Balico, a resident of Brgy. 27 Nuestra Sra. De Soledad, Laoag City and Shandie V. Carbonell, a resident of Brgy. 5 San Pedro, Laoag City, both graduates of Mariano Marcos State University (MMSU) for ranking 9th and 8th in the September 2024 licensure examination for teachers.
