DILG holds mandatory training for new SK officials

LAOAG CITY—The Dept. of Interior and Local Government conducted mandatory training for the newly elected Sangguniang Kabataan (SK) officials on May 17, 2018 in the province.

The Mariano Marcos State University and the Ilocos Norte Youth Development Office under the Ilocos Norte government helped the DILG with the training.

The training aims to equip the new set of youth leaders with the necessary knowledge and skills to perform their duties.

According to INYDO executive director Weenter Ventura the training ran until May 25. He said they hope to organize the SK Federation of Ilocos Norte before May 27, 2018.

“The training modules [covered] topics on decentralization and governance, SK history and salient features of RE 10742, how to conduct meetings and craft resolutions, how to do planning and budgeting, and code of conduct and ethical standards of a public official,” said Mr. Ventura.

After more than four years of vacuum in the SK, the DILG required the new set of elected youth leaders to participate in the whole-day orientation and training before they can formally assume office.

Based on Section 27 of the SK Reform Act, non-attendance to the training without any valid reason shall constitute a sufficient ground for disqualification or removal from office.

Invited speakers for the mandatory SK training in Ilocos Norte included officials from the INYDO, MMSU, DILG, Liga ng mga Barangay and League of the Municipalities of the Philippines.

Organizers said they have identified some schools in the province to host the nationwide SK mandatory.
