DOH conducts massive measles vaccination drive in Ilocos Norte

LAOAG CITY—Health personnel from the Department of Health are making rounds in various schools and local communities in the province to conduct massive vaccination particularly among athletes participating in the Region 1 Athletic Association (R1AA) Meet.

For the safety of participants, Ilocos Norte’s hosting of the R1AA has been moved to March 6-11, 2019 instead of March 3-8 to give time for the athletes to be vaccinated against measles first.

In a press conference held at the Schools Division of Ilocos Norte on February 28, 2019, Dr. Edwin Monis, medical officer V of the Department of Health-Center for Health Development in Region 1 and area supervisor for measles outbreak response team for Ilocos Norte said Region 1 has already recorded a total of 536 cases of measles with the most number, or 456 cases with 14 deaths in Pangasinan, 45 in La Union, 22 in Ilocos Sur and 13 in Ilocos Norte.

To boost the immunity of the community, the DOH has deployed teams in various parts of the province for the immunization drive.

On February 26, 2019, around 200 athletes both from the elementary and secondary levels were given vaccination with the consent of their parents. Other schools will follow suit this afternoon or until all the concerned athletes will be saturated.

“Our priority for now are the athletes as we also have installed measles fast lanes in all DOH hospitals,” said Mr. Monis as he urged all parents to have their children vaccinated for their protection from the highly-contagious disease caused by a virus.

To date, the DOH along with other government agencies has been on the forefront of the immunization campaign due to the alarming increase in measles-rubella cases in the country.

Its signs and symptoms include cough, runny nose, red eyes or conjunctivitis, fever and skin rashes lasting for more than three days.

On February 26, Ilocos Norte Governor Ma. Imelda Josefa “Imee” R. Marcos wrote a letter address to Dr. Valeriano Jesus V. Lopez, director IV of the Department of Health in Region 1 for the possible postponement of the R1AA and ensure the safety of the Ilocano youth and the local communities who may be affected in case of measles outbreak.

Considering the number of reported cases, Dr. Rheuel Bobis, medical officer III of DOH Region 1 said getting the vaccine is the best to fight the disease.

Laoag City—The Sangguniang Panlalawigan issued a “show cause” order on February 26, 2019 against several Laoag City government department heads in relation to the alleged missing Sangguniang Kabataan (SK) funds.

SP member Vicentito M. Lazo said that the order is in accordance with the law for those concerned individuals to shed light on the issue and to explain their process of liquidation, and provide documents of the SK seminar that transpired in Laoag City in November 2018.

The Laoag government employees invited for the hearing are Diomedes Gayban, Edgar Pascual, Hipolito Salva, Visitasion Rabago, Shiela de Leon, and Lowelyn Acain.

The provincial board gave the city government 15 days to bring the needed documents at the Sangguniang Panlalawigan. The committees on laws, local government, and youth and sports will then study the said documents, which they will then use in the joint hearing.

As it stands, the city government has until March 13, 2019 to comply with the SP show cause order.

The joint committee hearing will resume on March 20, 2019 to continue with the said issue.

Meanwhile, Mr. Lazo warned Laoag SK president Anzhelyka Faye Lao to refrain from posting sentiments on social media and that she should rather ask legal advice from the city government on the said issue.

“The fish is caught by its mouth,” Mr. Lazo noted.

Earlier, several Laoag SK chairpersons protested being included in a seminar where PHP325,875 from the city’s SK funds were used. The youth chairpersons, who did not attend the said seminar were included as PHP73,075 were liquidated as their per diem allowances and for their hotel accommodations.

SMI names Laoag councilor as outstanding local legislator

Laoag City—Superbrands Marketing International, Inc. (SMI)recognized Laoag City councilor Handy T. Lao as an Outstanding Local Legislature in the Philippines.

Mr. Lao as a political newcomer gained many achievements in quality governance in this city, focusing on business welfare as a member of the city council.

One of his successful contributions is City Ordinance no. 2017-041 Series of 2017: An ordinance protecting the consumers in purchasing second-hand or used cellular phone devices by the seller requiring them to provide valid documents as means to identify the identity, the source and the details of the seller and the device.

The ordinance is one of the revelations now of the recent law signed by President Rodrigo R. Duterte, the Republic Act (R.A.) 11202, or the "Mobile Number Portability Act", which requires mobile service providers to provide nationwide mobile number portability to subscribers

Mr. Lao is a member of the National Movement of Young Legislators-Ilocos Norte Chapter chaired by Sangguniang Panlalawigan member Matthew Joseph M. Manotoc, an SMI Hall of Fame awardee.

SMI is an award-giving body that recognizes quality governance throughout the country.

In Ilocos Norte, Governor Ma. Imelda Josefa “Imee” R. Marcos is a three-time awardee from 2015 to 2017, placing her in the Hall of Fame, too.

Another three-time awardee is Laoag City Mayor Chevylle V. Fariñas, who was recognized from 2016 to 2018.

Laoag City--The city government here recognized 2019’s outstanding Laoagueños at the City Hall Auditorium on February 23, 2019.

The awarding was part of the month-long Pamulinawen Festival Year XXIII.

Education
In field of education, the city recognized Dr. Dexter R. Buted of Brgy. 15 San Guillermo Laoag City, currently the University President of Pangasinan State University and formerly the Vice President of Lyceum of the Philippines in Batangas City for higher education. Dr. Buted is the son of Mr. Federico Torres and Mrs. Felicitas R. Buted. Dr. Buted was awarded as Most Outstanding Educator of the Philippines 2005 by the Golden National Leadership Award; Outstanding Educator of the Philippines (Dangal ng Husay at Galing); Ginintuan Gawad Sulo ng Bayan for Outstanding Educator by the Golden Torch, CCA Philippines in 2015 (National Level); olden Key National Teacher’s Excellence Award; Diploma of Excellence (Technical Panel Expert 6th ASEAN Skills Competition in 2006); Award for Outstanding Contribution to Education conferred by CMO Asia during the 7thAsia’s Education Excellence Award held in Singapore last August 5, 2016; and Outstanding Educator of the Philippines awarded by the University of the Philippines given last December 2016.

For elementary education, Andrea Nicolas Domingo of Brgy. 22 San Andres Laoag City was recognized. She is currently the principal of International School of the Arts, the Languages and the Academe (ISALA), and director of the Philippine National Red Cross since 2011. She initiated the establishment of District Learning Resource Center (DLRC), a three-year successive winner entire the region. Mrs. Domingo was also awarded as Outstanding member of the Federation of Senior Citizens Association of the Philippines, Laoag City Chapter, as well as the Sunshine Women Award (Professional Category) and Outstanding Public Schools District Supervisor.

For secondary education, the city acknowledged Jacinto B. Pascua of Brgy. 41 Balacad, Laoag City. Mr. Pascua is the school paper adviser of Ilocos Norte College of Arts and Trades and a multi-awarded Outstanding School Paper Adviser in the Philippines during National Schools Press Conferences. He is at present the President of the Association of Secondary School Paper Advisers in Region I. Mr. Pascua was earlier awarded as Most Outstanding School Paper Adviser in the Philippines (National Level); Coach Champion, Collaborative Desktop Publishing (National Level); and Coach Winner, Scriptwriting and Radiobroadcasting (National Level). Mr. Pascua is the son of late Juan T. Pascua and Mrs. Olivia B. Pascua.

For Alternative Learning System, the city honored Jeffrey C. Del Rosario of Brgy. 1 San Lorenzo, Laoag City. He is teaching non-literate, out of school children and youth, and adults for them to be able to finish elementary and secondary education. He reaches out to the OSY, children and adults from the different communities/barangays to advocate the ALS program at BJMP, Discolandia, and the Muslim compound. Mr. Del Rosario is the son of the late Mr. Danilo Del Rosario and Mrs. Epifania Del Rosario.

As financial literacy program advocate, Aurea Hilario Nolasco of Brgy. 23 San Matias was also recognized. She is a constant awardee as volunteer and resource person for financial literacy and other financial services thru the Radyo ng Bayan aired every Wednesday. Ms. Nolasco is one of the initiators on the BALCIN Scholarship Program and a member of Zonta Club of Ilocos Norte who assisted in the implementation of its advocacy programs such as fora on “No to Teenage Pregnancy”, “No to Violence Against Women. She was also awarded a diploma for successful completion of the LBP Leadership Development Program under scholarship program and a recipient of Exemplary Award in Migration Branch Category. Under her leadership The LBP received the Best in Capita Income Award.

Medicine
For hospital administration, the city recognized Dr. Norman Panfilo G. Rabago of Brgy. 23 San Matias. He established his own hospital in Laoag City along with his wife Dr. Lillibeth P. Rabago, now known as Karmelli Clinic and Hospital Corporation. Under his leadership, Karmelli Clinic and Hospital Corporation was awarded one of the best hospitals in the country, by the Philippine Hospital Association and by the Department of Health, as DOH 30 Hospital Star Awards 2018 Recipient. Believing on the power of education and charity, he sponsored underprivileged scholars and in fact one has already graduated as a radiologic technologist, another soon-to-graduate with a degree in BS Accountancy vying for cum laude honors, to name a few.

As an Anatomic and Clinical Pathology Specialist, the city feted Dr. Modesty A. Leano of Brgy. 27 Nra. Sra. De Soledad. She is currently the Department Head of the Mariano Marcos Memorial Hospital and Medical Center (MMMHMC)-Department of Pathology and Laboratories and the Department Chairperson of the Department of Pathology at the Mariano Marcos State University (MMSU)-College of Medicine. One of her notable contributions in the improvement of Ilocos Norte’s health sector is the establishment of the Newborn Screening Center Northern Luzon which caters to all newborns in Regions I and II. The National Voluntary Blood Program (NVBSP) is also under her supervision. She is also the head pathologist of various institutions and hospitals within Laoag City and Ilocos Norte and other neighboring provinces.     Dr. Leano was also awarded as 2019 Outstanding Ilocano 2019 by The Ilocos Times; and Outstanding Employee (Team) 2018 at the Mariano Marcos Memorial Hospital and Medical Center (MMMHMC); Dr. Leano is the daughter of the late Modesto B. Pascual and Rosaly A. Pascual.

As an endocrinology specialist, the city government gave accolades to Dr. Jovie Joy Manuel Aguilar of Brgy. 53 Rioeng. She is a national director, a board of trustees of the Philippine Society of Endocrinology, Diabetes and Metabolism, from 2016 to present. She is also the president of the Philippine College of Physicians, Ilocos-Abra Chapter. There is a significant rise in the incidence of diabetes in the country and Laoag City, hence she conducted lectures on the management of obesity and diabetes for free and consistently promoted several advocacy projects in Laoag City such as “Thyroid Cancer Survivor Day” and “Hawak Kamay Laban sa Diabetes Trained the Trainers Program” for all barangay health workers of Laoag City. Moreover, she is also giving free diabetes test kits to all of the city’s barangays.

For giving free EENT consultations for indigents, the city government recognized Dr. Chester Rosario J. Puño of Brgy. 3 Nuestra Seniora del Rosario. He ran more than 42 miles from Pagudpud to Laoag and raised PHP72,000 on his own for the orphans of Tahanang Carmela D’Amore at Brgy. 28 also in Laoag City. He is a physician specializing in diseases of the ear, nose, and throat, he consistently attends medical mission in the city sponsored by the different organizations. As a running enthusiast, he organizes, helps organize and supports fun runs in the city including the Laoag Marathon to further promote healthy lifestyle. He also holds gives put free information to the public and on radio regarding EENT health, all for the promotion of their well-being. Mr. Puño is the son of Benidicto Puño (deceased) and Felisa Puño.

For equitable health care, the city acknowledged Francisco B. Ranada III of Brgy. 1 San Nicolas, Ilocos Norte but born in Brgy. 1 this city is an awardee who excelled in the provision of equitable health care to the poor. He is a regular donor and sponsor of free medicines to indigent patients of San Lorenzo Medical Clinic and he organized various free medical/ diagnostic services at Ranada General Hospital and surrounding municipalities. Dr. Ranada was awarded as Most Outstanding Physician, by the Philippine Medical Association, May 2001 (National Level); Service Award, by the Philippine Academy of Family Physicians, 2012 (National level); and PMA Medallion, by the Philippine Medical Association, 2014 (National Level).

The arts
The city government recognized composer, arranger and pianist, and national and international Awardee. Winston B. Raval of 4216 Walnut Grove Ave. Rosemead, CA, USA. He composed musical scores for a total of 22 Filipino movies for National Artists for Film Ishmael Bernal and Lino Brocka from 1975 to 1985. Mr. Raval also composed original music for “Isang Munting Alamat”, a musical rock opera, for the inauguration of the Manila Metropolitan Theater and “Warrior”, a musical drama inspired by the plight of Filipino manongs. He was awarded as      “Natatanging Gawad Urian” (Lifetime Achievement Award) Manunuri ng Pelikulang Pilipino Manila, Phils. 2018; Lifetime Achievement Award Jazz Phil USA Los Angeles, CA, USA 2013; Lifetime Achievement Award San Francisco Filipino-American Jazz Festival San Francisco, CA, USA 2011; A recognition Award for Contribution to the Rock and Roll Industry “Let’s Rock” Glendale, CA, USA 2014; and Gawad Urian Award for Best Music in Film “Ikaw Ay Akin” Directed by Ishmael Bernal Music by Winston Raval/Vanishing Tribe Manila, Phils. 1977.

As coach/trainer of national awardees, the city also feted, Maybelline B. Sta. Maria of Brgy. 50 Buttong. She is the coach/trainer of multi-awarded singers in Laoag, especially in the field of voice and instrumental playing. She is the most sought-after composer/arranger of SUELTO for Laoag City and the trainer/conductor of the NASUDI Cultural Troupe of MMSU and the conductor for the masses held at the Carmelite Monastery for 22 years now. Ms. Sta. Maria is also one of the three winning coaches in the International Speech and Debate Championships at the Peter Burnett Middle School in San Jose, USA. She is also the composer/arranger of the NAKEM International March (organization of professionals and language enthusiasts based in the University of Hawaii in Manoa and rendered her services as Sama-Summer Together with MVF teacher since 2006 in singing workshop. Ms. Sta. Maria was awarded as champion during the 5th National PASUC Literary and Cultural Festival, Choral Conductor/Trainer of NASUDI Chorale, 2011, 2012, 2016; Champion, Vocal Duet, YMCA Regional Academic Olympics 2012; and Champion, Choral Competition, Regional Sirib and Saririt 2012. She is the daughter of Mr. Andres Bautista and Mrs. Marina Bautista.

As Ilokano literature author, speaker and lecturer, the city honored Elizabeth M. Raquel of Brgy. 3 Nuestra Seniora del Rosario for enriching the Ilocano dialect “ILUCO” by publishing her literary productions at Bannawag, The Ilocos Times, and other magazines and periodicals. Mrs. Raquel served as lecturer in Iluko literature not only in the local area but in the national and international levels respectively and tapped by the National Commission for Culture and the Arts (NCCA) to lecture on her expertise in the different provinces like in Visayas and Mindanao. She received numerous awards including the Leona Florentino award, the highest award given to women writers excelled in writings by Gumil Filipinas; Kampeon ti Lenguahe Award by the Provincial Government of La Union, (Regional Level), on March 1, 2015; Teddek Award, highest award given by Gumil Ilocos Norte; and Tan-ok Gumiliano /Gumiliana Outstanding Leadership Award at the Moonlite Paradise Resort, Brgy. Diora-Zinungan, Sta. Ana, Cagayan on April 21, 2018.

Military
As a member of Philippine Army, Civil Military Operations, the city government awarded 2LT Erwin Pinera Paligat of Brgy. 37 Calayab, Laoag City. He was the corps commander of MMSU-CIT ROTC Unit during his time. Mr. Paligat received awards including the Military Commendation Medal (MCM) on 21 March 2018 under General Order No. H10RCG, ARESCOM;      MCM W/1st Silver Equilateral Triangle (SET) dated 24 May 2018 under General Order No. 10RCDG, ARESCOM; and MCM W/1st Silver Equilateral Triangle (SET) dated 06 August 2018 under General Order No. H10RCDG, ARESCOM. Mr. Paligat is the son of Pelagio Domingo Paligat and Erlinda Pinera Paligat.

Public service   
Barangay chairperson Noel P. Daquioag of Brgy. 52-A San Mateo was the first manager of Poultry Operations Bad Circle Farms of the JAKA Group of Companies and then the Branch Manager- Poultry Operation of Pure Foods Corporation, Ilocos Region, Branch Office. He was awarded as Balikatan sa Kaunlaran Award -Outstanding Veterinarian-Civic Leader- (National Level) and Hall of Fame Awardee for the Search for the Cleanest, Greenest, Safest Barangay in Laoag City. He also Initiated the construction of the barangay multi-purpose hall on a lot given thru a deed of donation; acquired a 1,200- sq. m. lot for the barangay eco park; acquired a 1,920-sq. m. lot made as community people’s center development. On this lot stands the child development center for barangay associations; and initiated the conversion of San Mateo Elementary School to San Mateo Integrated School catering to the needs of the barangays in the eastern part of the city.

Volunteerism
As partner in barangay/school development, the city recognized Engr.  Neil C. Jose of Brgy. 18 San Quirino. He was an awardee as the regional manager for operations of the Florida Bus Company. His relentless pursuit of overcoming obstacles as exemplified by his having turned the Florida Bus Company into what it is today, despite his initial lack of knowledge in transportation business. Mr. Jose, in times of disasters and calamities and special events such as Pamulinawen Festival, and Holy Week, partners with the CDRRMC and extends his full support by providing additional communication services through radio, evacuation services by driving the Pugad Lawin Rescue Bus and donating food and water to affected families. He was awarded as regional winner and one of the five national finalists of the Search for “Idols ng TESDA 2012”; and national awardee for Gawad Kalasag Awards 2018; NGO Heroic Act Category...Pugad Lawin Philippines Inc. AFP Theater, Camp Aguinaldo Quezon City, under his leadership. Mr. Jose is the son of the late Reynaldo Agustin Jose and Mrs. Editha Clores Jose.

Community service
As senior citizens and religious concerns advocate, the city honored Alfredo E. Alba Sr. of Brgy. 7-A Nra. Sra. De Natividad. He assisted struggling young men and women to earn a degree for a brighter and stable future because he believes that if he helps a child earn his future through education, he is already helping a whole community where the child will be thriving in the future. Mr. Alba is a selfless person who gave some under privileged persons to lead modest lives by giving them the opportunity to continue their studies by paying for their complete educational needs including allowances in high school and some are up to college with his hard-earned money. He was awarded as “Sampung Ulirang Nakakatanda 2018” of Region I in connection with the Elderly Week Celebration last October, 2018.       

As an Iluko culture advocate through radio broadcast, the city recognized Imelda Collado Ortega Anderson of Barangay 38-B Mangato West. She and her husband John Leon Anderson founded GRATEFUL Heart foundation, which provides scholarship funds, donates food to malnourished schoolchildren and gives financial aid to an orphanage in the Philippines. She is the founder of Pinoy Power Honolulu Radio Program and an active leader in the community; 2009 20 Outstanding Filipinos Abroad (TOFA) Awardee by the Pinoy Global Online News and Roxane Andrea Mendoza Memorial Foundation; and arecipient of 2015 Outstanding Empowered Women Award for exemplifying dedication. Her radio station, Pinoy Power, became the number 1 Hit Filipino Radio in Hawaii. In 2015, Mrs. Anderson was also selected as one of the most influential Filipina Women in the World, Builder Category by the Filipina Women’s Network. She supports the different schools such as AMAROSA through feeding and scholarship programs and even in the Adopt-A-School Program and more. She was awarded as 2010 FWN 100 Most Influential Filipina U.S.A; UFCH Lifetime Achievement Award; 2014 Huwaran Award; 2016 Most Powerful Radio Honolulu Hale; and 2017 Global Telly Award Winner.

As a philanthropist, the city feted Remigio M. Miguelof Barangay 39 Sta Rosa. He provided funds for children’s higher education, funds for funeral expenses may it be his relatives or not. He also provided computer technical IT support to co-workers helping them become more globally competitive through the use of technology and sponsored feeding programs, recipients are residents of Brgy. Sta. Rosa, Mangato-B and Apaya, Laoag City. Mr. Miguel was awarded the Legion of Merit for 35 years of successful military service to United States Army; Annak ti Sta. Rosa Ulidan Awardee as Philanthropist; Bronze STAR Medal 7thand 12th Psychological Operations Task Force; and Meritorious Service Medal 7th and 12th; 40/40 Markmanship Award; and Afghanistan Campaign Medal.

As advocate of youth empowerment in the barangay, the city acknowledged Rene B. Paguirigan of Brgy. 49-A Darayday. He is a youth leader with his advocacy to promote highest standard of morality to the youth by giving continued formation for them to realize the importance of morality. Being a man of faith and a man of principle, he lives this in both his professional pursuits and religious engagements. As a teacher, his capabilities and profession are not just confined inside a four-walled classroom because he is also the Supreme Student Government coordinator of Grade 11 which proves him to be a staunch educator. His leadership has paved way for the improvement of the school and the community. He extends his knowledge to students by being a retreat master and recollection facilitator for 20 years. Mr. Paguirigan also received a Leadership Award 2010 and Award of Merit in 2006. He is the son of Ceferino Damo Paguirigan, and Erlinda Bunnao Paguirigan.

Order of Lam-Ang
The city government also lionized the late Laoag Mayor and Vice Mayor Michael V. Fariñas with the Order of Lam-Ang, the highest recognition award given by the city government.

The posthumous award was handed over by junior officials mayor Marvien S. Llamas and vice mayor Nathan Chane C. Dela Cruz to Laoag Mayor Chevylle V. Fariñas, former city administrator John Michael V. Farinas and Mary Michelle Louise “Mikee” V. Fariñas.

The awardees must have their exemplified outstanding achievement and accomplishment in   his/her chosen profession/career/field of endeavor or interest as evidenced by, but not limited to national or regional recognitions from reputable organization; National or Regional scope of one’s work/position/function; and Creation/ establishment / invention / development of a process, procedure, system     organizations, product    or    service in    his chosen profession/career/field of endeavor or interest.    

He/she must have also manifested a good moral and unquestioned character/integrity, as evidenced by, but not limited to Non-involvement in issue/scandals, proven or otherwise; Attestations from co-workers; superiors, subordinates as to his work ethics, personal character; and Non- involvement of cases involving moral turpitude.

They should have also displayed social and civic commitment through service-oriented projects benefiting the community that remarkably contributed to the development of the City on the activities conducted must not be a part of the ordinary conduct of his profession/work; if in case related to his/her profession/work, the same should have remarkably contributed to the welfare of Laoag City.

Should have also manifested an overwhelming ability to surpass and convert one’s weaknesses and limitations to be means of achieving success, through exhibiting Ilocano virtues like perseverance, determination resourcefulness, strong faith, handwork and humility.

Mayor Fariñas congratulated the awardees and at the same time thanked them for their continuous contributions that uplift the lives of the people of Laoag.

The Ilocos Times learned that this awards event was started during the administration of former Laoag Mayor and Rep. Rodolfo “Rudy” C. Fariñas (1st District, Ilocos Norte) to recognize Laoagueños who gave honor, distinctions and achievements for the city and the people.

The award does not only concentrate on professionals but everybody who has given contributions for the betterment of the people.

Sarrat, Ilocos Norte—Two of Adamson University Falcons’ newbies that soared high in the latest University Athletic Association of the Philippines (UAAP) Season 81 men’s volleyball tournament are from Sarrat, Ilocos Norte.

Jadewin Gudoy, 18, from Brgy. 21, Sarrat, Ilocos Norte, graduated at the Parang Elementary School. He finished his secondary education at the Sta. Rosa National High School. He is now taking-up Bachelor of Physical Education, Major in Sports and Wellness.

The other one is Marc Edsel Garcia, 18, from Brgy. 1, Sarrat, Ilocos Norte. He graduated from Sarrat North Central School, then, Sarrat National High School. He is now taking-up Bachelor of Science in Exercise and Sports, Major in Fitness and Sports Management.

The two Falcons are now official members of the collegiate men's varsity team of Adamson University. They belong to the team of the University that participated in other sports leagues such as the Fil-Oil Flying V Preseason Premier Cup, Fr. Martin's Cup, University Games, and Premier Volleyball League.

Messrs. Gudoy and Garcia are two of the must-watch idols for the Falcons as they are gaining more fans not just in their school but in the entire Philippines and world that watch them during the play.

Recently, Falcons sustained its page-turner event as they added the University of the East to its list of victims, 25-19, 25-19, 25-23, in the UAAP Season 81 men’s volleyball tournament at the Fil-Oil Flying V Centre in San Juan.

Other volleyball rivals are from Far Eastern University, which is leading the standings, University of the East, and Ateneo de Manila University, among others.

Burgos wind farm help communities by recycling garbage

Burgos, Ilocos Norte—Host communities of the largest wind power farm in this town starting to make use of their garbage wisely with proper management and constant practice.

Through the Energy Development Corporation’s (EDC) corporate social responsibility program, some barangays here, particularly Brgys, Poblacion, Nagsurot and Saoit are actively engaged in the implementation of a 10-year integrated solid waste management plan which turns solid wastes into something beneficial to the community.

In an interview last weekend, EDC’s CSR program head Deborah Melchor said an ecobricks workshop was conducted on February 22, 2019 here through the ECO brick Philippines which the Burgos wind farm has partnered to empower local communities on waste management.

The hands-on training taught villagers how to make bricks out of recycled plastic wastes.

Like in most parts of the country, Ms. Melchor said garbage problem has become a major concern in Burgos town hence, the company has decided to assist local government units (LGUs) in complying with the provisions of Republic Act 9003, or the Ecological Solid Waste Management law.

To date, the Department of Environment and Natural Resources (DENR) has been strictly monitoring this. Failure to comply could mean an administrative case against an LGU.

As a beneficiary to the project, Brgy. Poblacion chairperson Joegie Jimenez said they are grateful for having EDC as their main sponsor in carrying out activities on solid waste management.

“It takes a lot of patience, hard work and sacrifice to do it but the price is rewarding,” Mr. Jimenez said, citing some of their waste recycling products exhibited at the barangay hall are being bought and pre-ordered by balikbayans and some visitors.

For now, the Poblacion barangay under Mr. Jimenez’s watch is a model barangay on waste management.

In fact, Mr. Jimenez himself has shared the best practices of the barangay in the Liga Congress held in Baguio City recently. This was attended by 745 barangay officials from Ilocos Norte.

Aside from ecobricks-making, the EDC is also active in massive information and education campaign geared towards environment protection and management.

Ilocos Norte hosts 13th Mr. International preliminary tilt

Laoag City—The Mister International 2019 Preliminary Competition took to the ramps of the Ilocos Norte Centennial Arena on February 20, 2019.

Forty-one handsome males all over the world vied for the prestigious title for men's world, the Mister International Crown.

On their performance, they've showcased their different styles in their national costumes, swimwear, and formal wear.

Mister Australia Harrison Luna, 21, won the special award as Mister International Ilocos Norte 2019, sponsored by the Provincial Tourism Office headed by Aian Raquel.

Also gracing the occasion were Alan Sim, the owner of Mister International Pageant; Carlo Morris Galang, president of Prime Events Productions Philippines Foundation Inc.; Pawee Ventura of Missosology; and Laoag councilor Handy Lao, one of the pioneering sponsors of the event in the Philippines.

The Final round was held February 24, 2019 at One Esplanade in Pasay City, Manila, Philippines.

Unity Arc welcomes R1AA delegates

Laoag City—The newly installed Unity Arc welcomed Region 1 Athletic Association (R1AA) meet delegates in Ilocos Norte.

Provincial tourism officer Aian Raquel said the installation of the arc at the Ferdinand E. Marcos Memorial Sports Stadium symbolizes not only unity, but also the rich culture of the Ilocanos—depicting the ‘La Virgen Milagrosa de Badoc’ shrine. It has a theme: One Goal. One North!

The framework was designed by architect Allan Sonajo, an in-house builder of the provincial government. It was formed thru metal panel and its shapes are probably looks like a bow of the ship. The Arc also serves as a green structure too. It carries plants.

Mr. Raquel added that the artwork is detachable.

“It’s semi-permanent and can be dismantled and relocated. But for now, it will stay there. Hopefully even during the construction of the stadium”, Mr. Raquel affirmed.

Meanwhile, the Ilocos Norte government is moving forward in developing the Marcos Stadium and there is already an allocated budget of more than PHP1 billion pesos for its minimal renovations.

Senior Sangguniang Panlalawigan member Matthew Joseph M. Manotoc, in an interview, said, “It is indeed a long-overdue-work, the stadium is good but not the modern type of a sports center that we [Ilocanos] should enjoy. Every athlete and other individuals should be more comfortable on their stay.”

Zero dengue case in Ilocos Norte so far in 2019

LAOAG CITY—Residents here may have been doing something great to avert dengue, so far.

For the period of January up to this day, the Provincial Health Office recorded no deaths due to dengue.

Dr. Josephine Ruedas, officer-in-charge of the Provincial Health Office said the province continues to intensify its campaign to prevent dengue. Compared to previous years, she reported there were only few this year so far.

Based on records of the Department of Health’s Regional Epidemiology and Surveillance Unit and Health Emergency Management Systems (DOH-RESU-HEMS), a total of 26,042 dengue cases were monitored from January 1 to March 31 in 2018.

The regions with the highest number of cases include: Calabarzon (Region 4-A) with 4,902; National Capital Region (4,874); Central Luzon (4,482); Northern Mindanao (1,533); Central Visayas (1,487); and Western Visayas (1,482).

In Ilocos Norte, it may be recalled that deaths due to dengue last year was at 24.

In view of this, Ms. Ruedas expressed gratitude to all Ilocos residents for their continued support to the clean and green program of the provincial, municipal and village levels and ensure that no life is threatened by the dengue-carrying mosquitoes.

US Marine Forces Pacific commander visits Manila; emphasizes US-PH alliance

Manila, February 18, 2019—Lieutenant General Lewis A. Craparotta, commander of U.S. Marine Forces Pacific’s (MARFORPAC), visit to the Philippines from February 16-18, 2019 emphasized the importance of the U.S.-Philippine alliance to the Indo-Pacific region.

During his visit, Mr. Craparotta met with Armed Forces of the Philippines (AFP) Chief of Staff Gen. Benjamin Madrigal Jr. and the Commandant of the Philippine Marine Corps (PMC) General Alvin Parreño to discuss the US Marine Corps-AFP partnership.

Mr. Craparotta joined Mr. Parreño to deliver opening remarks at the US Marine Forces Pacific Marine-to-Marine Staff Talks, a bilateral exchange in which members of the US and Philippine Marine Corps discuss opportunities to increase collaboration in the future.

“These Philippine Marine Corps-MARFORPAC Marine to Marine Staff Talks promote cooperation and interoperability between our forces. As the warriors from the sea and the crisis response force, we the Marines have always been ready and responsive to address the defense and security challenges of the Pacific region,” said Mr. Parreño. “These topics also strengthen the trust and confidence that we have and promotes mutual security interests as well as contributing to global and security, peace security and stability.”

Mr. Craparotta discussed specific lines of effort outlined by former AFP Chief of Staff Gen. Carlito Galvez Jr. and U.S. Indo-Pacific Command commander Admiral Philip S. Davidson, which will frame the U.S. and Philippine Marine Corps’ exercises and activities in the future.

“This week we are here to focus on training, readiness, [and] interoperability, not just for today and 2020, but really for the future,” said Mr. Craparotta. “This is a long and lasting critical partnership for the region.”

Mr. Craparotta’s visit to the Philippines, his first since taking command of MARFORPAC in August of 2018, reaffirmed the U.S. Marine Corps’ close ties with the PMC. (US Embassy news)


BFAR urges Region I fish cage operators to harvest early

LAOAG CITY—Fish cage operators in the four provinces of Region 1 has been warned of a possible fish kill due to the effects of El Niño which is likely to occur with the onset of summer.

Lilibeth L. Signey, regional director of the Bureau of Fisheries and Aquatic Resources in Region 1 said that as part of the El Niño mitigation plan for the fisheries sector, it is better for fish cage operators to partially harvest their stock to avoid fish kill.

Ms. Signey explained El Niño may have a negative impact on aquaculture since high temperatures hasten the decay of organic matter and promote plankton bloom that could result in a fish kill.

“We advised our fish cage operators to harvest those marketable size already to prevent further losses and to command a better price,” said Ms. Signey.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) announced weak El Niño conditions are already present in the tropical Pacific.

"Climate monitoring and analyses indicate that the unusually warm sea surface which started since November 2018 is expected to become a full-blown El Niño,” the state weather bureau said in an advisory.

Earlier, representatives from the BFAR Regional Field Office based in San Fernando City, La Union led by Ms. Signey conducted a quarterly fishery industry forum at the Hotel Asuncion in this city to present various lending programs which fisherfolk may want to take advantage of to improve their livelihood.

Batac City—The Mariano Marcos State University (MMSU) thru the help of the Lions Club of San Diego, California and the City Government of Batac held a medical and optical mission at the Teatro Ilocandia on February 16, 2019.

MMSU President Dr. Shirley C. Agrupis welcomed the 14 members of the Lions Club with the University’s Seven (7) Point Agenda with a theme ACHIEVE; A - Academic Excellence; C - Creative, Relevant and Innovative Research Programs; H - High Impact and Transformative Extension and Outreach Programs; I - Improved Revenue Generation and Resource Management; E - Expanded External Linkages and Partnerships; V - Vibrant and Engaging, Culturally-Focused University Campus; E - Effective and Efficient Management.

She envisaged in her speech that after achieving those pointers, MMSU will be the premiere Philippine university by the year 2028. Mrs. Agrupis also assures the crowd, especially the patients. of the support from the university down to the grassroots in Batac City.

Laoag City vice mayor: Brgy budgets not affected by disapproved city budget

Laoag City—This city’s vice mayor and Sangguniang Panlungsod presiding officer Atty. Franklin Dante A. Respicio disclosed that the budget of the 80 barangays here will not be affected by the disapproved 2019 annual budget.

The vice mayor said this in response to Laoag councilor Shirley O. Sin’s opinion that they cannot tackle the barangay budgets until they approve or finally disapprove the city’s 2019 budget.

Mr. Respicio added that barangay budgets are deemed approved after 30 days from date of submission to the council if the councilors do not act on it.

“I will see to it that after 30 days, the presiding officer of the Sangguniang Panlungsod will be sending the necessary communications to the various barangays to convey deemed approved dagitay budgets yo,” Mr. Respicio stressed.

Reacting to this, Mrs. Sin, who is the council’s finance committee chair said: “Ay ket good a good for the barangays. Mayat met ketdi no umabot iti kasdiay tapnu saan a maibaybayag unay.”

LAOAG CITY—Hundreds of runners from various parts of Ilocos Norte and nearby provinces joined the fun run on March 9, 2019 from Camp Valentin S. Juan in this city to the town of Vintar.

Organized by the Ilocos Norte Police Provincial Office (INPPO), Police Maj. Angelito de Juan of the investigation division said the fun run aims to advocate peace in the upcoming May mid-term elections.

“This is a friendly run with our allies and the candidates. We hope that we get rid of hurting and teasing each other during the campaign,” said Mr. De Juan during the opening program at the INPPO open ground.

The event was among the activities of the INPPO and the Commission on Elections, which also led the February 7, 2019 interfaith rally and January 13, 2019 walk for unity, to promote orderly and peaceful elections.

Participated in by various multi-sectoral groups, the Philippine National Police hopes the political candidates and their supporters will uphold the integrity of the election process and to respect all laws, rules and regulations.

The police stationed in the 21 towns and two cities of Ilocos Norte are intensifying police visibility by putting up checkpoints and also reaching out to netizens to promote their day-to-day programs and activities, which include “no to vote-buying” campaign.

“Be an intelligent voter. Don’t be fooled by fake promises,” according to one of the latest Facebook posts of the Ilocos Norte police which has been liked and shared by netizens.
