Laoag gov't eyes transfer of jail, slaughterhouse

Laoag City—The city government here expects to relocate the Laoag City Jail and the city slaughterhouse in two separate locations soon.

Laoag mayor Chevylle V. Fariñas disclosed that they plan to transfer the city jail to where the city’s current dumpsite stands. The Dept. of Environment and Natural Resources (DENR) earlier ordered the closure of the said dumpsite.

Ms. Fariñas explained that the area is wide for city jail and it will also suit the jail’s livelihood programs as well as their training and other activities.

She added that the planned relocation site will also make it easier for the jail to expand.

The Ilocos Times learned that J/Sr. Insp. Herminigildo Rivera earlier requested the relocation citing congestion as main reason.

With this proposal, Mr. Rivera said they will need to study the location regarding security and land stability. He explained that they need to be sure that they can build over the land without encountering problems.

He added that it will be the Bureau of Jail Management and Penology (BJMP) which will shoulder the construction of buildings should the relocation pushes through. The lot will serve as the Laoag government’s counterpart for the project.

Currently, the Laoag jail covers only 1,000 square meters and with the trend of increasing detainees, it needs more space to expand.

As of last count, the jail houses 250 detainees in 8 cells.

Prior to this, city assessor Ruben Domingo offered sites at Brgys. Cabungaan and Camangaan as possible relocation site for the jail and slaughterhouse, respectively.

Ms. Fariñas, however, shot down the Cabungaan proposal. She reasoned that the retirement home and Bahay Pagasa projects are there.

The slaughterhouse relocation site, on the other hand, currently houses the city agriculture office; a 1-hectare lot, however, remains vacant in the area.

The mayor agreed with the slaughterhouse relocation proposal.

Mr. Domingo stated that the city government “wishes to have a better and a wider area for a slaughterhouse” to meet the “Triple A” qualification.

He revealed that the slaughterhouse’s current location, which is at Brgy. 1 beside a cemetery, does not suit the qualification from the National Meat Inspection Services (NMIS).


The NMIS is a specialized regulatory agency in the Department of Agriculture in the country as sole national controlling authority on all matters pertaining to meat inspection and hygiene.

Ilocanos seek holiday declaration for first Filipino Olympics medalist

LAOAG CITY—Ilocanos in this northern part of Luzon is looking forward to celebrate Teofilo Yldefonso Day on November 4 of every year as a regular holiday in the province.

Known as the first Filipino Olympics medalist who brought pride to the country in 200-meter breaststroke in the 1928 Amsterdam Olympics and in 1932 Los Angeles Olympics in 1932, senior Sangguniang Panlalawigan member Matthew Joseph M. Manotoc initiated the filing of a provincial resolution requesting President Rodrigo R. Duterte to declare November 4 as a regular holiday.

Born in Piddig town in 1903, Mr. Yldefonso’s remarkable achievement as the only Filipino athlete to have won back-to-back medals at the Olympics is one for the books up to this day.

Mr. Manotoc said “it is just right and proper” to recognize Mr. Yldefonso, known as the “Ilocano Shark” for his unique style in swimming.

Backing this move, members of the Sangguniang Panlalawigan unanimously approved on November 20 a resolution requesting the House of Congress and the Office of the President to declare November 4 “Teofilo Yldefonso Day” of every year as a regular holiday in the province to honor him.


History records show Mr. Yldefonso at a young age was already an orphan. In a statement by the International Swimming Hall of Fame (ISOFH), the famous son of Piddig learned swimming by himself at the Guisit River near his home. (Leilanie G. Adriano)

INEC reduces rates for November billing

Dingras, Ilocos Norte—The Ilocos Norte Electric Cooperative (INEC) announced another .23 centavos reduction per kilowatt hour on electric bills this month of November for residential rates.

INEC board president Reynaldo M. Lazo made the reduction announcement, which followed an earlier 90 centavos reduction for October.

Mr. Lazo said the reductions are due to the decrease in generation, transmission and systems loss charges.

There was no reduction, however, in distribution charges.

With the reductions, INEC November rates are PHp8.26 per kilowatt hour for residential consumers; and PHP7.24 per kilowatt hour for small and large commercial.


Prior to the latest reduction, residential rate was at PHP8.50 and PHP7.49 for small and large commercial. (Dominic Dela Cruz)

DOH Health Caravan visits Sarrat

Sarrat, Ilocos Norte– The Department of Health (DOH) in coordination with this town’s rural health unit (RHU) provided free health check-up in 24 barangays here.

Sarrat health officer Dr. Cheryl Rasalan-Laguatan said DOH funds the caravan and incorporated with the Philippine Health Insurance Corporation (PhilHealth) to help the unfortunate and sick villagers.

In fact, most of the recipients are from the Pantawid Pamilyang Pilipino Program (4Ps).


The said project is in line with the Millennium Development Goal (MDG) of the province of Ilocos Norte in maintaining health care and promoting clean environment for Ilocanos. (Bernard Ver)

DAR holds dialogue on revitalizing garlic and onion industry

San Juan, La Union—Aiming to address production and marketing problems, the Department of Agrarian Reform (DAR) conducted a dialogue on revitalizing the garlic and onion industry in agrarian reform areas in Ilocos region.
Dar regional director Virgilio L. Acuña said there is a production slump in the industry resulting to 94% importation in garlic and 60% for onion.
Studies show that plant diseases, lack of quality seedlings, entry of cheap imports, smuggled garlic and onion and lack of new production technology contributed to the decline of the quality and volume of production resulting to huge losses.
Mr. Acuña said the activity will help DAR in knowing directly from the farmers their present status and predicaments in the light of the current situation of the industry.
“We would like to determine the type of assistance that can be provided to the farmers by the government, local government units and private sector such as technical assistance, credit, post-harvest facilities and market support among others,” he added.
Joining Mr. Acuña during the activity were Ilocos Sur congressman DV Savellano, DAR head executive assistant Shiela Enciso, DAR Region XI director Joseph Orilla and La Union vice governor Aureo Nisce.
Provincial agrarian reform program officer Vic M. Ines headed the Ilocos Norte delegation to the dialogue.

Ilocos Norte gov't offers free NC II training for communication skills

LAOAG CITY—Secondary and college-level students including graduates of any course who wants to enter business process outsourcing (BPO) companies may consider to apply for a free training course on communication skills for a period of 18 days or 144 hours.
Ann Marie Lizette Bitancor of the Provincial Public Employment Service Office (PESO) made this announcement.

Set last November, Ms. Bitancor added interested applicants aged 18 and above may submit their application requirements at the PESO located at the ground floor of the Ilocos Norte Provincial Capitol.
Among the needed requirements are the following: resume, transcript of records or certificate of grades or certificate of diploma.
Bitancor said the in an effort to generate more jobs in the province, the Technical Education and Skills Development Authority in cooperation with the Laoag-based Datacom Institute of Computer Technology and Ilocos Norte government will offer National Certificate II training for communication skills.

She said successful graduates of the said short term training can secure fast and reliable employment with the mushrooming number of BPO companies expanding in Ilocos Norte.

Turn your rice straw to cash, Piddig LGU tells farmers

Piddig, Ilocos Norte—Before farmers could take that match to light up scattered rice straw in the farm lands, the local government unit of Piddig is offering cash to them should they convert it into organic fertilizer.

Pegged at Php5,000 per farmer, the Piddig LGU announced that they are buying rice straw locally known as “garami” from farmers.

Former Piddig mayor, now consultant to the Office of the Mayor, Engr. Eduardo Guillen, said this is one way of encouraging them not to burn their farm wastes but instead, convert them into cash.

Town mayor Georgina Guillen said the municipal agriculture office has been collecting dry rice straw from farmers for a fee.

Vermicomposting technology converts rice straws into organic fertilizer, and then the LGU will give the produce back to farmers’ cooperatives for free.

Despite the presence of a provincial ordinance prohibiting the burning of rice straw in the entire province, the open-burning of rice straw is still evident in Ilocos farmlands.

The burning of rice straw residues pollutes the air and contributes to global warming through emissions of greenhouse gases (GHGs), according to environment experts.


“The project aims not just to help the farmers meet their daily needs but Mr. most importantly to encourage them to protect the environment,” said Mr. Guillen.

Ilocos Norte eyes 20% garlic production hike

LAOAG CITY—In time for the October planting season, Ilocos Norte officials encouraged garlic farmers here to expand their production area as the province aims to deliver at least 20 percent or 26,000 metric tons of the national market demand.

Garlic demand in the Philippines based on the National Statistics Office is approximately 128,000 metric tons per year.

As one of the country’s major garlic producer, Ilocos Norte’s garlic industry remains threatened by cartel which government authorities here are trying to suppressed.

“Garlic is a potential product we should look into. Our production target is doable,” said Sangguniang Panlalawigan member Vicentito “Toto” M. Lazo as he urged farmers to help fight cartel, a long-time problem in the agriculture industry which really needs to be taken seriously.

This planting season, the state-run Mariano Marcos State University, Ilocos Norte government, Department of Agriculture and a Japanese firm that specializes in garlic products has started an experimental project to produce bigger and more resilient garlic bulbs.

MMSU president Dr. Shirley Agrupis said new garlic seed materials from Japan will be pilot tested at the MMSU and in Burgos town using Ilocos Norte and Japan technology.

Prior to the arrival of the garlic seed materials from Japan, they conducted a soil analysis to determine the appropriate technology.

Ms. Agrupis hopes the experimental farm will yield positive result to help garlic farmers to produce more.

In support to the garlic industry, Senator Cynthia Villar also pledged to allocate some Php57 million funds to improve the quality of production.


During the last planting season, farmers used about 1,876 hectares to plant garlic with an average yield of 6,000 metric tons.

DPWH prohibits drying of palay along national roads

San Nicolas, Ilocos Norte—The Dept. of Public Works and Highways (DPWH) Ilocos Norte 2nd engineering district assistant district engineer James Ferrer said the DPWH “strictly prohibits” the drying of palay along national road.

He added that they have advised farmers and rice traders not to use national roads as drying area of their produce.

Mr. Ferrer reiterated an earlier memorandum and directive issued by former DPWH Secretary Rogelio Singson prohibiting the same for “strict implementation”.

Farmers and/or rice traders, however, continue to use national roads to dry their produce. Some even go to the extent of putting barriers in the road so vehicles will not runover their produce. This, however, is exposing motorists to danger while driving along barred roads.

Naiintindihan din naman natin ang mga farmers lalo na kung tag-ulan at kailangan talaga nilang ibilad yung mga palay kaya lang dapat initindihan din nila ang mga concerns ng gobiyerno na kailangang ma-implement,” Mr. Ferrer said.


He added that the government has provided multi-purpose paved barangay roads which can serve both motorists and a drying area for farmers’ produce.

The Barangay 15 Senior Citizens Association of Laoag City, Incorporated, took time to celebrate Senior Citizens Week on October 1-7, in honor of our co-elders who labored hard for the things we are enjoying now. Let us enjoy with our Lolos and Lolas while they are still with us, while we still can see, hold, embrace them while they still can celebrate with us. Let us lavish them with love. Let us talk to them visit them now, and wait not for the time when they hear us no more, our visits made before they bid us adieu. Also, to express our gratitude to others who helped will cost us nothing and take a moment of our time. Just a good tree will bring forth good fruits, so a loving heart will express itself in courtesy of conduct. Such activities make them feel stronger and prolong life to serve others and the community.

The opening day is an early morning walk around the barangay, a time to feel good, to feel cozy and nice while walking, singing, and conversing about happy times. At the finish line a reception full of good cheer and merrymaking singing and dancing, hosted by Geling Toribio.

The next three days, visited the sick, praying in grace to sustain through their most difficulties and bringing joy, much consolation and comfort to go on in spite of their lonely moments.

The other three days, we dedicated to cleaning and greening the community, clearing ditches and street adjacent our properties, beside our own yard. The whole afternoon of October 7, is the culminating activity. Highlights is the crowning of Lola Queen of 2017 Senior Citizens Week, with Pepita Tabor, as queen, crowned by the president Ernesto S. Tamayo, a retired bank manager; Celestia Tumaneng, retired staff of DSWD pinned the sash; and Merlene S. Alvarez, retired manager of the Government Service Insurance System of Vigan, I locos Sur handed the bundle of roses.

Nueva Era mayor asks provincial board help for bridge problem

Nueva Era, Ilocos Norte—Local officials of the Tingguian community of this town, about 38 kilometers from Laoag City assailed the Department of Public Works and Highways and a contractor for not finishing the construction of a bridge, which supposed completion was last year.

Nueva Era mayor Aldrin Garvida said the delayed completion of the PHP250 million Bonggo bridge project connecting Nueva Era and Banna is causing great inconvenience among commuters for over a year now since it commenced in 2015.

Mr. Garvida said almost a year had passed since the Bonggo bridge supposed completion in time for the town’s centennial celebration but up to this date, the project is still “half-done”.

So, when the Sangguniang Panlalawigan conducted an out-of-town session here, Mr. Garvida sought the help of Ilocos Norte Vice Governor Eugenio Angelo M. Barba and the SP members expedite the bridge construction.

He also lamented that during the construction process of project, the contractor made some changes from the original design.

Responding to this, Mr. Barba assured the people of Nueva Era that they will look into the matter.

SP member Vicentito “Toto” M. Lazo added they will call on the contractor as well as the DPWH regional office to explain the delay on the target completion of the Bonggo bridge.

Before the year ends, the Ilocos Norte board had been going out of Capitol sessions as their way of reaching out to the various towns of Ilocos Norte so they could listen personally to the people’s concerns and grievances.

Apart from the Nueva Era bridge, other bridge projects in various parts of Ilocos Norte are having the same delayed completion such as in Batac City, Currimao, Pasuquin and Pagudpud.


To date, commuters experience heavy traffic using a detour road as they could hardly pass through it during heavy rains.

Ilocos Norte-PDC re-programs P113.7M 2017 development fund

LAOAG CITY—The Ilocos Norte Provincial Development Council convened a meeting at the provincial auditorium to re-program some PHP113.7 million of the development fund for 2017.

Following the new guidelines from the Department of Budget and Management and the Department of Interior and Local Government, seeking to enhance transparency and accountability of the local government units in the utilization of the 20 percent development fund, this compelled the Ilocos Norte government to make new listings in utilizing its remaining development fund this year. 

This is pursuant to Section 287 of Republic Act 7160 or the Local Government Code of 1991, which states that: “each (LGU) shall appropriate in its annual budget no less than 20 percent of its annual (IRA) for development projects.”

Under the updated guidelines, the approved local development plans and annual investment program (AIP), which should be directly supportive of the Philippine Development Plan and the Public Investment Program should reflect the LGUs’ priority development projects.

For Ilocos Norte’s annual investment program this year, over PHP68.8 million were for its economic development projects. These include the construction and improvement of provincial roads, additional construction of farm to market roads and purchase of hauling or delivery trucks for onion production, marketing and trading enterprise, provision of farm equipment and facilities, upgrade of four fish facilities, procurement of refrigerated vans, wing vans and establishments of fish and soils laboratory.

Meanwhile, the Provincial Development Council also enacted a budget of more than PHP23.1 million for its social services ranging from improvement and rehabilitation of district hospitals, multi-purpose halls, acquisition of medical equipment and provision of street lights.

On environment management aspect, the PDC also re-appropriated a total of PHP21,770,713 for the greening of Ilocos Norte highway particularly around the Currimao port-fly in cruise route, including the Laoag airport connecting to major tourism sites here.


Ilocos Norte Governor Ma. Imelda Josefa “Imee” R. Marcos explained that they can no longer use the 20 percent development funds to pay personnel salaries and benefits; administrative expenses and allowances among others.

Filipino-Hawaiian group shop for biz ideas in PH

LAOAG CITY—Over 50 delegates from the Hawaii State Government and the Filipino Chamber of Commerce of Hawaii (FCCH) visited Ilocos Norte to shop for business ideas to benefit both Filipinos and Americans.

In a media interview upon the group’s arrival at the Laoag International Airport, Brandon Dela Cruz, FCCH president said he has heard so much about Ilocos Norte and it feels great that finally, they are now in Laoag.

From Hawaii, the group led by Hawaii governor David Ige stayed in Manila for two days as they met with the United States Ambassador prior to their visit in this northern gateway of Luzon.

As part of the annual goodwill and trade mission to the Philippines, Mr. Dela Cruz said they are here to help support and uplift Filipino business.

“We travel in the Philippines and try to find where we can strengthen ties between Hawaii and the Philippines. Perhaps, it can be done through export of goods from the Philippines to Hawaii and vice versa. Let’s find out where we can cooperate and share knowledge and collaborate on a variety of projects and opportunities here,” he shared.

“We would like to help Filipinos to become more business savvy and to have more business network,” said Dela Cruz citing Ilocos Norte’s weather is much like Hawaii. “There are great opportunities if we just try to work together,” Mr. Dela Cruz added as he shared his roots are from Pangasinan and Tarlac.

The FCCH is composed of about 200 active members representing various companies such as large to small and micro enterprises.


While in Ilocos Norte, Provincial and city officials here led by governor Ma. Imelda Josefa “Imee” R. Marcos gave them a warm welcome at the airport. They also met with other mayors and local officials in the province before they visited the heritage city of Vigan in Ilocos Sur.

IBP-Ilocos Norte holds free legal aid in Piddig

Piddig, Ilocos Norte – The Integrated Bar of the Philippines (IBP)-Ilocos Norte Chapter spearheaded by Atty. Cherrie Grace Bareng-Asistin initiated a legal aid consultation for town folks here for free.

At least 20 participants attended the said activity with most of their queries concerning land disputes and ownership. Other participants availed of the free public notary on their legal documents.

Ms. Asistin emphasized that this activity is part of the local bar association on their Law Week Celebration. This year’s is “IBP: Promoting Justice through the Rule of Law.”

“We [IBP] are here to help our kababayans[countrymen] in the entire province [Ilocos Norte] with their dilemmas and other concerns on the laws of the land—under the Republic of the Philippines and our office is open for everyone,” Ms. Asistin added.


As part of their other notable projects, the IBP is active in safeguarding the integrity of the bar exams; promoting ethical practices of lawyers, judges, lawyer-politicians, and lawyer-government officials; refraining from any partisan political activity especially during local and national elections; developing legal education and research in law schools and continuing legal education centers; and expanding legal aid offices throughout the country to provide free legal services to indigent Filipinos.(Bernard Ver)

MMSU promotes climate resilient rice varieties

BATAC CITY—The state-run Mariano Marcos State University is encouraging farmers to plant new climate resilient rice varieties to increase their productivity.

This planting season, MMSU in collaboration with the Philippine Rice Research Institute (PhilRice) set up a 1,600-square meter demo farm showcasing its 14 varieties that are resilient to prolonged drought or wet season.

“But no matter how good the variety is or no matter how advance the technology to improve rice productivity in the country, it is nothing without your heart in managing the rice field. Like a person, you should talk to your plants,” MMSU president Dr. Shirley Agrupis said during a farmer’s field day held at the demonstration site.

Dubbed as the “President’s farm”, the program featuring climate resilient crops hopes to inspire farmers to adopt new technologies. Dr. Santiago Obien, a former president of MMSU who collected the 14 varieties, initiated the program.

The President’s farm is open to all stakeholders where they can see for themselves the different characteristics of the selected 14 rice varieties.

“With the advancement of science and technology, agriculture is no longer a least choice but a primary choice,” said Ms. Agrupis as she lauded agriculture students for pursuing the subject which will ensure the sustainable development of the industry.

“I hope the field day will not just be an ordinary field day but something you will nurture in your hearts,” Ms. Agrupis added.

Ilocos Norte boosts awareness for children with special needs

LAOAG CITY—Children’s rights advocates both from the public and private sectors gathered at the Ilocos Norte Capitol auditorium recently to increase awareness on the rights of children with disability.

With the help of the Philippine Association of Children with Developmental Learning Disabilities, Inc. (PACDLD) in partnership with the Department Health and the Ilocos Norte government, Felicite Jean Gonzales encouraged participants to continue educating parents on their vital role in promoting the welfare of children with specials needs.

Over the years, Mr. Gonzales said there had been many laws and resolutions protecting the rights of children but there is poor implementation.

Having a child with autism, Jean and husband Octavio had been reaching out to the different provinces nationwide to meet with Day Care teachers and barangay health workers to share their knowledge on raising a child with special needs.

The Gonzales couple established PACDLD in 1999, which provides counseling and livelihood programs for parents of children with autism as well as art workshops for kids.

he hopes that by raising the awareness level of advocates, this will transform to a better understanding of children with disabilities.

In Ilocos Norte, there are some parents who are ashamed of their special children. Hence, there is need to continue increasing the awareness on the rights of children with special needs.


“Our special children have the same rights as other children. We have to do something and one way of doing so is to reach out and give support to families of persons with disability,” said Ms. Gonzales.

Ilocos Norte residents avail cash-for-work program

LAOAG CITY—With the continuing implementation of Ilocos Norte’s cash-for-work program, hundreds of residents who are looking for additional source of livelihood are taking advantage of it.

In Vintar town, Arlene Rosario, a full-time mom of three growing children said was trying to figure what to cook for lunch when she learned a roving team from the Capitol Express was at the town’s gymnasium offering various government services.

Out of curiosity, she checked on the list of services and tried to apply for a cash-for-work, a continuing program of the Ilocos Norte government in collaboration with the Department of Social Welfare and Development.

Initially, the program is meant for calamity victims. Then it expanded to marginalized earners or indigents.

For a few hours of rendering community service in their respective barangays, they receive cash based on the prevailing regional wages in their areas. Some of these community projects include cleaning of roads, collecting garbage and repairing community facilities among others.

According to Ms. Rosario, she was thankful she participated in the latest batch of 250 cash-for-work beneficiaries in Barangays Dipilat and Visaya both in Vintar, Ilocos Norte.


Earlier, the government allocated about PHP15 million for the continuing implementation of the cash-or-work program meant to generate local employment in the province. (Leilanie G. Adriano)
