Laoag City— “I’m thankful to God for I was the only awardee from Ilocos Norte in today’s awarding.”
So said Dr. Joel B. Lopez, this city’s former schools division superintendent after receiving the Civil Service Commission’s Pagasa Regional Award on September 12, 2019 in San Fernando City, La Union.

Mr. Lopez is the only awardee from Ilocos Norte.
The former Laoag education chief is recognized as one of this year's achiever in public service highlighting the “Talent Development Program cum Universal Backyard Camping”—a school-based activity that enhances the students to interact with the environment and extra-curricular academic activities.
CSC recognizes the achievements and contributions of the men and women in government who uphold the country’s societal goals and overall vision in the quality of service for the benefit of the Filipino people.
The anniversary celebration is anchored on one of AmBisyon Natin 2040’s key areas for development planning, which is building a high-trust society.
Gracing the occasion was CSC Commissioner Aileen Lourdes A. Lizada who served as the guest of honor and speaker.
This year's Awards theme is "Civil Service at 119: Upholding Integrity and Building a High-Trust Society."
Mr. Lopez, meanwhile, is set to move to Batac City as schools division superintendent following a regional reshuffle by the Dept. of Education.
