Norte—The municipal government of here has conducted the second Joseph Bala
Arzadon day with a theme “Your Legacy Lives On’’ focusing on environmental
preservation via tree-planting held at Brgy. Uguis, this municipality on June 19, 2024.
Prior to the tree-planting, the municipal government conducted a
whole day celebration with a wreath-laying at the Arzadon Mausoleum followed by
the awarding of National Passers of the Seal of Good Local Governance (SGLG)
for barangays; table tennis and literary competition; bloodletting and medical mission;
and a thanksgiving mass in the evening.
Nueva Era mayor Aldrin Garvida thanked all his constituents for their
support in commemorating the third year death anniversary of former Nueva Era mayor
Joseph Bala Arzadon.

Records show that this is the third death anniversary of the
former mayor but this is only the second year that Nueva Era is celebrating the
JBA Day after the Sangguniang Panlalawigan approved on the Municipal Ordinance
No. 50 Series of 2022 declaring June 19 every year as JBA Day in the
municipality of Nueva Era.
Nueva Era vice mayor Caroline Arzadon-Garvida and daughter of the
former mayor, said the ordinance is in recognition of “the great and
significant contributions” of her father on the conservation, protection and
maintenance of environment within the municipality and the preservation and
promotion of the Indigenous People’s cultural integrity being the tribal chieftain
of the Tingguian in this municipality.
The former mayor rendered 22 years of service in the national
government under the Department of the Environment and Natural Resources (DENR)
as forester spearheading reforestation and afforestation projects in various
parts of Ilocos Norte.

The late Arzadon was a tribal chieftain of the Tingguian Tribe
for over 30 years, who promoted the preservation of culture and the protection
of ancestral domain in this municipality.
The former mayor served as mayor from 1988 to 1998; vice mayor from
2001 to 2010; Sangguniang Bayan member from 2010-2019; and one of his
advocacies was the upliftment of the economic well-being of the Nueva Eranians.
Arzadon-Garvida added that “it is deemed necessary and
appropriate to recognize” the former mayor based on his accomplishments, love,
care and his significant contributions on the conservation, protection and
maintenance of the environment, the people of Nueva Era and the entire
municipality as a whole.
Section 4 of the Ordinance states that “The Municipal Officials,
Employees, Barangay Officials, Sangguniang Kabataan, Barangay Volunteers ,
Katipunan ng Kabataan/Other Youth Organizations and other Stakeholders shall be
responsible for the tree planting activities and its maintenance”.
