Imee calls for ‘lifeline’ rate for data users; removal of VAT on voice, SMS and data services

Laoag City—Ilocos Norte Governor Ma. Imelda Josefa “Imee” R. Marcos is urging the Department of Information and Communications Technology (DICT) and the National Telecommunications Commission (NTC) to “seriously consider” implementing a “lifeline” rate for consumers who are not heavy users of data and mobile services.

She is also proposing a package of measures to reduce the cost of phone calls, text messages, and data services so as to end the country's record of having one of the highest mobile voice and SMS rates in Asia.

“A ‘lifeline’ rate which could be based on a consumer’s average data and mobile use would benefit mostly lower income Filipinos,” the governor said. “The poor sectors of our society use the internet less frequently than the ‘techie’ ones; hence they should not be burdened with high cell phone charges that they did not actually incur.”

Ms. Marcos urged the government to remove the value-added tax on telecommunication services, such as phone calls and data subscriptions, and to eliminate the interconnectivity fees between telco firms.

“Removing the VAT on cellular and data subscriptions will substantially bring down the cost of communications in the country to benefit our people, especially those engaged in business and those whose relatives are working abroad and who rely heavily on cellular phone calls and the internet to communicate with their loved ones as often as they can,” she explained.

She also proposed the elimination of network connectivity fees, where subscribers of either of the two networks are charged extra when they contact numbers belonging to the other network. The governor stressed that interconnectivity charges hamper customer mobility, and effectively holds subscribers hostage to their existing network plans, she said.
“Removing the network connectivity fees will not only reduce the cost of communications services, but will also improve customer mobility in the telecommunication industry as well as compel telcos to improve their services,” she explained.


"If we remove interconnectivity fees, this will make it easier for a subscriber to move from one network to another if they are not satisfied with the services they are receiving from their current providers. Right now, a customer, even if extremely dissatisfied with the services of [the two telcos], would be held back from switching to another provider by the stiff interconnection fees. Thus, telcos get away with bad service while raking in huge profits at the expense of their customers,” she expounded further.
"Right now, our telco companies are offering ‘unli’ plans in the guise of making their services and products more affordable to Filipino customers. But is ‘unli’ really unlimited? Interconnectivity fees end up as extra cost on top of your unlimited plan," she added.

In the long-term, Ms. Marcos asserts that the elimination of interconnectivity charges and fees will drastically reduce costs of phone and data connection and force telco firms to ensure reliability of their services—a double-win situation for Filipino subscribers.


"Filipinos are paying more for services that are much worse than what can be procured elsewhere. We all end up shortchanged while telco firms rake up more and more profits," she lamented.

The DICT is currently fine tuning a proposal for a shared telco infrastructure initiative.

The common tower scheme is expected to improve connectivity by providing the necessary infrastructure for all telco firms. The Philippines has one of the lowest cell densities in Asia.

Burgos schools set up more rainwater harvesting tanks

Burgos, Ilocos Norte—Several public elementary schools in this town have put up their own rainwater harvesting tanks courtesy of the Energy Development Corporation which operates the largest wind power farm in the country here.

In time for the summer season, some schools in drought-stricken Ilocos Norte experience water scarcity hence the need to install low-cost water, sanitation and hygiene facilities particularly among school children.

Using a simple technology, the water is filtered through a facility that removes sediments like iron, harmful bacteria and odor that may be detrimental to the consumers health.

Recognizing this, EDCs corporate social responsibility program head Deborah Melchor said they are happy to see pupils enjoying the rainwater harvesting system, providing them adequate source of water for toilet flushing and for washing their hands and feet while in school.

“For 2019, we have already installed rainwater harvesting tanks in the public elementary schools of Nagsurot, Tanap, Agaga, Bliss, Ablan, Bobon, Bayog, Paayas and Burgos Central Elementary School including a Day Care Center in Bayog,” Ms. Melchor narrated in an interview.

Over the past two years, the Burgos wind farm through its CSR program has embarked on addressing water and sanitation issues in Burgos town starting with three pilot areas in Brgys. Paayas, Bobon and Bayog.

As part of its water and sanitation project, Ms. Mechor said EDC has also established a waste water treatment facility which simulates the natural filter process.

“It utilizes an oil and grease trap as a first layer of filter, a rapid sand filter which screens out sediments and other suspended particles in the water making it visibly clearer, a planted gravel filter in which aquatic plants serve as an additional filter, a collecting chamber with fish as an indicator of the efficiency of the filtration process and the collecting chamber where filtered water can be reused for domestic purposes,” she explained.

The low-cost waste water treatment facility is connected to an existing hand washing facility and placed in an area easily accessible to the pupils so that the facility can serve as an educational material how water is being filtered naturally in the environment while teaching students about the importance of recycling waste water.

In the future, Ms. Melchor hopes to replicate this initiative in other schools as a way of promoting water conservation and sanitation for a healthier community.

For Tanap school officials, they reported that their school have difficulty getting water during the months of February to May. But with the installation of a rainwater harvester, their students no longer need to go far to fetch water or seek the help of a water station provider.

BATAC CITY—When seven-year-old Princess Chloe Ramos was diagnosed with acute lymphoblastic leukemia (ALL), a cancer associated with the blood and bone marrow in 2015, her mother, Melimar Miguel, thought that her daughter would not survive and have a normal childhood.

However, four years have passed and Princess is now at the maintenance stage of her medications for ALL.

Her improved condition became evident as she was beaming when she stood side-by-side with princesses and mythical creatures in her photograph as part of the "Arapaap: A child’s dream photography exhibit and fashion show" of the Mariano Marcos Memorial Hospital and Medical Center (MMMHMC).

 “This is my daughter’s second chance in life and we remain hopeful that Princess will continue to show improvement. We would not make it without the support of all the people and this hospital who always comes up with activities and projects to help our children in their treatment,” said Melimar as she recounted her struggles as an unemployed single mother in 2015.

Under the Arapaap project, the support of the Ilocano community, including photographers, make-up artists, and fashion designers as well as some non-government organizations such as the Limitless Team, Salun-at Foundation, and the Ilocos Norte Medical Society, was harnessed in organizing a photo-exhibit last December 2018 at the Robinson’s Mall San Nicolas.

Through the activity, the MMMHMC was able to raise more than PHP200,000 which shall be used to put-up a trust fund for children with cancer and establish a Pedia-Oncology Play Center, a worthy endeavor that gives the young cancer patients to feel like they are children.

During the thanksgiving program, one of the highlights of the 51st foundation anniversary of the MMMHMC last Feb. 17, 2019, Dr. Jose B. Orosa III, the project head, said that such efforts as Arapaap will eventually lead to the overall goal of the hospital in building the hospital’s Cancer Center by 2020, which is a part of its commitment under the Performance Governance System.

"The Cancer Center will not only focus on bringing treatments but also on the promotion of research and community involvement,’’ Mr. Orosa said.

He said Arapaap creates a great impact in the province as it makes people realize that they have so much to contribute, most specially their talents, to improve the healthcare system in Ilocos Norte.

Recent studies conducted by the St. Jude Hospital in United States of America showed that almost no kid die of cancer in developing countries as a result of the support and access to high-quality but affordable treatment.

The same study shows that only one out of five cancer patients are cured and this situation continues to be a growing concern in public health care in the Philippines.

Dr. Maria Lourdes K. Otayza, medical center chief II, lamented that there is no full support given to cancer patients in the Philippines.

Kung suporta lang pala yung kailangan, bakit hindi natin ito [kayang] pagtulung-tulungan? [If support is only needed, why don't we pool our resources?],” she said as vowed to boost efforts to more support to cancer research and treatment.

President Rodrigo R. Duterte has recently signed the Republic Act 11215 or the National Integrated Cancer Control Act, which will also make medicines affordable to cancer patients.

Mr. Orosa assured that the hospital will continue opening its doors to the people in the community who are willing to help through projects such as Arapaap, saying, “the provision of universal and quality healthcare service is best achieved with the help of the community.”

To date, the MMMHMC continues to receive donations in line with the Arapaap project.

Currimao, Ilocos Norte—The local government unit here found some ally in opposing the proposed reclamation project as the issue has been posted in Facebook to promote greater awareness about the issue.

The “Save Currimao Cove From Reclamation” page created by an environmental conservation organization in Manila on March 14, 2019 has generated an almost 1,500 likes as of March 22, 2019 and the number of shares keeps on increasing daily.

To date, a global sand exporter which has been exporting construction sand from Ilocos Norte to Japan and Singapore since 2009 is pushing for the development of a 112-hectare private seaport reclamation project at Brgy. Maglaoi, here.

As part of its long-term master plan for seaport expansion and development, Omnico Natural Resources Inc. wants to reclaim over a hundred hectares of the sea using imported furnace slag aggregates from Taiwan.

The Phase 1 of the project has already started, which is located within the boundary of Badoc and Currimao towns.

“As a key biodiversity area, Currimao is threatened by a huge reclamation project. I can’t forgive myself if we allow this to happen,” said Currimao Mayor Gladys Go-Cue following the signing of a memorandum of understanding between the Currimao government and the Department of Environment and Natural Resources on the protection of marine life and natural resources.

Living near the ocean since the 1970’s, Mrs. Cue recalled her dad releasing sea turtles.

Over the years, the Currimao beach remains as one of the unspoiled beaches in the province until officials and residents raised the alarm on the furnace slag aggregates which will be used in the reclamation project may have toxic contents that could probably harm marine resources in the area.

This imported material is a residue or a by-product of iron and steel-making from a blast furnace in water or steam to produce a glassy, granular product that is then dried and ground into a fine powder.

But for some residents like Janine Pascua, she said Currimao is a beautiful place but it is a laid-back town in the province.

“We all know that Currimao is a third-class municipality. Why can’t we make our town more competitive by opening our minds to welcome improvement?” Ms. Pascua said saying the proposed seaport expansion could offer more opportunities for local employment and economic growth.

“It may damage some coral reefs and endanger some sea creatures but if we want to improve, we have to sacrifice or surrender something,” she explained.

Pasuquin mayor still a no-show

Pasuquin, Ilocos Norte—This town’s mayor, Ferdinand ‘Kilo’ Aguinaldo continues to be a “no-show” at the municipal hall after his name was again included in President Rodrigo R. Duterte’s “narco-list”.

Reports says that Mr. Aguinaldo was seen last om March 20, 2019 inside the municipal hall. But he reportedly stayed only for a short time and left in a hurry.

This town’s municipal officials and employees claim they have no knowledge of the mayor’s whereabouts.

Earlier, Mr. Aguinaldo was involved in a drug buy-bust operation in Metro Manila on July 8, 2016. He denied his involvement.

Mr. Duterte, however, still included him on his “narco-list”.

Laoag City’s Agserbi 24/7 resumes

Laoag City—The city government here has resumed its “Agserbi 24/7” program.

The said program, a pet project of Laoag Mayor Chevelle V. Fariñas, brings the city government closer to the people as they visit barangays around the city.

With the program’s resumption, Mrs. Fariñas led the visit at Brgys. 54-B Camanggaan and 53 Rioeng.

The Barangay Entrepreneurial Services (BES), otherwise known as the mobile market for the sale of goods and agricultural products. Vendors from the market and the barangays are invited.

Aside from the mobile market, the city government also gives free snacks called “Pa-chill ni Chevylle”, “Pa-miki ni Mikee”, “Pa-mami ni Jamie” and “Pa-popsikel ni Jan Michael”; named after the mayor and her children.

The city also gives the traditional birthday parties with free individual cakes to senior citizens. 

All department office heads were advised and encouraged to participate in case there are some queries or problems that the residents want to ask or inquire.

As usual, Mrs. Fariñas said the “blockbuster services” are in the field of health with free check-ups and free medicines.

The new innovation, Mrs. Fariñas said, are the requests of the barangays are given ahead to her office so that these requests will be handed over during the Agserbi 24/7.

Before the Agserbi 24/7 ends, a public forum is held for residents to have the opportunity to talk with all city officials present.

Mrs. Fariñas assured that all of the city’s 80 barangays will be visited before the end of the year.

Earlier, Rep. Geraldine B. Roman (Bataan, 1st district) said she was inspired by the “Agserbi 24/7” program after she personally joined the Laoag government officials in 2017.

The first openly transgender congresswoman said in her last visit to Laoag during the recent Pamulinawen Festival, that the project should be adopted by other local government units in the country to bring their services closer to the people.

During the city’s recently concluded month-long fiesta celebration, Ms. Roman served as crowning guest of Mujeres 2019.

Execs urge Ilocos Norte residents to save water

LAOAG CITY—Residents in the province of Ilocos Norte are urged to save water before they experience the same in the metro where there is an on-going water shortage.

In a water summit held at the Centennial Arena on March 19, 2019, around 250 participants composed of farmers, policymakers, academicians, disaster risk reduction and management officers and water resource management experts participated in the formulation of a strategic plan to address environmental issues particularly on the lingering effect of El Niño.

With the looming water scarcity from the unpredictable weather conditions caused by climate change, Ilocanos have been told to save water as an immediate solution.

In a presentation of Engr. John Teodoro, manager of the Ilocos Norte Water District, he reiterated that “Water is life and everybody has to do its part to use water wisely.”

Organized by the provincial government of Ilocos Norte, the third water summit has invited seven speakers in various fields who gave lectures on climate change issues and concerns, potable water, environmental protection, water management and conservation, good agricultural practices, organic fertilizer utilization, planting of early maturing and drought resistant crops, ecological solid waste management and updates on support facilities such as water impounding dams, water harvester etc.

For Sangguniang Panlalawigan member Domingo Ambrocio Jr., in his capacity as chair of the committee on agriculture, he said, “The only way to beat climate change is to be prepared and open for change in order to develop resiliency.”

To date, farmers have raised the alarm of irrigation systems drying up.

At the end of the workshop, the Ilocos Norte government distributed water pumps and sprayers to farmers organizations who attended the summit.

Imee wants audit of water concessionaires in MM
Meanwhile, Ilocos Norte Governor and senatorial candidate Ma. Imelda Josefa “Imee” R. Marcos called on the government to restudy the existing situation of the two concessionaires managing water supply delivery in Metro Manila.

“Can we continue to leave the system in the hands of only two players? Given the billions the concessionaires make yearly from water resources built with public funds, government needs to conduct a performance review in terms of efficiency of services," she explained.

As an immediate solution, MWSS has requested the National Water Resources Board to allow Manila Water to activate 101 deep wells which can supply 101 MLD to its consumers. Manila Water has also been directed to activate and operationalize its Cardona, Rizal treatment plant to provide an additional 100 MLD to its consumers.

On a personal level, Ms. Marcos said our people can help conserve water to ease the water shortage problem especially in the looming onslaught of the El Niño phenomenon.

“A few small changes in our routine can go a long way when it comes to conserving water. Tandaan, pwedeng mawalan ng lovelife, huwag lang ng tubig,” Ms. Marcos quipped.

She also cited the following water-saving tips: use of a shower bucket to re-use water for flushing the toilet or watering plants; turning off the tap while washing your hands; fixing leaks; re-using gray water to avoid wastage and maximizing supply use, among others.

Marcos widow substitutes for vice gov

LAOAG CITY—Cecile Araneta-Marcos, the widow of the late Sangguniang Panlalawigan member and Ilocos Norte vice gubernatorial candidate Mariano ‘Nonong’ V. Marcos II, who died of cardiac arrest last month is substituting in for her late husband’s candidacy.

As the official campaign for local elections started on March 29, 2019, Mrs. Araneta-Marcos was accompanied by her sons and the Marcos family at the Commission on Elections on the same day to personally file her certificate of substitution candidacy.

Commission on Elections Resolution 10420 allows substitute candidates for those who withdraw their candidacies—and not just for those who die or get disqualified—until midday of election day.

The substitute, however, should share the surname of the original candidate. No substitution is allowed for independent candidates.

"The substitute for a candidate who died, withdrew his candidacy, or was disqualified by final judgment may file a COC up to midday of Election Day; provided that, the substitute and the substituted have the same surnames," said Comelec Resolution 10420.

In effect, the Marcos widow, who was nominated by the Nacionalista Party, will run in tandem with her nephew, senior SP member Matthew Joseph M. Manotoc, who is running for governor.

Earlier, Ferdinand Alexander ‘Sandro’ Marcos, the son of former senator Ferdinand ‘Bongbong’ Marcos with wife Louise Araneta has been eyed to substitute for his uncle. This, however, did not push through.

Dagupan tops 2019 R1AA anew

LAOAG CITY—The Department of Education Schools Division of Dagupan City sustained its run as the grand champion in this year’s Region 1 Athletic Association meet held March 6 to 11, 2019 in this city.

Though there is no overall ranking for this year’s R1AA meet, the official medal tally results show Dagupan City received the most gold medal with a total of 87, 64 silver and 55 bronze.

This is followed by Pangasinan 2 whose delegates dominated archery, badminton, table tennis, volleyball and wushu. They took home 57 gold medals, 52 silver and 43 bronze while Ilocos Norte had a close finish of 56 gold medals, 39 silver and 61 bronze respectively.

Since the start of the sports competition, the Dagupan City powerhouse has displayed its might to defend its title from last year’s regional competition as it showed its best in arnis, boxing, swimming and aero-gymnastics competitions.

As champion, it will field most of the athletes who will represent Region 1 in the Palarong Pambansa in Davao City on April 2019.

Nixed 2019 budget puts Laoag City dumpsite in ‘critical condition’

Laoag City government engineer Roy A. Tomas made this statement on the city’s controlled dumpsite—a holding area which the Dept. of Environment and Natural Resources-Environment and Management Bureau (DENR-EMB) designated as temporary garbage dumping site and which has reached the maximum volume of garbage.

Mr. Tomas disclosed that the city’s monthlong fiesta last February and the hosting of the Region I Athletic Association (R1AA) meet generated tons of garbage for the temporary dumpsite.

He added that the continuous increase of business establishments and residential houses in the city have also strained the maximum capacity of the said dump site.

The city government has planned for this eventuality by allocating PHP10 million last year from the city’s development fund for the construction of a sanitary landfill; and PHP2 million more as supplemental budget for the City Engineering Office as advanced payment for the lots that will house the landfill at Brgy. Balatong in this city, also last year.

Additional funding for the sanitary landfill has also been earmarked for the 2019 annual budget: PHP5 million from the development fund and PHP10 million for the payment of all the lots that will house the landfill.

The disapproved 2019 budget at the Sangguniang Panlungsod, however, has put a hold on the project. As a result, the sanitary landfill that was planned to absorb the city’s garbage remains incomplete.

Laoag Mayor Chevylle V. Fariñas confirmed Mr. Tomas’ statement with regards to the controlled dumpsite.

She said she believes the garbage at the site will soon reach the height of mountains.

The mayor stressed that they have allocated funding for the project starting in 2018 up to this year.

With a reenacted budget for this year, the payment for the landfill’s lots will only be given once a budget is passed and the council authorizes the mayor to represent the city in negotiating for the purchase.

Records show that the proposed sanitary landfill site at Brgy. Balatong covers six hectares and residents of the said barangay have agreed to host the said edifice.

The city government earlier also conducted a series of public hearings attended by several city government officials headed by Laoag Vice Mayor Franklin Dante A. Respicio, department heads, Brgy. Balatong officials and residents.

City government assessor Ruben Domingo said the proposed project was approved by the residents provided that all the rule and regulations from construction and maintenance will be strictly followed.

Mr. Domingo added that the public hearing made is one of the pre-requisites for the issuance of an environmental compliance certificate (ECC) and for the payment of the lots affected.

In an earlier interview, Mr. Domingo noted that lots near the streets costs around PHP200 per square meters, while the those away from streets has a rate of PHP190 per square meter.

The total cost for the lot acquisition for the landfill is PHP12 million.

The city government of Laoag through the Sangguniang Panlungsod earlier approved PHP2 million as partial allocation for the purchase of lot on the proposed Laoag City Sanitary Landfill.

The amount was unanimously approved by all members and was certified by the City Development Council (CDC).

A soil testing for said lots was also conducted and approved for use by the DENR-Mines Geosciences Bureau.

The Department of Environment and Natural Resources (DENR) has ordered the closure of the present controlled dumpsite.

Laoag City—The Local Government Academy and the Department of Social Welfare and Development (DSWD) Regional Office in cooperation with the Laoag City government distributed assistance for the beneficiaries of the Sustainable Development Goal (SDG) and typhoon ‘Ompong’ victims.

The city social welfare and development office identified Barangays 20, 21 and 23 as SDG areas having the most-number of urban poor families.

Of the three barangays, 40 beneficiaries received jetmatic pumps, toilet bowls, bag packs and raincoats for students.

It was learned that in the last quarter of 2018, the beneficiaries were also given housing materials and three families availed of the core shelter at Sitio Cabatingan, Brgy. Navotas.

The SDG was formerly known as the Millennium Development Goals (MDG), which is a project of the Local Government Academy through the DILG and in partnership with the Laoag government.

CSWD officer III Mary Joan Pasigui also announced that the DSWD regional office in cooperation with the city government here also distributed the emergency shelter assistance to the 217 totally damaged houses victims of typhoon ‘Ompong’.

The financial assistance came from the DSWD regional office with participation of the city government of Laoag.

The beneficiaries were selected based on the reports gathered by the city disaster risk reduction and management after the said typhoon.

Each of the victims received PHP33,100.

Those who suffered partially damaged houses are next in line for assistance, Ms. Pasigui said.

Earlier, several victims who suffered totally damaged houses were also given housing materials from the Filipino Chinese Chamber of Commerce Laoag City-Ilocos Norte Chapter.

Laoag City—Incumbent president Rommel R. Aquino, planning officer II of DAR Ilocos Norte, was re-elected in the recent election of the Department of Agrarian Reform Employees Association (DAREA) in Ilocos Norte.

Other elected officers are: Rodolfo N. Garcia, Jr., vice president; Ma. Esperanza V. Manuel, secretary; Victoria S. Correa, sub-secretary; Reynalda A. Quiamas, treasurer; Leonora F. Anacleto, sub-treasurer; Dante S. Agreda, auditor; and Mae Alnie C. Agaludud, PIO.

DAREA’s primary task is the realization of representation in the various committees, bodies, programs and projects of DAR which directly and indirectly affect the interest and welfare of the employees.

The association is also mandated to carry out the following specific objectives: to promote optimum employee career development and personnel welfare programs; to foster mutual understanding, fraternal relationship, solidarity and cooperation among member employees; to develop in every employee a high sense of dedication to duty, civic consciousness and deep moral zeal in the performance of work in the public service; and to protect and defend the gains of the organization and safeguard the general interest of its members.

DAREA is also expected to actively participate in the different local and national civic activities by itself or in cooperation with DAR.

Mr. Aquino was elected as DAREA president in 2016 and he successfully led his fellow officers in the implementation of various projects during their first three-year term. (JRPG)

Ilocos Norte joins Earth Hour

LAOAG CITY—Joining the worldwide effort in environment awareness, the Ilocos Norte provincial government observed Earth Hour with one-hour lights off from 8:30 to 9:30 p.m.at the century-old Ilocos Norte Capitol building on March 30, 2019.

Located at the heart of Laoag City, security guards on duty were instructed to turn off the lights at exactly 8:30p.m.

Over the years, the heritage Capitol building has played an important role in the lives of the Ilocanos, hence it is just fitting to observe Earth Hour here as a symbol of the province’s resiliency on countering environment problem such as climate change.

Constructed in 1918, the Capitol was enlarged and remodeled in 1957 during the time of then Governor Antonio Raquiza. It was inaugurated on December 28, 1958.

In his social media page, Ilocos Norte Vice Governor Eugenio Angelo M. Barba enjoined all residents to observe Earth Hour by turning the lights off for at least an hour.

“To my provincemates, let’s save Mother Earth and join the celebration of Earth Hour,” Mr. Barba said.

The province is known as the capital of renewable energy in Southeast Asia with increasing number of wind turbines and solar panels being installed in various towns of Ilocos Norte.

Some households, business establishments and institutions throughout the province also participated in the campaign.

For teacher Ryan Dulig of Banna, Ilocos Norte, he said, “A simple sacrifice to turn off the lights and electric fan for an hour can go a long way to think of Mother Earth and its vital role to us.”

Mr. Dulig hopes that by observing Earth hour, this will inspire the rest of the world to continue acting on climate change and other related issues for the sake of the present and future generations.

Organized by World Wide Fund for Nature, the event encourages individuals, communities and business establishments to switch off non-essential lights for one hour as a symbol for their commitment to protect the planet and promote sustainability.
