| The Laoag City police holds a simulation exercise (SIMEX) on a hostage crisis incident stemming from an armed robbery. Laoag police officer-in-charge P/Supt. Dominic B. Guerrero led the exercise with supervision from Laoag mayor Chevylle V. Fariñas and the Police Regional Office 1 Red Team P/Chief Insp. Freddie Evangelista and P/Chief Insp. Claro Pagdilao together with INPPO’s P/Chief Insp. Lauro Milan. The police held the exercise at a pawnshop along Gen. Segundo Ave. corner D. Samonte St. During the exercise, experts trained Laoag police officers on the police’s area of responsibility, the appropriate police response in accordance with law and human rights-based standards, and the procedural rescue operation conduct. They also explained the investigation process of the crime scene. After the SIMEX, the trainors noted that the first responders are almost at the proximity of the crime scene; police line should be wider; and the negotiator should not be so close to the hostage taker.
