Laoag City—The Sangguniang Panlalawigan issued a “show cause” order on February 26, 2019 against several Laoag City government department heads in relation to the alleged missing Sangguniang Kabataan (SK) funds.

SP member Vicentito M. Lazo said that the order is in accordance with the law for those concerned individuals to shed light on the issue and to explain their process of liquidation, and provide documents of the SK seminar that transpired in Laoag City in November 2018.
The Laoag government employees invited for the hearing are Diomedes Gayban, Edgar Pascual, Hipolito Salva, Visitasion Rabago, Shiela de Leon, and Lowelyn Acain.
The provincial board gave the city government 15 days to bring the needed documents at the Sangguniang Panlalawigan. The committees on laws, local government, and youth and sports will then study the said documents, which they will then use in the joint hearing.
As it stands, the city government has until March 13, 2019 to comply with the SP show cause order.
The joint committee hearing will resume on March 20, 2019 to continue with the said issue.
Meanwhile, Mr. Lazo warned Laoag SK president Anzhelyka Faye Lao to refrain from posting sentiments on social media and that she should rather ask legal advice from the city government on the said issue.
“The fish is caught by its mouth,” Mr. Lazo noted.
Earlier, several Laoag SK chairpersons protested being included in a seminar where PHP325,875 from the city’s SK funds were used. The youth chairpersons, who did not attend the said seminar were included as PHP73,075 were liquidated as their per diem allowances and for their hotel accommodations.
