Laoag City—The Philippine
Councilors League (PCL) bounded with the Taiwan Councilors Forum (TCF) and
Japan Councilors Forum (JCF) during the Asian Councils Constitution (ACF) signing
ceremony held June 8, 2024 in Tokyo, Japan.
PCL National President and Laoag councilor Handy T. Lao, who was
elected as the ACF international treasurer, said the organization aims to have
a united voice from the local legislative councils and local legislative
council associations in Asia promoting its objective through cooperation. PCL
National Chairman and Muntilupa City councilor Atty. RaulCorro was also elected as the ACF International President.
Some of the Asian group’s objectives are to promote unity and
cooperation amongst members; to be the global source of key information
regarding local legislative councils its work and function; to be the global
source of learning exchange and capacity-building supporting the establishment
and strengthening of free and autonomous local councils and their associations;
and to promote economic, social, cultural and environmental development and
service to the population based on the principles of good local governance and sustainable
development goals (SDGs).
The organization likewise promotes race and gender equality, and
to combat all forms of discrimination that are illegal with regards to
international law; promote international cooperation between local legislative
councils and their associations; and promote the twinning and partnerships as a
mean for mutual learning and friendship between peoples.
Membership of the organization consists of local councils and local
councils’ associations and they have the right to participate in the various
activities and programs of the organization and have equal access to
information, date and documentation on local legislative matters and the
activities and decisions of the organization.
The governance of the organization is executed by the General
Assembly; president; vice presidents, external and internal; secretary-general
and the treasurer.
Corro, Lao, PCL National Secretary-General Gina G. Perez, PCL
Executive Director Helario Caminero, PCL Legal General Officer Atty. Owen L.
Garcia, PCL Advocacy Chairman Atty. Elmer O. Datuin and PCL Dep. Director for
Advocacy Marlon D. Marcos represented the national league in the signing.
Representatives from the Taiwan Councilors Forum are: TCF
President Lin, Chin-Chang; Taipei City Council Liu, Tasi-Wei; New Taipei City
Council Liu, Mei-Fang; TCF Secretary General Prof. Chen, Chiu-C. Jose and
RAINBOW Co., Ltd. President Ai Ooka.
Representatives of Japan Councilors Forum are: Kanagawa
Prefectural Assembly ACFJ President Yoshiaki Matsuda; Tokyo Metropolitan
Assembly ACFJ Acting President Akiro Koiso; Komae City Council ACFJ Vice
President Yoshiyuki Kuriyama and Tokyo Metropolitan Assembly ACFJ Vice
President Yoshiro Hayasaka.
