefa “Imee” R. Marcos in 2010. From a total of 259,148 visitors in 2012, the province welcomed 2,031,884 tourists in 2016.

DAR conducts training on ‘salabat’ production

The Department of Agrarian Reform (DAR) recently conducted a training on ginger processing for the members of the Saguigui Multipurpose Cooperative in Pagudpud, Ilocos Norte.
Provincial agrarian reform program officer (PARPO) II Vic M. Ines said the Saguigui MPC has the largest production of ginger among the local producers in the province, hence the officers thought of ginger tea or salabat production as their value-addition enterprise.
“Food processing also helps farmers manage their yields and get better returns since processed foods fetch comparatively higher rates than the raw produce itself,” said Ines.
Resource persons from the Benguet State University gave hands-on demonstrations and lectures on basic production skills, packaging, labeling, product pricing and costing.
The said training is a part of DAR’s program thrust to improve agricultural productivity and livelihood for the agrarian reform beneficiaries’ organizations.
“We must continue to implement income generating projects that the members of the marginalized sectors can engage into aside from agricultural endeavors,” Ines added.
The Saguigui MPC is a part of the agrarian reform community in Pagudpud. It has a total membership of 120 with 70 agrarian reform beneficiaries. All the members are farmers engaged in the production of ginger, palay, coconut and banana.

Priest warns Catholics vs ‘satanic’ rosaries in Laoag

LAOAG CITY—The Diocese of Laoag has called on its faithful to surrender cursed rosaries circulating in the province.

Father Philip Anthony Dimagiba, Ilocos Norte Provincial Police Office Chaplain said the presence of cursed rosaries here shocked him.

According to Fr. Dimagiba, some parishioners surrendered some of these items to him.

When asked about the indicators of a cursed rosary, he explained, “No INRI symbol, the Luciferian sun is present, four actually, the sun is the symbol of Lucifer, the angel of light before he rebelled versus God, there is a snake at the back of the crucified Lord, again the snake is the ancient serpent, the dragon who is Satan in the garden of Eden, who tempted men to disobey God not to eat the fruit.”

Should a Catholic believer encounter any of these “diabolical” rosaries, he said they should surrender them to parish workers for destruction.

“The object is cursed because it was offered in prayer to the evil one before they [were] distributed free to people. It is hexed,” Fr. Dimagiba said.

In a statement of the Catholic Bishops' Conference of the Philippines (CBCP) posted in their website, some people made these “satanic rosaries” and gave them away deceive Catholics

October is the month of the Holy Rosary. In Ilocos Norte where there are more than 18,000 Catholics, the praying of the Holy Rosary has been a common sight in churches, schools, houses and even in commercial establishments.


With the proliferation of rosaries bearing satanic symbols, often made of plastic materials, Catholic Church officials advised people to be extra careful when using these “cursed” rosaries.
