Laoag City—President
Ferdinand “Bongbong” R. Marcos Jr. was in this city to personally proclaim the
Team Marcos candidates for Laoag, headed by Laoag Councilors James Bryan Alcid
and Handy Lao, running for mayor and vice-mayor, respectively held in front of
the Provincial Capitol on March 28, 2025.
Thousands of people attended the proclamation started which
started at 4 pm and lasted until midnight with showbiz personalities Lyka
Estrella, Mandy Flores, Jayson Gainza, Pooh, Barbie Imperial, Richard Gutierez
and the Magrus gracing the event.
Alcid, in his speech, disclosed how he grew up in Laoag, a “true
blooded Ilocano”, a loving and a family-oriented individual.
In his platform of governance, Alcid proposed the allocation of
fund for the rural/urban master plan for 15 years, so that it can solve
traffic, proper infrastructure development/implementation, business sector
development, agriculture and fisheries.
“Urnosen ken plastaren tayo
ti agdama a problema iti sentro a malaylayos,’’ he said as he disclosed
that this will be in conjunction with the on-going integrated drainage canal system
project he requested from the Dept. of Public Works and Highways with the help
of Congressman Ferdinand Alexander “Sandro” Marcos and Ilocos Norte Governor Matthew
Joseph M. Manotoc.
“Plastaren tayo iti

lugan nga agpa sentro ken rumwar iti Laoag,” Alcid stressed.
Alcid also requested the DPWH and Dept. of Transportation, through
Congressman Marcos, via a resolution for the installation of traffic lights in
the city.
For a better vehicular parking, Alcid proposed a study of a
public/private partnership program for accessible parking lots and spaces in
the city.
He said that installation of additional solar lights along thew
city’s main thoroughfares is also needed saying, “No nalawag a pagdalanan, nataltalged matlang ti arubayan”.
An orderly and more comfortable sidewalks along the main
thoroughfares is likewise needed, he added.
As for the revenue collection is based on business tax, real
state property tax and others, he said if food traffic increases, it opens lots
of business opportunities for both small and medium enterprises saying, ‘’An
increment on food traffic is an increment on sales. An increment on sales is an
increment of income. No ad-adu iti

He added that the rural master plan will also include the
effective and efficient implementation of various projects for both
infrastructure and livelihood programs.

Alcid also announced the strict implementation of his approved “Anti-Bullying
Law” as well as more internet connections to rural.

Laoag City also needs to establish a local centralized emergency
hotlines for an easier contacts in case of any type of calamities or emergency
cases.

Lao calls for a better future for Laoag
“Nalawag a serbisyo, nalawag a progreso ken nalawag amasakbayan,” Laoag vice mayoralty
candidate Handy Lao stressed in his proclamation speech.
Lao thanked the people of Laoag for giving him three consecutive
terms as a Laoag councilor, and according to him, it’s time to step up to a
higher position.
Aside from serving as councilor, Lao became an ex-officio member
of the Sangguniang Panlalawigan as he became the Philippine Councilors’
League-Ilocos Norte chapter president, and later the PCL national president.
“Ket dagitoy a padas ko
appo ket nan-anayen nga umay kao iyopresr ken bitbiten iti sumaruno a gagem ko
iti daytoy umay nge eleksyon,” Lao said.
His services during the COVID-19 pandemic included “Handypendable
Services”, “Handy Cares”, and “Laoag Access Online” helped a lot of people in
the city.
Aside from these, Lao was also awarded as “Top Councilors of the
Philippines”, “Asia’s Most Exemplary Servant and Empowered Councilor”, “Most Outstanding
Local Legislator” and “Outstanding Sangguniang Panlungsod Member of Ilocos
Norte”.
His active participation as member of the Sangguniang Panlungsod
allowed him to pass measures in support of senior citizens through the “Milestone
Awards”; express lanes for persons with disabilities, senior citizens and pregnant
women; support for local producers of water lilies, sukang Iluko and basi;
and the establishment of the “Marunggay Festival”.
With a new motto of “Build a Better Laoag”, Lao said there is a need
for the establishment of Laoag Agricultural Center and the Establishment of
Invest Laoag Dept. to further boost progress in the city.
His “Look, Appreciate and Offer”
program aims to boost tourism in the city while safeguarding its

Lao also mentioned the need to support the holistic development
of students’ participation all fields of specialization in culture, arts,
sciences, technology, math, tech-voc skills, journalism, writing and sports. He
also said he would strive to give a fair opportunity to all especially for PWDs,
seniors, solo parents, farmers, fisherfolk, informal workers and the LGBTQ community.
He also said that there is also the need to strengthen the health care system
in Laoag by improving and rehabilitating the Laoag City General Hospital.
Lao also took the opportunity to thank the Marcos family headed
by President Marcos and Senator Imee Marcos for their trust in his abilities to
help improve the city and its people.
PBBM vows support for Team Marcos candidates
“Kailangan po sila lahat ay
maihalal dahil bilang isang Pangulo ninyo, napakarami po kami inihahahandang
mga proyekto na dadalhin dito sa Ilocos Norte, Region I at sa lahat ng Ilocano Regions,” Marcos
said.
To prove these projects are coming in, former Piddig mayor and
now National Irrigation Administration administrator Eddie Guillen, who also
attended the proclamation, confirmed numerous multi-million agricultural
projects coming to Ilocos Norte.
Aside from the agriculture sector, the President also announced
the planned improvement of health care services and more investors in the
province.
The President announced the need and importance of a closer
relationship between the national and local governments so that all the
national programs will always be immediately connected directly down to the
local government units.
This is the reason why the President is seeking the support of
Ilocanos in campaigning all the candidates of the Team Marcos for a better
Laoag City and Ilocos Norte.

pinakamadaling lumapit kay President Marcos ay lahat po ng miyembro ng Team Marcos. Lahat po ng mga nakaupo rito [on the stage] ay kaya po nilang kumuha ng telepono at tawagan ako. Ganun kalapit ang
aming pagsasama at pag-uugnayan para pagandahin ang Ilocos Norte. Ibotos tayo amin a Team Marcos, apo,” the President ended.
