Batac council authorizes mayor to fix titles of lots

Batac City—The Sangguniang Panlungsod here has authorized Batac Mayor Jeffrey Jubal Nalupta to represent the city government in applying for the title as well as transfer the title of lots acquired during past administrations.

Batac councilor Florencio Laud, who sponsored the three resolutions, admitted that there was resolution for the lots by the city government then.

In view of this, the Batac City Assessor’s Office has requested the council to pass resolutions for transfer and titling purposes in the name of the Batac government.

The first resolution authorizes the mayor to represent the city government in the application of titling and transfer of ownership of the lands acquired by the city government.

The second resolution recognizes the purchase of lots made by the previous administration for the purpose of titling and transfer of ownership and names to the city government.

The last resolution recognizes the purchase of lots made by the previous administration in the amount of P60-P300 per square meter for the purpose of titling and transfer of ownership and names to the city government.

Mr. Laud said that without these resolutions, the Dept. of Environment and Natural Resources (DENR) and the Land Registration Authority (LRA) will not recognize the titling and transfer of lots to the name of the city government.

The Ilocos Times learned that the purchased 55,000-square meter lots which form part of the present government center and the city’s controlled dumpsite were still in the names of the original owners. These lots however are already being occupied by national and local government agencies.

Mr. Laud added that as per records, some of the owners are still alive while others have passed away.


The city government, however, holds deeds of sale as bases that these lots were purchased by the past administration of the late former Mayor Jesus Nalupta Sr.
