DILG unseats Paoay mayor

Paoay, Ilocos Norte—The Department of Interior and Local Government (DILG) in Region 1 served on the morning of July 4. 2019 the dismissal order against newly elected Paoay Mayor Jessie Galano.

Mr. Galano was not in his office when Atty. Patrick Estillore, DILG Region I regional legal officer served the order signed by DILG Regional Director James Fadrilan.

Meanwhile, the DILG has directed Vice Paoay Mayor Romulo Acdal to assume as the new mayor, by the law of succession.

Pursuant to a July 1, 2019 memorandum of DILG Secretary Eduardo Año, it states that they will still enforce decision that dismissed and suspended local elective officials who ran, won and proclaimed as winners last May 13, 2019 elections.

Mr. Galano was one of them, with the DILG citing a January 31, 2018 decision from the Ombudsman, dismissing him from service. Up to now, Mr. Galano has failed to secure a favorable relief pending an appeal at the Supreme Court.

“This order is without prejudice to the outcome of any pending case in court that would give you favorable relief,” said Mr. Fadrilan in the letter addressed to Mr. Galano.

The Office of the Ombudsman ousted Mr. Galano in connection with the administrative complaint filed in 2015 by then Paoay Mayor Dolores Clemente against him when he was still the vice mayor.

The complaint alleged that then Vice Mayor Galano signed the travel order and other related documents contrary to law on the ground that only the mayor is authorized to sign and approve such travel documents.

The Ombudsman resolved the case and found him guilty of violating Republic Act No. 6713, or Code of Conduct and Ethical Standards for Public Officials and Employees, and Republic Act No. 7160 or The Local Government Code.

The dismissal order against Mr. Galano has the accessory penalties of perpetual disqualification from holding public office, cancellation of civil service eligibility and bar from taking the civil service examination.

On the same day, Mr. Acdal took his oath as the acting mayor before Judge Artemio H. Quidilia Jr. with the dismissed mayor Galano by his side. They were running mates during the last election with both of them winning.

The acting mayor said in a press conference he will take care of the office which Mr. Galano left and serve the people of Paoay with the dismissed mayor as his adviser.


5 Ilocos Norte prov’l board members bid farewell

LAOAG CITY—Five members of the Sangguniang Panlalawigan leave the halls of the Provincial Capitol session hall after the end of their terms on June 30, 2019.

Led by its presiding officer, Ilocos Norte Vice Governor Eugenio Angelo M.  Barba along with three-term board members Rogelio Balbag, Ramon Gaoat, Matthew Joseph Manotoc and Vicentito Lazo turned a bit emotional as they bid farewell to each other during the last session of the 10th Sangguniang Panlalawigan on June 24, 2019 afternoon.

During the final conduct of the 127th regular session, Mr. Barba expressed his gratitude to his colleagues, staff and supporters as he spent almost two decades of his life serving the province of Ilocos Norte as board member from 2001 to 2010 and then as vice governor from 2010 to 2019. The veteran politician looks forward to representing the second district of Ilocos Norte in Congress as he will assume his new office at the House of Representatives, Batasan Hills, Quezon City starting July 1, 2019. He also served as a former mayor of San Nicolas town prior to his election in the provincial board.

“I can’t thank you enough for helping me through the years. All of you honed me to who I am now. What we have now is a teamwork made in heaven,” said Mr. Barba in his farewell speech before members of the board, staff and media workers who cover the SP session every Monday.

For SP secretary II Cristeta Udaundo, she said among the most significant accomplishments of the 10thSP include the passage of the province’s environment code, giving incentives to investors of the province, anti-plastic and anti-littering ordinances, granting of various scholarship grants to deserving students, granting burial and medical assistance to senior citizens, ban of coal-fed power plants, institutionalization of the Capitol Express and Sustainable Development Council, children’s code and mandating private companies in the province to comply with the corporate social responsibility ordinance among others.

“Through the Sirib Young Leader Scholarship (SYLS), I have learned to wholeheartedly serve the community without expecting anything in return,” said Mark Vincent Tagalicud, one of the 84 beneficiaries of SYLS and Sirib Community Leaders Scholarship.

Mr. Tagalicud received his bachelor’s degree in Secondary Education major in Mathematics as cum laude on the 41st Commencement Exercises of the Mariano Marcos State University (MMSU) on June 7, 2019. He is a SYLS beneficiary since 2015.

As a priority program of the Ilocos Norte government, the Ilocos Norte board allocates more than PHP900 million annually for the scholarship program.

SP members Rogelio Balbag from Bangui, and Ramon Gaoat from Batac City who are both medical doctors were misty eyed as they took turns reminiscing their memorable experiences at the Sanggunian. Mr. Balbag said he is now retiring from politics while Mr. Gaoat will go back to the Sangguniang Panlungsod of Batac City where he was first honed as a lawmaker.

On the other hand, lawyer SP member Vicentito Lazo will return to the Sangguniang Panlungsod of Laoag City—not as a city councilor but to become the city council’s next presiding officer.

Senior SP member Matthew Joseph M. Manotoc also thanked everyone for the good memories as he is now preparing to take over his new post as governor of the province.

“I won’t be leaving as I will just be around and will continue to be reachable to everyone,” Mr. Manotoc assured.

The newly-elected provincial and municipal officials of the province took their oath of office at 8:00 am on June 29, 2019 at the President Ferdinand E. Marcos Monument in Batac City.

Currimao, Ilocos Norte—This coastal town in southern Ilocos Norte voted for change in the recent May elections; in the process defeating a dynasty that began 31 years ago.

New Currimao Mayor Edward “Boyet” T. Quilala took his oath on June 28, 2019 before Ilocos Norte Regional Trial Court (RTC) Executive Judge Francisco R.D. Quilala, his relative.

In his inaugural address, Mr. Quilala said he wants to institute reforms and progress in Currimao because it is “my humble dream and part of my vision. I’ll try my best to fulfill this within three years.”

In asking the support and sympathy of the people, Mr. Quilala quoted part of one of the speeches of President Rodrigo Duterte who said that “no leader, however strong, can succeed at anything of significance unless he has the support and cooperation of the people he is tasked to lead and sworn to serve.”

The new mayor said that in order to reap the fruit of progress [in Currimao], there should be reconciliation and unity because “it no longer matters whether you voted [for] me or not.”

“As your new mayor, I humbly open my heart for reconciliation and want to reach out your arms for unity,” he said, while praising the good accomplishments of his predecessor.

In an interview, Mr. Quilala said he will tap the rich resources of Currimao and develop them as a potential tourism hub. Foremost of these are the seashores of the town that are considered best and the safest places of recreation in the province.

The mayor said that his first agenda is to develop the town’s rich resources “so that they will serve as sustainable livelihood for our people. I urge you to safeguard our seas and mountains, and nurture our forest and rivers, and fortify them,” he said.

Edward is the son of Cirilo M. Quilala, who served as Currimao mayor from 1965 to 1986. When local elections were held in 1988 after the transition to a new constitution during the Aquino presidency, Wilbur Go was elected as mayor, with family members taking turns in succeeding him from office for 31 years.

New vice mayor, 5 councilors nixes joint inauguration
New Currimao Vice Mayor Sandra T. Cabreros and her party mates who won in the Sangguniang Bayan race during the May 13 elections: Charles Anthony Lazo, Jaylord Fernando, Loreto Vidad, Margarita Allado, and Isabelo Aglipay Jr. refused to join Mr. Quilala on his scheduled inauguration.

The six Currimao officials all ran under former Currimao Mayor Gladys Go-Cue.

Only three Currimao councilors were present in the oath-taking ceremony that was held at the ground lobby of the municipal hall. They were Mark Louie Aglipay and Reuben Silao, the new mayor’s party-mates; and Elmer Reyno, an independent candidate.

“I don’t know [the reason] why they didn’t come despite of an invitation issued to them,” said former Currimao councilor and Mr. Quilala’s vice mayoralty candidate Kent Raguindin, adding that if could have been better if they joined the mayor in the inauguration ceremonies.

Few observers that were present during the event said that maybe the group wants a separate inauguration ceremony later, but majority of those present thought otherwise.

“Bitterness has no room for this new administration,” said one senior citizen who asked not to be identified, adding that it is now time for the people to unite for the progress of Currimao.

Laoag City—New Laoag Mayor Michael M. Keon formally assumed the city’s chief executive post on the noon of June 30, 2019, replacing former two-term Mayor Chevylle V. Fariñas.

On July 1, 2019, Mr. Keon attended the Monday flag-raising at the city hall and delivered his first speech as mayor to city hall officials, employees and several Sangguniang Panlungsod members led by Laoag Vice Mayor and council presiding officer Vicentito M. Lazo.

In his speech, Mr. Keon said it was a “good fight” between “Team Marcos” and the Fariñas clan in the May midterm elections. He then stressed that “politics is over” and that he understands that in a democracy, city hall employees have the right to choose who they want to vote for.

He, however, disclosed that some city hall employees committed what he described as “malicious and hostile” acts during the campaign period.

“Acts done with the intention of hurting, blocking and hindering ‘Team Marcos’. This is not acceptable,” the new Laoag mayor said.

He also said that he knew that most of Laoag’s barangay chairpersons supported Mrs. Fariñas’ candidacy, “ngem kas met kadagitay city employees adu met dagiti nasobra-an na iti garaw da ket saanen nainkalintegan dagitoy”.

In view of this, he said he will sit down with the barangay chairpersons and other barangay officials to thresh out the issues.

Siyak tay tao a saan a manag selos ken saan a managmula iti sakit iti nakem. I always give credit where credit is due. I know and I acknowledge that the Fariñas family have done good things in the approximately 45 years off and on that they have held power in Laoag City,” he noted.

He also promised that all programs and projects that benefitted the people of Laoag will continue; while he will stop others that are not beneficial to the people.

He also stressed he will start to realize all of his campaign promises in his first 100 days in office. He cited the clearing of the Laoag City General Hospital and the Laoag City Commercial Center as among his main focus.

In line with this, he appealed to all city hall department heads and employees to work with him with patience and cooperation; though he said he feels that some city hall employees are afraid of the new administration.

Mr. Keon also mentioned that will reach out to the city’s different sectors and start a dialogue with them before he implements policies, programs and projects.

“Real change does not happen overnight. The creation of new Laoag cannot be hurried. There is a need to study, analyze and review before implementation,” he explained. 

The new Laoag mayor also promised that the city government will support the programs and activities of new Ilocos Norte Governor Mathew Joseph M. Manotoc.

Likewise, he said he is also looking forward to working with the Sanggunian headed by Mr. Lazo; he added that he this includes those who did not run under his banner.

All the city hall and national agencies employees paid their respective courtesy calls to the mayor during his first day in office.

Turnover
Meanwhile, City interior and local government officer Janet Duarte announced that there was a smooth flow of transition of documents from the different department offices to the new administration.

The formal turnover was held on June 20, 2019 with some of the department heads personally turning over important documents to the new Laoag mayor.

The said documents include the Governance Assessment Report (CY2018); COA report (2018); contracts and loan agreements; comprehensive development plan; Local Development Investment Plan; Annual Investment Plan, Comprehensive Land Use or Physical Framework Plan; and more.

In addition to the documents were the Full Disclosure Policy documents such as Annual Budget for 2019; Statement of Debt Service of 2018; Statement of Receipts and Expenditures of 2018; Annual Procurement Plan for 2019; and many others.

Ms. Duarte said documents pertaining to the inventory of immovable properties and movable properties are next.

Ocular inspection
After the turnover of documents, Messrs. Keon and Lazo with some of the elected Team Marcos councilors went on an ocular inspection of the LCGH, LCCC, the engineering office, evacuation center, DPS, Slaughterhouse, central terminal and others.

After the inspection, The Ilocos Times learned that the mayor will create an inventory task force for the said edifices.

The new mayor also took the chance to visit all the offices at the city hall building.

MMSU holds 1st College of Medicine graduation

Batac City—The Mariano Marcos State University’s (MMSU) College of Medicine in Batac made history as they held their first-ever commencement exercises for their Doctor of Medicine course on June 24 at the MMSU Teatro IIocandia.

MMSU President Dr. Shirley C. Agrupis proudly announced that their “collective hopes and dreams has resulted in establishing the first medical school in Ilocos Norte”.

“A dream that came true because of the efforts of countless men and women who did not only share vision but also translated vision into action,” Dr. Agrupis added.

Among these visionaries, Dr. Agrupis singled out the man who laid the cornerstone for the MMSU College of Medicine.

She identified the man as Professional Regulation Commission (PRC) Commissioner Jose Y. Cueto Jr., MD, the founding Dean of the MMSU College of Medicine from 2015 until 2017.

Dr. Cueto was instrumental in setting up the college and in designing the curriculum and securing the recognition from the Commission of Higher Education (CHED), in training the college’s faculty and to the admission of students and delivery of instruction.

Dr. Agrupis said “it was not an easy task establishing and starting a college but it was nevertheless a task that Dr. Cueto dedicatedly completed”.

In 2017, Dr. Cueto resigned as he was appointed as PRC Commissioner yet, he “continuously provided technical advices, guidance and inspiration to the university particularly in the College of Medicine”.

The MMSU president personally thanked Dr. Cueto for gracing the commencement exercises as the guest of honor and speaker; and more importantly for his invaluable contributions to MMSU most certainly to the 14 pioneer graduates. 

Dr. Cueto, in his speech likewise thanked all his partners for without them, he stressed, the MMSU College of Medicine would not have existed.

Dr. Cueto told the story the difficulties of establishing the college, which started in the term of former MMSU President Dr. Miriam E. Pascua in 2014.

In 2015, the college started to operate and Dr. Cueto once again face another difficulty in the screening and admissions.

As a result of the rigid screening, the college admitted 18 students, and 14 of them passed and completed the Doctor of Medicine course.

With this turn out, Dr. Cueto said he is proud of the result with the 14 passing all the difficulties in the College of Medicine.

Dr. Cueto congratulated all the 14 graduates saying he has high hopes all of them will become successful doctors in the future.

Delos Santos-Lucero of Laoag City; Kendrick Kevin C. Macalma of Paoay, Ilocos Norte; Jun Carlos R. Maruquin of Vintar, Ilocos Norte; Lindfonn Eunice F. Querubin of Quezon City; Jaymee V. Batac celebrates 12th Charter Day

Batac City—In celebration of the 12thanniversary of its cityhood, this city’s officials headed by Batac Mayor Albert D. Chua led the blessing and inauguration of government-owned buildings funded by the city government.

The celebration kicked off with a mass held at Immaculate Concepcion Parish Church and followed immediately by the blessing and inauguration of the P5-million City Prosecutors Office Building; Stimulation and Therapeutic Activity Center (STAC) at Brgy. San Julian; and Bamboo Crop Center and Sweet Potato/Corn Processing Center at Brgy. Mabaleng, this city. 

Mr. Chua announced that Batac is “very lucky” as it is only one of the five local government units in the province that has a STAC center.

STAC centers help persons with disabilities (PWDs) from ages 0-14 years and provides physical and behavioral therapy.

Batac also inaugurated the newly constructed community center at Brgy. Ricarte followed shortly by groundbreaking ceremonies for community centers at Brgys. Tabug, Camandingan, Parangopong, San Pedro and Baoa West.

The mayor said they plan to put up 10 mote barangay community centers with the groundbreaking scheduled for July, 2019.

He stressed that the election ban, which only ended in June, delayed the awarding of projects for the 10 community centers.

He added that funding for all the said projects came from the city government’s development fund and general fund.

Meanwhile, the reelected Batac mayor thanked the “Almighty for giving another year with lots of blessings for the city of Batac and the Batacqueños as well, as they celebrated their 12th Charter Day”.

Batac officially became a city in 2007 during the term of the late former Batac mayor Jesus Nalupta Sr.

32 PDL graduate through ALS

Laoag City—32 persons deprived of liberty (PDL) currently detained at the Laoag City Jail recently graduated through the Alternative Learning System (ALS) of the Department of Education (DepED).

The graduates—five from elementary and 27 from secondary level—officially received their certificates of completion on July 2, 2019 at the BJMP-Laoag court from Laoag City Schools Division Superintendent Dr. Joel Lopez.

In his speech, Dr. Lopez said the graduates’ accomplishments have inspired him.

“‘PDL’ means deprived of liberty but I would like to stress that you are deprived of just the physical liberty but you cannot deprive the liberty of the soul,” Dr. Lopez said.

He added that there are reasons in all things that happen in life.

“Nagradwar kayo ngata no awan kayo ditoy [BJMP],” Dr. Lopez later kidded the graduates.

DepEd’s ALS aims to improve the socio-economic status of the out-of-school youths (OSYs) and the poor by enhancing their basic educational capability through functional education and literacy, and continuing education programs which enable them to become more self-reliant and more effective.

Florentino Camaquin Integrated School master teacher II Mrs. Carlota A. Acacio also congratulated all the PDL graduates.

Mrs. Acacio, who served as guest of honor and speaker, said the graduates are “very lucky considering that despite they are inside the jail, they had still the wisdom to pursue their studies”.

Mrs. Acacio also saluted the BJMP Laoag headed by officer-in-charge J/Sr. Insp. Frederick Pang-ag for a “job well done in giving importance to the PDLs’ education.

She also urged these graduates to continue studies to college upon their release from jail as she stressed that education is a continuous process without age limit.

Graduates Joshua T. Patoc and Remarton A. Ocampo also gave their words of gratitude.

Messrs. Patoc and Ocampo thanked their parents and families for their support despite of their present situation.

Likewise, they also thanked the DepEd for this program and Mr. Pang-ag for allowing them to enroll in ALS to finish their studies.

Mr. Pang-ag likewise congratulated the graduates as he hopes this will serve as a challenge to the others to study well as enrollees of ALS in this community are increasing.

He added that despite the graduate’s present situation, they never gave up. Instead, these motivated them to become a better person in the future.

Mr. Pang-ag believes that the graduate’s strong determination would lead them to reach their goals in life.

Kahit nandito kayo sa loob ng komunidad na ito, naipakita niyo pa rin ang mga tungkulin ninyo para sa inyo, sa mga mahal niyo sa buhay, at higit sa lahat para sa komunidad patungo sa pagbabago,” Mr. Pang-ag stressed.

The graduates’ families also witnessed their graduation exercises.

Meanwhile Mr. Lopez also lauded the PDL choir for their performance during the event. He said the Laoag DepEd is willing to help them perform for a larger crowd for a mini-concert.

BJMP-Laoag currently houses 249 PDLs.

BWD, Prime Water breaks ground for pipelaying in Batac

Batac City—The Batac Water District (BWD) in partnership with Prime Water Corporation (PWC) has successfully conducted a groundbreaking ceremony for their pipe laying activity on June 6, 2019.

BWD general manager Maria Dona Sagun said this new project is the start of the BWD’s “new journey”.

Ms. Sagun hopes that this project will give the city’ water concessionaires better services with the help of Prime Water as its new partner.

The pipe laying along Brgys. Lacub, Caunayan and Callaguip is the first scheduled project of BWD and PWC this year; next up is the construction of 100 cubic meters reservoir tank at Brgy. Baay. this city.

Ms. Sagun also hopes the Baay reservoir tank, which is one of BWD’s priority projects will solve the low-pressure along elevated areas starting February next year.  

The first project starts with a 2.1-kilometer PVC pipeline that will replace asbestos pipelines along the Manila North Road and inside the city proper.

The project is expected to be completed in 182 calendar days.

Ms. Sagun announced that BWD is first water district in Ilocos Norte which has an approved Water Safety Plan pursuant to administrative order of the Department of Health (DOH).

To comply with the said plan, BWD plans to replace all asbestos concrete pipelines in this city. The said pipelines are also the cause of non-revenue water leakages for BWD.

The asbestos concrete pipelines will be replaced with a PVC 6-inch diameter pipes. The replacement will save BWDs 30 to 50 percent water loss. The said water loss can cater for at least 1,000 households or 5,000 persons.

For the first year, Ms. Sagun promised there will be no water rate increase. In fact, she said water rates even decreased because Prime Water shouldered the franchise tax.

But for the next year, a rate increase is expected as water concessionaires will then shoulder the 12 percent value-added tax of the total water bill. 

The Ilocos Times learned that the joint ventures between the BWD and PWC is for 25 years.

PWC branch manager Joseph Sta. Barbara hopes that this project will solve BWD’s water loss problems.

Mr. Sta. Barbara said this will become an additional water source for at least 1,000 households, which he considers as improvement for future projects.

Batac Mayor Albert D. Chua, meanwhile, expressed his gratitude with the proposed improvement of potable water sources in this city.

Mr. Chua personally thanked BWD and PWC for helping attain the city’s vision and mission in terms of providing and improving the lives of the people of Batac.

He hopes that other agencies, including the Dept. of Public Works Highways and the city government as well, will help in avoiding accidents involving the city’s water pipeline system.

He added that the city government “will always be at their side for the betterment and progress of every Batacqueño”.

DPWH-INED 2 district engineer Mathias Malenab also expressed his full support in giving permits for excavation the BWD and PWC need for their projects.

Mr. Malenab said that the DPWH-INED 2 has no road widening this year in Batac, so the project implementors does not have to worry about pipe laying along the Manila North Road.

Meanwhile, Mr. Barbara earlier addressed the low water pressure at Brgy. 1 in Laoag City citing this is due to leaks and power interruptions.

Prime Water is also in a partnership with the Ilocos Norte Water District, which supplies water to the province’s capital city.

The Prime Water branch manager explained that only six of the eight deep wells at Brgy. 29, Laoag City have their own generator sets.

To solve this, he said they will purchase additional power generator sets so they will have a back-up option in times of power outages and not be solely reliant on power from the Ilocos Norte Electric Cooperative.

The Brgy. 29 deep wells primarily supply water in Laoag.

In addition to this, Mr. Barbara also said Prime Water and INWD suffer an estimated 50 percent system loss due to leaks in Laoag City.

He specified that the systems loss are primarily pipeline leaks and illegal connections.

To remedy this, Mr. Barbara requested the formation of a leak detection team for the entire city.

Mr. Sta Barbara also admitted that water supplied to Brgy. Balatong, also in Laoag City may have sand mixed with it.

He explained that the water supply for the said barangay is sourced from a deep well at Brgy. Suba in Paoay, Ilocos Norte.

Mr. Barbara said they will replace existing water pipes along the Airport Road with bigger pipes to also supply water to Brgy. Balatong.

He then asked for patience from their concessionaires as the ongoing pipe replacement projects are mostly located along major roads.

He said they will complete the project at the end of this year or early next year at the latest.


BJMP Batac monitors 3 PDLs with TB

Batac City—Jail officials here are closely monitoring three persons deprived of liberty (PDL) who are currently suffering from tuberculosis (TB).

Jail Sr. Insp. Antonio Sapaden said they have isolated the three PDLs in their infirmary’s isolation room.

Health professionals diagnosed the said PDLs last April and the City Health Office here are medicating them for free.

The TB patients are facing illegal drugs and murder cases.

Mr. Sapaden reported that there are no other communicable diseases in their jail except for tuberculosis cases.

He thanked the BJMP regional office and the city health office for providing the medicines to the detainees.

As of press time, the city jail currently has population of 211; nine females and 202 males.

Mr. Sapaden hopes that they can soon use the newly completed expansion.

He said the expansion building still needs a power transformer as well as the completion of its perimeter fence.

He disclosed that they will soon again request these needs from the city government here.

LAOAG CITY—Hundreds of job offerings here and abroad are for up grabs again this month courtesy of overseas, local companies and national government agencies who are in need of additional workforce.

Anne Marie Lizette B. Atuan, manager of the Provincial Employment Service Office (PESO) under the Ilocos Norte government announced the job fair set on June 22, 2019 at a San Nicolas mall’s Activity Center is meant for fresh graduates for the school year 2018-2019 who wish to apply for employment immediately.

“There are thousands of jobs being offered and we welcome our new graduates to apply for their dream job,” said Ms. Atuan.

On May 1, 2019 around 50 local and overseas companies joined the Labor Day job fair where they hired close to 300 people on the spot after prospective employers interviewed them.

Owing to the continuing job fair programs, the PESO claims unemployment rate in Ilocos Norte continues to decrease, making the province the “least poor” province in Ilocos region.

PESO also encourages job applicants to visit and register at the Ilocos Norte government’s online job portal and PESO Ilocos Norte Facebook page to check on featured jobs available.

Aside from organizing regular job fairs, the PESO also conducts employment and career counseling, anti-illegal recruitment seminars, and other measures to ensure equitable jobs for all.

LAOAG CITY—With the onset of the rainy season, rice farmers here have started plowing their fields while the Provincial Disaster Risk Reduction Management and Resiliency Council (PDRRMRC) are now gearing up to ensure zero casualty during any calamity.

Marcel Tabije, head of the Provincial Resiliency Office said the province is currently leading an information dissemination drive to city and municipal disaster risk reduction management officers regarding the onset of the rainy and typhoon season.

“Aside from constantly monitoring our weather, we are also in close coordination with our community officials to monitor our flood prone areas, landslide prone areas, and storm surge risk areas in coastal municipalities,” said Mr. Tabije.

Since June 12, 2019, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said southwest monsoon is affecting the western section of Luzon.

As a result, the public is advised to take precautionary measures as the Ilocos region will experience cloudy skies with scattered rains and thunderstorms. Flash floods or landslides during severe thunderstorms are also expected.

As part of PDRRMRC’s disaster prevention and mitigation, the council has already prepositioned equipment for use in times of calamity, such as ambulance, dump trucks, and rubber boats, including relief goods, food packs, and medical supplies.

The council is also visiting various parts of the province to ensure all evacuation centers and its facilities are ready and available.

On September 2018, typhoon “Ompong” heavily devastated Ilocos Norte with estimated damages of more than PHP4 billion mostly in infrastructure and agriculture.

Fortunately, the province managed to maintain zero casualty as the PDRRMC through the help of barangay health workers conducted regular monitoring on the health conditions of senior citizens, persons with disabilities, and pregnant women who are most vulnerable during typhoon.

Disaster management officials are also urging livestock owners to be vigilant during heavy rains and make sure they bring their animals to designated animal shelters in their respective villages.

DPWH-INED II: No damages from ‘Falcon’

San Nicolas, Ilocos Norte—The Department of Public Works and Highways (DPWH) second engineering district reported that there was no damage caused by tropical storm Falcon [international name Danas] which passed by Northern Luzon from July 16 to 17, 2019.

DPWH-INED II assistant district engineer James Ferer said the Manila North Road (MNR) particularly at the Ilocos Norte’s second district was passable without any damages from the tropical storm.

Though Mr. Ferer admitted that there was an increase in the level of water brought by heavy rains but this did not affect any infrastructure or major projects of the DPWH second engineering district.

During the height of the typhoon, Mr. Ferer along with district engineer Mathias Malenab and their project engineers visited the DPWH projects especially the flood control projects and observed that the typhoon’s effects were manageable.

The said project engineers were also advised to coordinate with the contractors to closely monitor the projects.

Mr. Ferer disclosed that some parts of Ilocos Norte were reported as flooded which is the reason for the continuing construction of dikes that will soon be connected in all the rivers here in the province.

“But for the meantime may mga sections na ginagawan pa rin at kapag buo na yan, magiging wala ng problema sa flooding,” Mr. Ferer said.

Relative to road projects, the DPWH also advised contractors to closely monitor their respective projects and to provide adequate warning signs placed at proper locations to inform, guide and warn motorists especially during night time.

He also announced that heavy equipment including DPWH personnel were on standby during the typhoon in case of emergency or assistance as augmentation force.

Relative to this, acting San Nicolas Mayor Edistio P. Valdez suspended the classes for elementary and secondary on July 17, 2019 due inclement weather.

On July 18, he again suspended classes in all levels due to the stormy weather caused by a low-pressure area (LPA) and the southwest monsoon.

Nueva Era, Ilocos Norte—The first of its kind.

Nueva Era elected officials led by Mayor Atty. Aldrin Garvida and Vice Mayor Caroline Arzadon-Garvida along with the members of the Sanggunian Bayan took their oaths of office in all of this town’s 11 barangays.

The oathtaking took three days—from July 1 to 3, 2019—with the barangays’ respective chairpersons administering the oath.

The final oathtaking took place at Brgy. Poblacion, here on July 3, 2019.

Mr. Garvida explained that their group decided on the move as a way of thanking their townmates for their trust and for all of them to personally witness the oathtaking ceremony.

The new set of elected officials assumed office on June 30, 2019, and officially began their first day of work on July 1, 2019.

In this town, a mass marked their first day of office, followed by a turnover ceremony between the Garvida couple, who swapped positions after the midterm elections.

On the same day, town officials also launched the municipal government’s scholarship program dubbed “ADAL”, or “Arapaap Dagiti Agtutobo a Laing”. The program gives all senior high school students a PHP2,500 stipend each.

The same program also distributes stipends to college students—PHP3,000 for first year; PHP3,500 for second year; PHP4,000 for third year; and PHP4,500 for fourth year.

Those who graduate with honors beginning with cum laude is also set to receive an additional PHP5,000 incentive.

Mr. Garvida explained that they designed their new scholarship program with the goal of having at least one professional in every family here.

He added that he will work to institutionalize this program for it to continue onward regardless of who sits as town mayor.

Taxis in Ilocos excite commuters

LAOAG CITY—Commuters that often travel out of the province are excited with the announcement of taxis that will soon serve the Ilocos Region.

In support of the Public Utility Vehicle Modernization Program of the Duterte administration, the Land Transportation Franchising and Regulatory Board announced the opening of taxi franchise in Ilocos region.

The LTFRB will initially open 75 franchises for the provinces of Ilocos Norte, Ilocos Sur, La Union and Pangasinan.

For an overseas Filipino worker from Burgos, Ilocos Norte, Alma Gaoiran said this is a good development among Ilocos residents especially those who have no private vehicles like her to fetch her when arriving at the Laoag International Airport.

“The presence of taxi in Ilocos is interesting. It’s more convenient for us commuters when we need to catch up a flight or when we go to farther destination,” said Ms. Gaoiran who narrated the inconvenience of riding a tricycle from the Laoag airport to the city proper and then wait for almost half an hour for a public utility jeepney or bus to bring her home to Burgos, which is approximately an hour ride from downtown Laoag.

On July 12, 2019, the LTFRB Region 1 launched a road show presenting a number of modernized vehicles which include bus, van and taxi units along the national highway which will soon serve commuters in the region.

According to LTFRB Region I Director Nasrudin Talipasan, this is the first time that a taxi will operate in the region to improve its public transport system.

Pursuant to the Department of Transportation’s vehicle modernization program, the additional taxi franchise is in support of the flagship program of the Duterte administration which envisions a restructured, modern, well-managed and environmentally sustainable transport sector where drivers and operators have stable, sufficient and dignified livelihoods while commuters get to their destinations quickly, safely and comfortably.

Several cooperative members in Ilocos Norte however expressed dismay about the latest development as they claimed the LTFRB has not considered their reservation for taxi franchise application.

“We reserved 15 slots with the LTFRB but we just learned a cooperative from Ilocos Sur with members from Laoag took our reserved slots,” said a van-for-rent operator in Laoag also on July 12, 2019.

According to the LTFRB, the modernization program is a comprehensive system reform that will entirely change the public land transportation industry. It features a regulatory reform and sets new guidelines for the issuance of franchise for road based public transport services. It devolved the function of route planning to the local government units as they are more versed in the terrain and passenger demand within their respective territorial jurisdiction.

Under the program, local government units are required to submit their own Local Public Transport Plan (LPTRP) as a pre-requisite for the opening of PUV franchises within their jurisdiction.

The LTFRB will also conduct studies on route rationalization studies to determine the appropriate mode, quantity and service characteristics of the public transport service in each corridor which will make the routes more responsive to passenger demand and ensure that the hierarchy of roads and modes of transportation are followed.


INPPO: Ilocos Norte ‘generally peaceful’ in 1st half of 2019

Laoag City—Updating peace and order status in the province, the Ilocos Norte Provincial Police Office (INPPO) reported that Ilocos Norte was “generally peaceful” during the second quarter joint meeting of the Provincial Peace and Order Council (PPOC) and the Provincial Anti-Drug Abuse Council (PADAC) held at the Sangguniang Panlalawigan Session Hall on June 21, 2019.

Provincial Police Director, P/Sr. Supt. Cesar Pasiwen, further rated the conduct of the previous midterm polls as “generally peaceful.”

According to Mr. Pasiwen, on May 13, 3019, 900 police officials were stationed in voting centers to ensure the peaceful and orderly conduct of the elections. 

However, minor election violation cases were recorded, particularly, the violation of liquor ban in Laoag City, and in the municipalities of Nueva Era, Piddig, and San Nicolas.

Under the special events security management, INPPO proudly shared that the “zero crime against tourists” status is consistent over the past six months. Moreover, Ilocos Norte continues to be insurgency-free for seven years now.

Despite peace and order measures, crime volume from January 1 to June 15 this year has increased by 11% compared to the data from last year. There is a 17% increase in non-index crime while data for index crime dropped by 32%. Index crimes involves crimes against person such as murder, homicide, physical injury, and rape, and crimes against property such as robbery, theft, and carnapping/carjacking.

Relevant to frequent road accidents being reported in previous months, vehicular or traffic accidents increased by 31%. Cited causes are drunk driving, human error, lack of skills, and lack of road signages, among others. 

Meanwhile, the drug clearing operations conducted from January to May, PADAC has cleared 286 barangays out of the 522 affected barangays. During the operations, 28 drug personalities and five high-value targets were arrested.

PADAC declared Ilocos Norte as 100% “drug-cleared” last March, however, roughly 239 barangays are still under validation of the Philippine Drug Enforcement Agency (PDEA).  (Blessing Angel V. Agliam)

Batac council commends previous members

Batac City—The Sangguniang Panlungsod here unanimously approved a resolution commending all previous members who either termed out or lost in the recent midterm elections.

The council will give certificate of commendations to their previous members, led by former Batac Vice Mayor Jeffrey Jubal Nalupta.

Batac councilor Bismark Angelo A. Quidang, who sponsored the measure, said the previous members deserve the commendation.

“Ta mamati-ak a nagkaadu iti naitulong da iti siyudad iti Batac ket kasapulan met nga ipakita mi iti pinagyaman mi kadakwada aglalo ket daytoy compositionmi ita ket nagkaadu iti kabbaro including dagitay nagsubli a padak,” Mr. Quidang said.

Of the current council members, only councilors Jaime Tanagon, Bernardo Marders and Macarthur Aguinaldo were reelected. Other members of the previous council either served out their three-term limit or lost in the midterm elections.

The new council members are councilors Kitchel Jomarie Pungtilan, Giancarlo Angelo Crisostomo and Christopher B. Lagmay; while the returning members are councilors Lucky Bunye, Eugenia Violeta Nalupta, Ramon Gaoat and Bismark Quidang, all of them previously served for three straight terms.

Those set to receive commendations are former councilors Avelard Ibarra Crisostomo, Elmer Pungtilan and Medeldorf Gaoat who all served three straight terms. Councilors Gwynet Quidang, Mary Coleen Cajigal, Joel Garcia and Jed Nalupta, meanwhile did not complete three terms. Mr. Nalupta, for his part ran for his previous post in the May elections and lost to incumbent Batac Mayor Albert D. Chua.

Mr. Quidang said previous councils also passed a similar resolution commending former councilors.

2 Laoag City scrap buyers hurt in shooting incident

LAOAG CITY—Two scrap buyers from this city were hurt from a shooting incident on June 16, 2019 near the city’s dumpsite.

The victims were identified as Wilmer Tabillas Domingo, 39 years old and Robin Acidera Morgado, 36 years old. Both are residents of Barangay 29 in this city.

Police reports said that around 10:30 am, the victims were going out of the dumpsite after dumping their garbage. Several minutes when they were already outside the dumpsite riding on an improvised tricycle, they spotted two unidentified suspects and one of them fired a gun at them.

The victims tried to flee but the perpetrators followed them and fired once more which caused them to stop suddenly. The suspects escaped towards the road going to Vintar, Ilocos Norte.

The Laoag police station received the information and immediately responded to the crime scene and launched an entrapment operation against the suspects.

Messrs. Domingo and Morgado were rushed to the Governor Roque B. Ablan, Sr. Memorial Hospital for treatment.

The police’s scene of the crime operation (SOCO) unit recovered four fired cartridge cases and one fired bullet in the crime scene. They still need to verify the gun used through a ballistic examination of the bullets they found at the scene.

The Laoag police is looking for possible CCTV footage near or around the crime scene.

LAOAG CITY—Police Lt. Col Amador Briones Quiocho, a long-time company commander of the then Ilocos Norte Provincial Public Safety now called the 1st Provincial Mobile Force Company (PMFC) has assumed as the new acting chief of police of the Laoag police station effective July 16, 2019.

Born and raised in Caoayan, Ilocos Sur, the 52-year-old Mr. Quiocho, now a resident of Barangay 1, in this city first served as the chief of police of the Badoc Municipal Station in 2010 before he rose from the ranks as duty officer of the Ilocos Norte Police Provincial Office then as officer-in-charge of the Dingras police station in 2011. He also earned a doctorate degree in public administration at the Lyceum Northwestern University in Dagupan City in 2014.

In a simple turn-over ceremony held at the Laoag City police station, Mr. Quiocho replaced outgoing officer-in-charge, Lt. Col Mar Louise Bundoc who switched position with Mr. Quiocho, the outgoing Force Commander of the 1st Provincial Mobile Force Company in the province, a position he held from 2011 to 2019.

Attended by Ilocos Norte Governor Matthew Joseph M. Manotoc and Laoag Mayor Michael M. Keon, the event was led by police provincial director Col. Cesar Pasiwen of the INPPO.

Mr. Quiocho, in accepting his new post, vowed to continue the current programs of the Philippine National Police particularly on the government’s war against prohibited drugs, illegal gambling and other anti-criminality operations.

But to carry out the mission, he noted the need to install high definition closed-circuit television along street corners and to modernized police facilities.

As a runner himself, he also expressed his desire to integrate health and wellness among the Laoag police.

As he envisions for a world class police force working in harmony with the plans and programs of the Laoag government, Mr. Quiocho told the Laoag PNP personnel to undergo lots of trainings be it in local and international levels.

Meanwhile, Mr. Keon lauded Mr. Bundoc for “doing a good job” during his six-month term as acting police chief of Laoag.

The legendary sports czar who was a former director of the Gintong Alay program during the term of former President Ferdinand Marcos has invited the Laoag police to join him at least once a month in a five-kilometer run along Rizal street to the city’s bypass road.

“This is to show that Laoag is a place for healthy and strong fit police force,” Mr. Keon said adding, “The law enforcement has a bright future with the all-out support both from local and national levels.”

For his part, Mr. Bundoc thanked officials and the people of Laoag for their support to the police community and for making the city generally peaceful.
