Laoag City-City councilor James Bryan Alcid promised to give PHP100,000 as token cash incentives to all the 200 participating Laoag students in the recently conducted Regional Schools Press Conference (RSPC) held in Dagupan City recently.

Alcid made the promise during a regular session of the Sangguniang Panlungsod wherein it was reported that the DepEd Laoag Division has demonstrated outstanding performance during the RSPC emerging as the overall champion in the elementary level and first runner-up in the overall result of the event, further showcasing the talent, hard work, and dedication of both the students and the coaches of the division.

Based on the report, Alcid said arrived at this decision as he was unable to provide any support to the students as they have left for the RSPC when he planned to give a donation.

Ket gapu ngarud ta naipadanun ditoy Sangguniang Panlungsod ken nakalagipak daydi saan ko a naikamakam a naited, I might as well give it now through cash incentives [to] both winners and non-winners wennu isuda amin a nakipagpartisipar in the amount of PHP100,000,” Alcid said.

Aside for this, Alcid likewise promised to give another cash incentives to those who qualified for the National Schools Press Conference (NSPC).

Isu a nasken a tungpalek iti naikri kadakuada  ta ngamin ammuk met iti rigat dagiti ubbing ta ngamin mahilig met iti journalism dagiti annak ko isu nga I’m fond of supporting these kids ket ammuk met personally iti rikna iti awan funding na no kastoy a mapan dagiti ubbing maki-compete,” he added.

As for the awarding of the cash incentives, Alcid said it would depend on the committee on education where to distribute because of their large number.

Relative to this, Laoag councilor and chairman of the committee on education John Michael Fariñas passed a resolution commending the Schools Division Office of Laoag City for being the overall champion in the elementary level and first runner-up in the overall results at the 2025 Regional Schools Press Conference (RSPC), held in Dagupan City, Pangasinan

The Regional Schools Press Conference (RSPC) is a competition in the Philippines that brings together student journalists from different divisions within a region and serves as the qualifying round for the National Schools Press Conference (NSPC) and is organized by the Department of Education (DepEd).

Fariñas said the 2025 RSPC held from Feb. 10-14, 2025, in Dagupan City, Region 1, is a prestigious event that aims to promote excellence in school journalism among the youth in the region, providing them with opportunities to showcase their talents in various fields of writing and reporting.

He further said that the competition include news writing, feature writing, editorial writing, sports writing, copyreading and headline writing, editorial cartooning, photojournalism, radio and TV broadcasting and online publishing.

The Ilocos Times learned that each of the competitions conducted were in English and Filipino categories. The winners at the RSPC move on to represent the region at the NSPC, which is the highest level of student journalism competition in the country.

Fariñas said this achievement was a testament to the remarkable efforts of the School Division Office of Laoag City, its educators, coaches, and students, who have excelled in their respective fields of competition, elevating the reputation of Laoag City in the region and inspiring future generations of learners to strive for excellence in the field of journalism and communication.
